The court did not arrest the Kochenevsky Refinery based on Sibur's claim

Sibur Corporation demanded more than 400 million rubles from the Chechen company VPK-Oil, which owns the Kochenevsky oil refinery in the Novosibirsk region. The court did not impose interim measures on her property.

The Arbitration Court of the Tyumen Region refused to impose interim measures on the property and accounts of OOO VPK-Oil in the suit of Sibur. The decision was published in the Electronic Justice database.

In May, Sibur demanded more than 408.7 million rubles from VPK-Oil as debt collection and penalties. “In justification for the need to take interim measures, the plaintiff referred to the lack of funds and property from the defendant, at the expense of which it is possible to satisfy the requirements,” the arbitration decision says.

Sibur drew attention to the fact that other companies had previously filed claims against VPK-Oil in the amount of about 1 billion rubles, and referred to this in its petition. Probably, two lawsuits from RUNO-Resource LLC for a total amount of about 950 million rubles were also meant - according to one of them, the court has already sided with RUNO-Resource.

In addition, Sibur indicated that the property of VPK-Oil was pledged. “Since February 2020, there has been an increase in unfulfilled obligations of VPK-Oil LLC, there is a lack of funding and the defendant’s property is pledged to the bank,” Sibur’s position is given in the arbitration decision.

The refusal to impose interim measures may be appealed.

Sibur is the largest petrochemical company in Russia. The Board of Directors is headed by Leonid Mikhelson. Part of the company's shares belonged to Kirill Shamalov, whom the Russian media called the husband of the possible daughter of Russian President Vladimir Putin Katerina Tikhonova, but in 2017 the package was transferred to the structures of businessman Gennady Timchenko close to Putin.

The board of directors of VPK-Oil is headed by Alexander Poimanov (the company is owned by the Novosibirsk Standard-Oil LLC). VPK-Oil owns the Kochenevsky refinery. In the second half of 2020, the company planned to launch the production of Euro-5 class diesel fuel, and later, gasoline. The source of raw materials is the Verzne-Tarskoye deposit in the Novosibirsk region.

In December 2019, VPK-Oil re-registered in Grozny. The company's revenue in 2018, according to Kontur-Focus, amounted to 21 billion rubles, net profit - 161.2 million.
