
The government allocated to the regions more than 27 billion rubles for surcharges to doctors for working with coronavirus patients. The Investigative Committee conducts inspections in 20 regions, where health workers have not yet received the promised. However, there are categories of doctors who, although they work with Covid-19, will not see anything beyond the salary, because they are not entitled to surcharges. These include the registrar of the Kirov clinic Vera Votintseva: she was waiting for at least a symbolic prize for risky work during the pandemic period and an increased load, and instead of money, they first tried to forbid writing on social networks, and then fired with the formulation "for undermining reputation."
Vera Votintseva is 54 years old, almost all her life she was engaged in a bard song and, as she says, "spent her life on wheels." Two years ago, she got a job as a registrar at the clinic No. 3 of the Kirov clinical and diagnostic center. After optimizing the healthcare system, all medical registrars were taken out of the composition of health workers and made an auxiliary personnel, just as the orderlies were once transferred to cleaners. Yesterday, Vera sat in an unprotected glass of the registry and the first talked with coming patients.

- Directly with coronavirus patients in our clinic do not work, we do not have such a status. It is believed that the patient reports that he is coronavirus, they go to his house, take an analysis, but he does not go to the clinic. Or he goes to the clinic, but does not go further than the red line where he is met, measured the temperature and not allowed, if any. So I am exactly the person who distributes where the patient will go, ”says Votintseva.
The risk that she is in contact with coronavirus patients is, although Votintseva works in a mask and gloves.
- Yes, we are protected, but we are not sitting in anti -fingers. The leadership provides us with means of protection, but we have already encountered the fact that they are not enough, and we ourselves sew the masks from gauze.
Vera Votintseva on May 14 received the calculation of salaries for April. For the first half of the last month, she was paid 4728 rubles, for the second - 7400 rubles. This is her usual salary in a month, she did not see any allowances.

- We were all indignant inside ourselves. We did not count on some large Putin surcharges, we really do not work in hospitals, do not go to the ambulances, but we are at risk, and we have a strong load. Honestly, I would have enough thousands of rubles, just as a symbol of support and attention from the leadership, ”says Vera.
On the same day, she left a commentary in the local media community "in the city of Kirov" on Facebook under the post with the heading "it became known how much they pay Kirov doctors for working with patients with Covid-19." Vera Votintseva wrote that she, as a registrar, did not receive a “not a dime of surcharge” because it is not considered a medical worker. In the commentary, the representative of the Ministry of Health of the Kirov Region Elena Stepanova answered her: the categories of doctors who are entitled to surcharges are transferred in the relevant government decrees. Now this post on Facebook community has been deleted, although a similar post on VKontakte remained in the group of the same media. And there are also reports about the absence of allowances.

After the commentary, Vera Votintseva wrote a post on her personal Facebook, where she shared emotions from what she considers injustice. And then I went to work. And then the calls began. The senior nurse called her over all the nine clinics and asked why Vera "complains to the governor." She has no audio recording of the conversation - the old phone does not allow to make a record, but Vera says that she protocolized the whole conversation on paper. She then published quotes on Facebook.
“As a governor?” I exclaimed with feeling. “Which governor? I didn’t write any governor! Where is the governor, and where is Facebook! Oh, Toy, where is the governor, and where am I! I understand!
But the eldest remained adamant: - Why are they calling me from the ministry of the region, they say that your registrar complained about the lack of surcharges? The head physicians are calling, Vera Vladimirovna! You are not supplemented by surcharges!

Votintseva claims that the nurse demanded to remove posts, take a screenshot and report so that the boss herself could inform the head physician about this. Calls from the ministry were also mentioned. Vera did so: found a random comment on social networks, deleted it and sent a screen “removal” to the boss. The post itself remained in place.

Votintseva emphasizes that from her point of view, not a single law, orders of the government or president in the diagnostic center are not violated. She agrees that by law she cannot claim allowances. "I just don't understand why I just can’t share the information that excites me? Why is it forbidden to me and this?" She asks.
Vera continued to write about the situation and on May 15 posted on Facebook photos of payments that came in April. The post scored a lot of likes and reposts. And on Monday, calls began again. The tone of communication changed: now she was praised as a good worker, but at the same time, the posts were persistently asked to be removed.
The senior nurse said that she was called from the Ministry of Health, but she did not name a single surname.
“I was told:“ How are you going to work? Our chief physician does not support the dissemination of information about our center, ”says Vera.
She says that she understands that they can try to get rid of her, but she will not write a letter of resignation herself. “I am curious what they will do. And I will publicize everything, any sneezing in my direction,” Vera promises.
Radio Liberty contacted the acting chief physician of the Kirov clinical and diagnostic center Alexander Starikov, who, at the request for a commentary, said that he was not "in the course of the situation." He claims that he did not give employees orders to call Vera Votintseva and ask her to remove posts in social networks. He refused further communication. The press service of the Ministry of Health of the Kirov region said that they did not know anything about this.
A few hours after Radio Freedom contacted the leadership of the hospital, Vera Vintsev was fired.
"The employment contract was terminated at the initiative of the employer, paragraph 14 of Article 81 of the Labor Code. This is for undermining the business reputation of a legal entity. They fired today, for half a day," Vera says tiredly in the phone. At first she was offered to quit by agreement of the parties, but the registrar flatly refused.

- They asked me: "Do you need money?" I replied that not everything is measured by money. They said, begged, said that they were crushed, but they chose the words because they understood that it would be published, ”she says.
Vera had to write an explanatory one that she had no complaints about the leadership, but nothing would be deleted. As a result, the faith was paid two salaries - 24 thousand 777 rubles, and a dismissal record appeared in the work book. She plans to contact the medical union, understand what to do next, and stand on the labor exchange.

However, paragraph 14 of Art. 81 of the Labor Code of the Russian Federation sounds as "in other cases established by this Code and other federal laws" and, accordingly, refers to a number of special dismissals (dismissal for non -execution of the trial period, additional grounds for terminating the employment contract with the head of the organization, with the teacher and with the athlete). Obviously, no dismissal for "actions that entailed the undermining of the business reputation of a legal entity" in paragraph 14 of Art. 81 of the Labor Code of the Russian Federation is not provided, that is, Vera Vladimirovna was dismissed on a non -existent basis, ”explains the lawyer, head of the labor law of the MKA Soldatkin, Green and partners, Ksenia Mikhailichenko . - She needs to go to court within a month with a lawsuit to restore at work and recover forced absenteeism. In practice, there are cases when people were dismissed for certain statements regarding the employer, but for these purposes they usually use paragraphs. in paragraph 6 of Art. 81 of the Labor Code of the Russian Federation "Disclosure of secrets protected by law (state, commercial, official and other), which has become a well -known employee in connection with the performance of labor duties, including the disclosure of personal data of another employee," but for this the employer should have a provision on confidential information, signed by an employee that cannot be disclosed.
The representative of the Trade Union of Medical Workers "Action" Andrei Konoval says that administrators are really not entitled to payments: they are not mentioned in both government decrees. And the only option to receive a surcharge - if the region makes a decision on its own payments.

According to Konoval, the amount of payments for auxiliary personnel should not be as large as the employees who work directly with coronavirus patients. But it was possible to foresee "reasonable payments", he believes.
- We wrote that the drivers were deprived of payments, while the government eventually made such an amendment, nothing catastrophic happened, we can improve the decree. In general, this is savings. They allocated 50 billion, but if you include wide circles of employees, this is just a penny. There will be an average of 20 thousand for an employee for one month. Not even for three months, ”says Konoval.
At the beginning of April 2020, Russian President Vladimir Putin announced stimulating payments to medical personnel working with patients infected with coronavirus. For doctors, the surcharge will amount to 80 thousand rubles a month, nurses - 50 thousand rubles, drivers and paramedics of the ambulance - 25 thousand rubles. In reality, everything turned out differently.
For example, in the Murmansk region, ambulance drivers received scanty surcharges for transporting patients with confirmed coronavirus. For the change of work, some employees transferred 86 rubles, and some at all. In Karelia, surcharges ranged from amounts with several zeros up to 140 rubles. Not all doctors also got supplements in the Kaliningrad region. When there were too many reports of non -payment, the Investigative Committee began checking in more than 20 regions of Russia.
