The Commission of the Association of Administrative and Technical Inspections refused to fine the Moscow City Duma deputy Nikolai Zubrilin, the municipal deputy of the Ostankino district Sergei Tsukasov, the head of the Sokol municipal district Nikolai Stepanov, as well as Kirill Okhapkin, an assistant to the Duma deputy Valery Rashkin, and another participant in the May 9 rally. All of them were charged with violating the “self-isolation” regime (Article 3.18.1 of the Administrative Code of Moscow).
MBKh Media quotes a comment by Deputy Rashkin: “The same type of decisions were made - to refuse the police’s claims against our comrades and to issue a verdict that they [the policemen] do not know the law and are violating. They have the same protocols. If the commission is set up in such a way as to take the side of the law, then, I hope, everyone will be justified. We will file appropriate lawsuits with the police. They illegally restricted the presence of citizens, especially deputies, on the streets of Moscow. They weren't supposed to follow illegal orders."
