“We look at the summer season with great optimism,” the head of the Rostorism Zarina Dogusova said on May 19 on May 19 on the air of Channel One. She announced that from June 1, when "in most regions, the first stage of exiting quarantine measures will begin," will be able to start working first sanatoriums with a medical license and cottage -type hotels, and then, observing all the precautions, and all the rest.
The general director of the National Tour operator Alean Ilya Umansky appreciated the current state of the industry as "absolutely on the shovels." Due to the pandemic of coronavirus, the volume of undisguised income of Russian tourism exceeded 1.5 trillion rubles. With a negative scenario, work can lose up to 2.5 million people, counted in Rosturism.
“We live in one hope that everything will work on June 1, because if this does not happen, then only the control will remain in the head,” Umansky said.
Correspondents of the North. Realia checked whether forces remained in the regions in order to return to normal work from June 1.

The Pskov region made a bet on tourism as an economy engine and invested billions of rubles in the development of tourist infrastructure. Two months ago, the "engine" stalled.

“Tourism was the first to enter Koronavirus and the last to get out of there,” says Svetlana Baranova, director of the Pskov Travel Bureau of Traveling. Its company sells tourist trips abroad and organizes trips for the Pskov to the Baltic countries - all this is impossible while the borders are closed. Not everything is clear with the reception of tourists in Pskov: the hotels are closed until June 1, and what will happen after, Rospotrebnadzor has not yet explained.
- And if the hotels work in a truncated format, if the restaurants are allowed only delivery, if museums are closed, if we are unknown, the rules for servicing passengers in tourist buses, then what normal restoration of work can we talk about? - Asks Baranov's question.
The exact information about whether it will be possible to start work on June 1, it really has not yet been confirmed by the director of the Podzozoy Courtyard Hotel Irina Gusakova .

- We have not been working for two months, since the end of March, literally from the end of April - in May we receive travel guests with a travel certificate. These are two or three people a day, says Gusakova. According to her, the industry participants are waiting for a meeting with Rospotrebnadzor about the opening recommendations: "After it will be known." In any case, the hotel does not count on profit this year.
- We will not wait for the guests stream. We, we can say, said goodbye to this year 100%. We will not receive such profit, and this will be a very long recovery, ”she is sure.
In the mode of unprofitable, but important for the combat spirit, 2% loading, the Pokrovsky hotel complex also worked. Two months of downtime led to complete loss of profit and huge debts, says director Irina Kukhi :

- Of course, thank you very much to all our suppliers who are part of our situation and do not require money. We do not know how we will now be allowed to work, what measures will be for opening. I think that we will leave this situation for a long time, for at least a year. If there is no second wave. It will be generally terrible.
Both the "court of Podznoev" and "Pokrovsky" (both hotels are marked as four stars) chose to keep the staff so as not to teach new employees later. To pay salaries in the amount of the hotel's minimum wage, they used interest -free loans.
“But this is very little, I don’t know how people live with this money, because literally 10 out of 140 people work now,” says Irina Kukhi.
Salary loan is a completely unprofitable story, hoteliers calculated.
- The loan was issued in such a way that all interest on it - income tax, social and insurance payments - had to be paid by the organization. Loans at 43 percent? Well, you still have to think of it somewhere. No, we did not take such a loan, ”says Svetlana Baranova. She expects to stretch before June 1 on her reserves, but then, if the restrictions are not removed, "she will have to close."

Revealing, discovering new niches for yourself, other methods of work are not about tourism, Baranova believes:
- Can you get a tourist service in absentia? Pay me the money for sending you to the city of Kazan. You will sit at yourself by self -isolating in the apartment. I will show you a hotel in which you should have lived, I will show you a master class in Tatar cuisine, show you excursions in Kazan. We will assume that you have received an adequate tourist product? The tourist service suggests that you paid in one place, received services in another place. If you cannot get to this place and get the impressions that you are put, the tourist service is absent as such.
We did not even earn utility bills
According to Irina Kukhi, the quarantine of the tourism industry did not bring any new experience:
- This is a 100% negative experience, nothing positive can be here when people sit without work, and we take loans to support employees. Then you will probably have to take loans or find a treasure in the yard to start working. Maybe small cafes have a positive experience that began to develop delivery, but for us there is no such thing. We have delivery, but on the scale of the complex it is nothing, we did not even earn utility bills. Everything is bad.
-We are preparing for the opening, we read interesting articles, develop, try to somehow motivate employees. We look at webinars, we are trying to at least not forget the basics. Let's start, probably, with staff training, as soon as we get out. Because in two months and standards they have forgotten, and indeed, they will change now, ”says Irina Gusakova.
On May 27, the Governor of the Pskov Region Mikhail Vedernikov announced that hotels and tourist cases of the region can start working on June 15. Those who wish, he added, can open up in the last weekend of May, but “in the mode of the observator”, that is, customers will have to live in their rooms without communicating with their neighbors, and will not be able to leave the territory before.
Since May 12, the president allowed to start a phased exit from self -isolation, but the Vologda region extended the high readiness regime until July 1. In the list of enterprises that can resume work, hotels and travel agencies do not appear.

“Our sphere is now in the stage of frost or simply does not function, as if it is not there,” says Alexander Pavlova , a co -owner of the tourist agency Mir in Cuba. - Information that this or that country is preparing to accept tourists appears daily, but so far we are not allowed to resume flights to our airlines, this does not cause any optimism. Yes, the situation stimulates the development of domestic tourism, but the requirements of Rospotrebnadzor and other bodies at the same time restrain it: the costs are huge, and the hoteliers have no money for compliance with these requirements.
But the hardest, says Pavlov that the tourist business not only suffered financially, but also lost confidence. People purchased tours in advance, at more favorable prices. But the pandemic has begun, and now not all tour operators can return the funds - people were left without vacation and without money, and all this responsibility laid on the shoulders of intermediaries - travel agencies.
The travel agency of Alexandra Pavlova, unlike many others, survived the period of self -isolation without personnel losses - employees and at the same time only two owners.
“We used this time for personal growth, studying new directions of domestic tourism,” says Pavlova. - Interesting ski resorts and routes for outdoor activities. So far, the most popular areas in the country is Kazan and the Krasnodar Territory.

All this time, the travel agency worked online and only with booked tours. There were no new applications, which means there was no income. But they did not refuse the office in the city center and paid the rent in full - the lessor did not give benefits, it was lucky that the amount was small. But when the third month there is no salary, and the only support is only the payment of the minimum wage, the financial pillow, Pavlov states, became "much thinner".
Our tourists are very waiting for the opening of borders, everyone really wants to leave
“After quarantine, we did not plan to go completely online, but here it will depend only on how much everything will drag on,” says Alexandra. The abandonment of the office, according to her, is the first step to closing. Many have already stopped their work. The "world in Cuba" is going to survive, no matter what.
“Our tourists are very waiting for the opening of borders, everyone really wants to leave, write the words of support and words of gratitude, and we, in turn, say thanks to them for understanding and reciprocal support, it will be easier to overcome everything together,” says the campaign’s co -owner.
Evgeny , the owner of the travel agency in Petrozavodsk, is relieved noted that the tourism industry remained alive, although she suffered significant damage.
- The sphere of tourism suffered very much. The market, according to my estimates, collapsed two times, ”he wonders. - There are no departures, buses do not drive, hotels do not work, visit objects are closed. It will not be possible to just start work with the words "pot, cook." Companies will take unique offers. For example, we have a gastronomic tour. We will also attract a low price, it will be necessary to knock out discounts at the placement objects.
The authorities are now weakening the restrictions by little to cool the public
Eugene hopes to start the normal reception of tourists at least at the end of July. Exit tourism - "this is a dead zone" - according to his estimates, will come to life in the best case in the fall.
“True, the applications are already received from individual tourists and families,” says the tourist. - Large Russian companies began to come out on us, they are criminally looking for partners in the regions, and we, in turn, draw up programs for them. People have plans to relax. Tourists have already come to some guest houses - both in March and in April. Quietly, secretly. The authorities are now weakening the restrictions by little to somehow cool the public. Because people are already on the verge, steam needs to be lowered.

- How did we survive these two months? Disabled electricity. Stopped repair work. We are engaged in the garden, harvest firewood. We do not complain, we just live, ”says Tatyana Syrazh , the owner of a small camp site in Karelia“ Three Elements ”.
Its camp site is located in the Pitkiarant region, on the banks of the empty river Vineyoki. May and June - months, when money is earned a year in advance. At this time, especially a lot of tourists are raised along the river - the camp site is at the end of the route, here you can put yourself in order after several days in the forest and river alloy. But for now, you do not have to count on earnings.
- We have not been working at all from March 23, as the governor of Karelia issued the order. So far until June 1. But there are very few hopes that we will be allowed to work from the 1st. Therefore, we accept armor for the summer without payment so that there are no problems if the regime is extended, ”Tatyana says.
Representatives of the tourist business believe that it can be launched by tourist facilities if you observe strict security measures. The staff should be equipped no worse than doctors, food - only in rooms. The details were discussed publicly on a straight line with the head of Karelia Arthur Parfenchikov. Entrepreneur Alexander Artemyev told the governor that another one and a half months of downtime - and he would have to go to the labor exchange. Artemyev is the creator of the tourist complex in the Ruskeala mountain park. This is a hotel, a restaurant, a supermarket and travel agency created on the basis of an abandoned career for the extraction of marble.

- Run the park is not a car. We have about 80 percent of personnel sent on vacation at the expense of the enterprise. Who has the vacation ended, we try to get work permits, prepare the park for the season, says Artemyev. - The tourist segment unites around itself both catering and transport. They are also simple and are waiting for the opportunity to start work. On the other hand, there is social responsibility. Yes, we want to work, but if we begin to infect each other, there will be more damage to society.
And now it turns out that each institution needs to just throw a million rubles
Serving the groups will have to refuse: "If people go to us on the bus all together, they will infect each other." It will be difficult to restart public catering, taking into account the requirements of Rospotrebnadzor. This is a distance and special clothing.
“Let us look funny, but the guest will appreciate our efforts and care for him,” says Artemyev. - In general, the catering was badly affected. The daily turnover of the Middle Petrozavodsk restaurant is 100-150 thousand rubles, and the products are stored for three to five days, sometimes up to a week. They have an expiration date, and even if everything was put in the freezer, these reserves now, after two months, can be thrown away. And now it turns out that each institution needs to just throw a million rubles.

The mountain park does not have new applications, and previously dedicated orders will be implemented "with a probability of 50–70 percent."
- Tourism is not an impulse purchase in the store, you need to prepare for the trip. I do not wait for 350 thousand guests this year, as it was before. If 150 thousand will come to visit us, it would be great, says Artemyev. - In general, our expenses for the provision of services will increase. You may have to work to the detriment of yourself.
Prime Minister Mikhail Mishustin advised the Russians to spend a summer vacation in Russia so as not to bring coronavirus again from abroad. Kaliningrad can only offer the cold Baltic sea. There are few requests, entrepreneurs state.

“Passenger transportation got up, visiting tours got up, domestic tourism, too,” says Ilya Piletsky, director of the Kaliningrad Tourgram. - In these months, we reduced expenses. Naturally, salaries were reduced. We have a piecework payment, it is clear that not everyone is ready to work on the minimum. And some of the employees went to another sphere.
The fact that the crisis of the "Narrow" section is the entire industry industry was clearly shown by restaurateurs . First, in Krasnodar, and then in Kaliningrad, they launched a share of #nervisets. In the photo in social networks, business owners divided together with employees and picked up signs and posters "I want to work", "#naked restaurants. When is the end?"
If the authorities say that it is safe to ride minibuses, then all the more safe on the summer site
- The entire sphere of hospitality does not work - throughout the country. After our action, they called me from Ugra, from the Far East, Central Russia, the same restaurateurs, ”says Maxim Zddovdovsky, co -owner of the Kaliningrad network of restaurants Britannica Project. - We all live in one reality, it is hard for everyone. But there is an opportunity for work - we are talking about summer sites. If the authorities say that it is safe to ride minibuses, then all the more safe on the summer site - with gloves, masks, disinfection of everything and everything. These business problems will not solve, but at least give a job.
According to Zdovdovsky’s forecast, a third of the catering points, especially small ones, will not survive the crisis.
- I think that in the fall, a number of bankruptcy will go. We have a network, and this is a good chance of survival. We are now surviving by delivery, although initially it was only 2-3% of the revenue, and now - up to 20%. I think when the restaurants will open, people will go slowly. By the end of the year, we will be able to achieve revenue only 60–75%by guests, ”the restaurateur is sure.
Today, the industry is not particularly counted on supporting the state, especially since problems arise with obtaining assistance. In fact, state support is nothing more than an “act of attention”, the head of the Kaliningrad Association of Tourism Industry Tamara Toropov is sure.
- In Kaliningrad, travel agencies have the right to regional subsidies - up to 100 thousand rubles for enterprises with up to 15 jobs. This, of course, is not enough. And we see some completely incomprehensible things: enterprises that shoot offices in business centers did not receive support. At the same time, there are no explanations from the employment center either. Perhaps this is how the state is fighting with tax evidence by business centers owners. But why do state structures do not understand that travel agencies have nothing to do with it? This is inattention to business, ”she said.
So far we have not seen recommendations for the placement of tourists, for conducting excursion work
The new problem that the hospitality industry will encounter, resuming the work from June 1, is certificates of the absence of Covid-19. Rospotrebnadzor demands them from every tourist, but how to get it - has not yet explained.
- The tests should be fresh. And this creates an acute problem-tickets are purchased in all cities through the Internet, and it will be difficult to establish the process. And it is still unknown who should be issued a certificate, how to accept it. Our proposal: Express tests do in the field. Because such certificates may lose relevance: the trains are canceled, the schedule of aircraft is constantly changing. And you need to be sure that upon arrival you will not be put on a two -week quarantine, ”Toropova notes.
