
One of the fathers of Israeli intelligence, the creator of Mossad, Iser Hare, was obsessed with secrecy and the desire to hide even that which is not a special strategic secret. There is nothing to be done, that was his nature. On this occasion in Israel, they even told a joke: Iser Harel sits in a taxi, the driver asks him: “Where to go?”, To which he replies: “This is a big secret.” Jokes jokes, but probably in the secretomania of this historical figure, its origin played a certain role. Iser Harel, in the youth, Israel Halperin, was a native of the Russian Empire, specifically from Belarus, and even more specifically from Vitebsk.
The Russian Empire, and Russia, in the broad sense, including the USSR, is a multiple world of the world in heavy weight to cover the facts, to introduce various kinds of restrictions, prohibitions, instructions, instructions, bureaucratic procedures. The absurd warnings such as “Do not lean against the wagon door”, “Do not go to the rails”, “Do not fit into the transformer - kill.” In truth, and the whole world in our time has already been bureaucratic, and none of the countries of the world has a shortage of instructions, prescriptions and procedures.
But in Russia, this skill was built to the rank of high art.
In no country in the world, they do not know how to overlap the population with all kinds of, for the most part from absurd, instructions and prohibitions as masterfully as ours. In no country in the world, a simple cop does not change his working appearance so quickly and radically: "I am a boss - you are a fool." It seems that it even becomes higher with growth, and posture acquires magnificence unusual for this class. And all this is because in his power, harshly frowning the eyes, to seize commoners: "Do you have permission?"
Everywhere where the Russian one appears, and before it the Soviet government, a train of prohibitions, blocks, kilometers of barbed wire and fences built in strict accordance with GOST (it is forbidden to build) stretches behind it. And of course, as without her, this almost national line - secrecy and habits to hide that there is no need to hide.
Many, first of all, foreigners, cannot understand this character of character: why are there so many restrictions, prohibitions, secrets, all these “impossible”, “not supposed”, “the passage is closed” here? In the 50s, the head of the NASA lunar program, the ex-Nazi criminal Werner von Brown told the American TV in detail, which is a spaceship that would soon fly to the Earth's satellite. At the same time, in the Soviet Union, the population did not even know the name of the designer (Sergey Korolev), who worked on the creation of the Soviet rocket. Today they are proud of them, films are being shot about him, but this is now, and in those years, during his lifetime, the person was one of the most protected secrets of the USSR.
From this ignorance, they, foreigners, try to measure everything on their own and are looking for some rational explanations such as "Russians hide and envelop everything in the world of a secret, because ...". Further, it is usually a presentation of why it was precisely what the American or German began to do. None of them will be able to intelligently and articulately explain what the benefit of the Soviet regime was from the stupid classification of information, say, Chernobyl? It was as if it were not an accident at an atomic nuclear power plant, but a needle that can be thrown into a haystack. Even after the true scale of the disasters became known, the Soviet leadership continued to hide the vital details.
Or why did anyone need to hide the composition of the poisonous substances used in the Nord-Ost? Or why was it to fence the state secret from the crash of Kursk only in order to nevertheless accept the help of the West, but at a time when there was no longer even theoretical chances of salvation? Or now:
Who needs the statistics of hundreds and thousands of victims of pneumonia, when it is already clear to everyone that we are talking about coronavirus, and not some cold there?
Suppose that tomorrow Russia will cease to manipulate statistics and will directly call a real number of victims. What terrible can happen? Who can be surprised today with a large number of coronavirus victims? The whole world today honestly speaks of its losses - and nothing, no one even blushed with shame. The United States is not embarrassed to admit that from this infection they have mortality higher than from the Vietnam War - and what? The eagle from the coat of arms of the United States did not fly away, unable to withstand shame.
It is said that the desire to prohibit and hide what really does not need to be prohibited or in hiding is part of the authoritarian management system. But this is only part of the truth. For example, the Yeltsin regime could not be called authoritarian, but it was also his motto to “close and not let go”.
The post -Soviet tradition of hiding everything and prohibiting exists on its own and does not pursue any practical goal. She acts so not because she is looking for some kind of benefit, but simply because she does not know how to otherwise, she was born. This works, first of all, against the power itself: it is precisely because of this manic habit that the second ancient Russian tradition grows up to hide-not to trust this very power.
“They always lie,” the average citizen is sure, seeing a conspiracy even where he is not.
