We can’t get away from the fact that our country made its main scientific and technical breakthroughs (atomic testing, the first person in space) at the dominance of totalitarianism. In my opinion, the problem is just in the intercomness of the Putin regime. Of course, this is not democracy, with its open opportunities for creativity and for entrepreneurship, which are implemented in projects mask, both successful and failure. But at the same time, an extremely mild version of authoritarianism has been established in Russia now. So soft that it cannot realize the advantages that such a state system gives. The main thing is the ability, without asking anyone, to concentrate gigantic resources, to direct them to solve the problem that the ruler considers the most important. For our happiness, the Putin regime does not risk tightening power today so as to achieve the necessary concentration of resources. Yes, we have exorbitant military expenses of 3-4 percent of GDP.
