The Naberezhnye Chelny City Court of Tatarstan fined district police officer Eldar Sagitov, accused of negligence resulting in the rape of a 16-year-old girl with a disability, the human rights organization “Zone of Law” told Mediazona, citing lawyer Pavel Terentyev.
District police department No. 1 was found guilty under Part 1 of Article 293 of the Criminal Code (negligence). Also, a special ruling was issued against the head of the department of the Ministry of Internal Affairs for the city to eliminate the causes and conditions that contributed to the commission of the crime.
According to human rights activists, during the trial Sagitov refused to admit guilt and demanded an acquittal.
In 2018, his uncle raped his 16-year-old niece with a disability. The court released the man from criminal liability and ordered him compulsory treatment in a psychiatric hospital.
After the verdict came into force, employees of the Republican Clinical Psychiatric Hospital named after Bekhterev sent a letter to the Ministry of Internal Affairs with a request to bring the man for treatment. This letter was handed over to Sagitov, who, according to investigators, did nothing.
At the beginning of 2019, psychiatrists sent a second appeal, but even then the district police officer did nothing. As a result, the man raped his niece a second time. The court again ordered compulsory treatment for him.
The girl's mother was deprived of parental rights. The victim is now in an orphanage.
