The Moscow deputy from the Communist Party Elena Shuvalov was kicked out of the party for improper voting and contacts with Navalny. We talked with her

On June 7, the Communist Party of the Communist Party excluded Elena Shuvalova from the party deputy of the Moscow City Duma. She was accused of the absence of party discipline: she voted against the Moscow budget, and also tried to organize a round table with oppositionist Alexei Navalny. Shuvalova said she was now going to be an independent politician. The Special Corps of Medusa Andrei Pertsev discussed this story with the deputy - as well as what is happening in the Communist Party, Moscow City Duma and the current relationship of power and opposition in Moscow.

- Why did you decide to exclude you from the party right now? After all, the leadership of the Communist Party has long threatened to do this?

- This is a good question. I myself do not know! Perhaps before voting on amendments to the Constitution. Also, the Hall for the meeting was found good at the Izmailovo Hotel, the Communist Party of the Communist Party is sometimes sitting in this hotel, but not in the period of increased readiness! Neither my fellow deputies, nor the press, or even the police were allowed into the hall when she arrived. It was not me that I called the police, this is due to the fact that [the deputy of the Moscow City Duma from the Communist Party] Ekaterina Engalycheva crushed the leg with the door when she tried to go into the hall.

-In the city committee, you were somehow persuaded to change behavior, repent, if I may say so?

- They persuaded me for six months! From the very time ( holding a round table and voting against the budget - approx. Medusa ) they did this. I would have repented, but I don’t understand what.

- And what kind of claim in the city committee is considered the main thing - the organization of the round table , which was present at Alexei Navalny, or voting against the budget proposed by the mayoria contrary to the position of the faction? What are you violating discipline or do not friends with those?

- What does it mean “not to be friends with those”? There is a certain political force under the name “smart voting” , followed by a sea of ​​people, this force supported in the elections to the Moscow City Duma candidates from the Communist Party. Does someone argue with this? No. Yes, and we are talking about something else, friendship has nothing to do with it. I held a round table, no one is even interested in what it was called, and it was dedicated to sophisticated methods of combating the opposition by confiscating property. Who are these methods apply to? First of all, to Pavel Grudinin at the state farm of Lenin, he is objectionable to the authorities - he decided to go to the presidency in 2018, and now the state farm is selected from him. Everyone constantly comes to the FBK and take from them, including expensive equipment. In addition to Grudinin, Navalny at the event should have been 150 more. For example, the municipal deputy of Alexander Parshin, who was not half a million for the fact that she defended the history of our city.

On Thursday evening, on the eve of the round table, I was preparing a video on the Lenin State Farm, I gave a list of [participants to the MGD apparatus], and in the evening calls began: “Is it true that everyone cancel?” We come the next day - we are not allowed. This is probably the main complaint. But I am charged with a violation of party discipline, I do not agree with this. Party discipline implies that you will find out the opinion of voters, ordinary communists and, in general opinion, vote, vote how citizens were punished. And the principle “I am a boss, you are a fool, vote, as they order from above” - this is not a party discipline. I fulfilled the real discipline when voting against the budget: the regional cells of the Communist Party of my district instructed me to vote against the budget for the robbery of the people by building and transport oligarchs.

- Will you continue to work with cells, despite the exception to the party?

- They are eager to apply for an exception, but I am not a supporter of this - I do not want to stay in the party in any way. It’s unpleasant for me that the exception happened, but if so, then work without me. I will communicate with district organizations, they will not go anywhere, this is already purely human friendship, we went to victory together.

- Let's get back to the "smart vote." How great is his role in your victory? After all, you were elected to the Moscow City Duma as an opposition candidate in 2014, then there was no “smart vote”.

- UG chose the strongest opposition candidates, Alexei Navalny said so. If someone was stronger in my district, they would not support me. Support has played great importance: the Communists have a basic electorate, this is really very important, but one is not enough to win. To do this, it is necessary to attract the widest masses, I connected everyone: I went to meetings in the yards, met with social activists. Smart voting had so many subscribers on the Internet, of course, I am grateful to him. In 2014, I also relied on a wide coalition, if not for her - I would not have won.

- You are already working a second convocation. Feel the difference in work? Then there were fewer deputies from the opposition.

- Of course, when we are a lot, then this is better for work, but we are more resistance. In the past convocation, I was not excluded from the party!

- Now black PR is actively used against opposition parliamentarians.

- Certainly! I have nothing to cling to, I have no palace, but a false lie is going on. When political opponents are lying, United Russia, this is one conversation, but when they do their own, the Communists, it is very disappointing. What do you guys go down so low, you’ll go straight into a foreign toilet, and all the slop that they poured there, you get out of there.

“You are called “ Stalinist ” within the framework of these campaigns . ”

- I do not understand these labels, I act on the principle of “do not create an idol”, but I would prefer not to speak on this topic. We have a sea of ​​modern problems, we now have repression. We must talk about them so that we are not in prisons, about changes to the constitution that I consider to be a coup. This unites us, this is a common trouble for everyone, and issues of long time are disconnected.

- You were expelled from the party, while you interact with deputies from other fractions: “apple”, “fair Russia”. Do you plan to create a separate deputy group?

- We have long been working in united for a long time, we are already like -minded people and in a formal association we do not see the need. I was expelled from the party, but I still do not leave the faction - why do this so far? It has not occurred to us to create an opposition group, and the authorities are already thinking about it: before, any number of deputies could create a group, now their number should be at least nine people.
