Ten governors put the safety of citizens above political necessity

The authorities of the ten Russian regions refused to hold military parades on June 24. The formal basis for such a free-thinking of governors, bordering even with an incomplete understanding of world-historical tasks facing our state, is, of course, with coronavirus. In the spring, Vladimir Putin said that the responsibility for the epidemiological situation lies with the heads of the local, but it is time to recall the same bosses that we are actually the Russian Federation, and act independently, according to the situation, without waiting for the dungeons and instructions from above.

The test of independence turned out to be severe, but now we see its first political fruits. While the whole country is preparing to march and zero, some governors offer to immediately move on to the second and main part of this program.

That is, without any parades, to quickly apply for amendments to the constitution and disperse.

At the same time, the epidemiological situation acts more like an alibi for a “special course” than as a real reason. For example, in the Perm Territory, for the entire time of the epidemic, 2500 cases of infection were recorded, on the day this figure now lasts at about 70 cases. The average indicators in Russia are quite, and compared to Moscow, everything goes softly. Nevertheless, the recently appointed acting governor Dmitry Makhonin refused the parade. Local residents explain the official link to insurmountable epidemiological difficulties on the path of the military-historical greatness of the Perm Territory to be banal and understandable in the current conditions by the desire of the regional authorities to save money.

The epidemic has already been used to justify a variety of political solutions: from the actual ban on single pickets to collecting personal data of citizens in the system of “digital gaps”. In this case, we observe how it forces it to return to the normal order of things, within which they do not try to rule a huge country from the Old Square, and at least part of the decisions is made on the spot.

It is scary to imagine how much it would be possible to save on such projects described from the center in a situation where the country would have real, not coronavirus federalism.

In a special situation, the mayor of Moscow Sergei Sobyanin, who, for obvious reasons, cannot cancel the parade in the city. Until recently, he took a tough position in relation to epidemiological measures and now openly expressed a “special opinion” regarding the participation of citizens in a patriotic festival and festivities.

Of course, around the main parade in the capital all the simple “political technology” of the future “zeroing” of the Constitution is built. From the second week of June, the residents of the capital, locked in their homes, were able to officially breathe fresh air, use beauty salons (an incredibly important political problem, as it turned out during these months). Around June 24, they will have to experience historical greatness on schedule (for some residents of the capital, this will unsuccessfully coincide with the schedule of disconnecting hot water). And then inspired by the return of all the signs of normal Russian life to triumphantly vote for a new-old constitution.

And in this situation, Sobyanin calls for citizens too much to inspire and sit at home on June 24, and see the parade on TV. So that no one, in particular in the Kremlin, remains in offense, the city hall in parallel has developed a plan for supporting constitutional glee, which does not require a citizen’s full -time participation. Among the voting participants on July 1, including among the online voters, valuable prizes totaling 10 billion rubles will be played.
