
Volunteers - "For"
On June 10, the Russia 24 television channel released a plot that states that from June 15, volunteers will help the Russians to understand the essence of amendments to the Russians. In addition, information stands will be installed in shopping centers, buildings of airports and stations.
The chairman of the Council of the Association of Volunteer Centers, Artem Metelev, on the air of the television channel, shows which postcards, stickers and information booklets were prepared by volunteers. First of all, the pretext of “for” is striking, which is present on almost every booklet. Among the stickers: checkmarks with the inscription "For decent salaries" and "We will preserve natural wealth. Constitution 2020. " Among the postcards: “For a decent pension. Social guarantees. "
- In my opinion, of course, this is agitation. The fact that these materials actually passed through the Central Election Commission, and the Central Election Commission did not pull the volunteers who, by agreement, should only explain the amendments, says that this is the position of the Central Election Commission, ”said Grigory Melkonyans, co -chairman of Voice.
- Formally, both the CEC and volunteers should only be informed. I don’t know at whose expense these materials are made, at the expense of the own resources of these volunteers or CEC resources, but if budgetary funds are used for these campaign materials, in my opinion, this is inappropriate use of funds.
Amendments to heart

According to the "Rise" publication, on June 11, state services users noticed on the website the banner "It is convenient with public services: choose a site and vote for amendments to the Constitution!". The next day he was replaced by "Changes to the Constitution on public services: vote on the site, at home, online!" Ella Pamfilova told the publication that she would track such actions: “My position is tough: this should not be. I have not seen yet, but I will give my team to be tracked vigilantly. ”
From the moment the date of voting on amendments to the Constitution became known, leaflets on the topic of voting began to appear on the information stands of the entrances.
For example, “take amendments to your heart” or “vote for your future”, where the pretext “for” is highlighted in red.

Or, it would seem, an informational announcement with a listing of voting methods, where a checkbox is drawn on top, and it says “Yes!” and the address of the site 2020og.ru, which is an official platform for electronic voting. Fonts and colors on these leaflets are made in similar stylistics, as well as on leaflets, which usually advertise the public services website.
According to Pampilova, "no one will show the leaflet anywhere where the CEC says: vote for or against." There are indeed no written instructions for the fact that authorship belongs to the election commission.
However, the correspondent of Novaya discovered such leaflets with a bright “yes” and on the sites of the Botyrsky district of Moscow and the Lianozovo district administration.
Removing opinions
The organizers of the NO campaign, opposing amendments to the Constitution, sent a letter to the Central Election Commission on June 9 indicating campaigning on the 2020og.ru website, which will take place electronic voting.
In the complaint, they, in particular, noted that the section “Opinions” gives the speech of public figures who call not only to come to the site, but to vote precisely for amendments. For example, Oleg Sirota farmer, Sirota, says the amendments will provide the necessary support for small businesses. And the chairman of the Central Headquarters of the All -Russian Public Movement “Victory Volunteers” Olga Amelchenkova says that the amendments are aimed at maintaining history and protecting historical memory.
In addition, the authors of the complaint indicated that in the description of the amendments, the authors of the site provide reasoning and conclusions describing the positive consequences of their adoption. For example, the letter says:
“The authors of the site argue that the Constitution in the editorial office of the proposed changes“ actually proclaims the status of a pensioner country for Russia. ”
At the same time, the text of the amendments does not contain such a statement. The use of the word “peacemaker” - a word perceived exclusively in a positive light - is also intended to encourage participants in the all -Russian vote to approve the changes ”or“ describing block No. 9, the authors of the site declare that the amendments to the Constitution will create “the balance of power necessary for the successful development”. Thus, the authors give a positive assessment of the proposed amendments to Article 83 and the proposal for the introduction of Article 103.1, which again goes beyond the scope of information. ”

By the evening of June 9, positive reviews of public figures were removed from the site. There were only opinions about the importance of simply participating in voting.
“On the same day, in the evening we noticed that these opinions were removed,” says Marina Litvinovich, a “new” member of the Moscow PMC and representative of the NO campaign. - Ella Aleksandrovna at the meeting of the CEC said: here, the experts told us to remove agitation - we removed. On June 10, members of the NO campaign sent another complaint about the actions of the commission to the CEC. This complaint concerns the information poster, which will have to hang in polling stations during voting days. Litors are given to each amendment, which clearly carry a positive coloring, for example: “Affordable and high -quality medicine to everyone”, “Preservation of cultural heritage”, “Responsible attitude to animals”.
“There is a lot of agitation in this poster, ranging from the introductory word and ending with how each amendment is described,” Litvinovich notes. “But the worst thing is that there is distortion.” For example, it is written “We will maintain wild animals” and a link to the amendment that the government has expanding powers - how is one connected with the other?
"There is no agitation at this event"
To the question of the correspondent of “New”, whether the points in this poster are agitation, the head of the monitoring department of the Voice movement elections, Andrei Buzin, replies that, of course, they are.
- We have the concept of “agitation” in the Federal Law “On Basic Guarantees of Electorals and the Right to Participate in the Referendum”, and there in article 48 its definition is given. The definition of agitation is also in the law "On the referendum of the Russian Federation." And what the Central Electoral Commission is now doing contains signs of agitation for one of the answers. Therefore, it is quite correct that you can make claims is agitation, ”Buzin is convinced.
- But the concept of “agitation” does not appear in any document that regulates this event.
Buzin notes that the organizers of the all -Russian vote for all these accusations have an excuse - “this is a unique event”: “They have already used the excuse that it [all -Russian voting] is not a referendum and does not obey the electoral standards that exist in Russia and the world. They say that agitation cannot be here at all. From my point of view, of course, this is great cunning. ”
If a citizen notices agitation in the CEC information materials, he can go to court, but, according to Buzin, the court will immediately reject the claim, because it is not recorded in writing what is agitation and what is not: “The court will say that there is no agitation at this event, it is not determined. That's all that will be. ”
