And he copes with this task quite successfully. What is the tradition that is firmly rooted over the years is to take on personal control the investigation of loud custom -made murders and make one of them, refusing to go to customers, the traces of which often lie on the surface.

“New” decided to trace what we all remember by the era of Alexander Bastrykin and, obviously, the main work of his life is the Investigative Committee.

Could become an actor or journalist, but ...

Alexander Ivanovich was born in a working and peasant family. The father of his father was a hereditary Kuban Cossack, during the war he was shot by the Nazis in the courtyard of his own house, Bastrykin himself told reporters. Both of his parents fought (his father also in the Finnish), his mother survived the blockade, participated in the battles for Koenigsberg. The son was born with them a few years after the war and a few months after the death of Stalin-in August 1953.

The foundation even by the current standards of the child laid a decent one: a school with an in-depth study of the Russian language, literature and history, classical dance classes at the People’s Ballet Theater at the Culture Palace, a natural fascination with volleyball, playing the guitar, visiting a theater studio and even a school of a young journalist under the Leningrad Youth Newspaper Smena.

The choice was made in 1970, immediately after graduation. Alexander Bastrykin entered the legal faculty of Leningrad State University. Not saying anything then, but explaining a lot of detail today - Student Bastrykin studied in the same group with student Vladimir Putin. It is unlikely that both then attached at least any meaning to this fact.

Professor, investigator and lover of the CPSU

After the legal faculty, Bastrykin studies in graduate school at the department of criminal process and forensics, then service in the internal affairs bodies. The future chief investigator of the country began his career with the posts of the inspector of the criminal investigation department and the police investigator. In parallel in the late 70s, he will join the ranks of the CPSU.

He will plunge into party activities with his head and heart.

Almost a journalist and actor, Bastrykin will grow up to the secretary of the Leningrad regional committee of the Komsomol in a few years and will oversee the work of agitation and propaganda departments, as well as military-patriotic education of youth.

There were rumors that he tore off one of the concerts of Boris Grebenshchikov. BG himself subsequently refuted this.

In the late 80s, Bastrykin is already deputy secretary of the CPSU party committee of LSU for ideological work. One can only guess what other party heights Alexander Ivanovich would have reached, if not for the 91st year, who put a fat cross at the CPSU.

He taught a lot at the same time.

Forensics, basics of search, inquiry and investigation. From a long list of universities, given in the official biography of the chairman of the UK, literally grows in the eyes, and the question suggests itself: when did he manage to do everything? In the 90s-early 2000s, Bastrykin is the head of several departments of criminal law and forensics in academies, branches of academies and institutes. In some other director, in others-the rector.

Finally, the top of Bastrykin’s career in St. Petersburg is the head of the legal department of the North-Western District of the Internal Troops of the Ministry of Internal Affairs of Russia, and just before leaving for Moscow, the head of the Main Directorate of the Ministry of Justice in the North-Western Federal District.

Investigative Committee: to be in trend

2006–2007 for Bastrykin became epoch -making and were accompanied by continuous chores and crossings. They say that the idea of ​​the law on the creation of the Investigative Committee belonged precisely to Bastrykin, who, having managed to call criminal investigation in the Prosecutor General’s Office, found a vicious practice when the Prosecutor General concentrates too much power over the investigation.

And his appointment to the much less influential post of the head of the Ministry of Justice. By the way, Ustinov is just a damping of the head of the UPP. For this place there was generally a serious struggle.

Dmitry Kozak, then the plenipotentiary of the President of the Russian Federation in the Southern Federal District, was considered a probable candidate for a new position. But the president nevertheless stopped at his classmate at LSU and the headman of the group Alexander Bastrykin. In the fall of 2007, literally three months after the creation, the TFR began to work, “firing” immediately with loud criminal cases.

Over these 13 years, Bastrykin learned to be in a political trend. Through the UK, the “swamp business” of 2012 and the “Moscow business” of 2019 went fundamentally important for the authorities (in order to intimidate opposition activity).

True, the question hangs in the air - what prevented the UK from dealing with this mess earlier, before the president’s instructions, because doctors published their video messages on YouTube almost daily?

Hanging

In June of this year, in an interview with Kommersant, Bastrykin said that his department was guided by the principle - "there is no untouchables." Well, that is, it is supposed to be liable for all categories of citizens, including those with special legal status.

This phrase acquires special cynicism, if we recall that under Alexander Bastrykin, almost a single loud custom -made murder was completely disclosed for all the years of the existence of the UK.

Although, still having talented investigators in his reserve, Bastrykin could do this. After all, the investigator Igor Krasnov (now the Prosecutor General), a professional in his field, underground neo -Nazis, was defeating, bringing to a lifelong key defendants: Tikhonov and Goryachev. Perhaps this is the only worthy episode in the history of the UK. But the same Krasnov (he began to investigate the case) could not put customers and organizers of the murder of Boris Nemtsov - he could not.

But just as quickly, the UK encountered obvious obstacles in the territory of Chechnya. Investigators could not interrogate the military personnel of the internal troops of Ruslan Geremeyev, a relative close to Kadyrov, a State Duma deputy from Chechnya Adam Delimkhanov and a senator from the Republic of Suleiman Geremeyev. The personality of Ruslan Geremeyev - he was initially established as the organizer - surfaced after the testimony of the main accused - Killer and colleague Geremeyev on the Battalion of the North Zaur Dadaev. The testimony stated that Dadaev lived in the Moscow apartment of Ruslan Geremeyev, received a gun and a car for a crime from his man.

But the order to deliver to the interrogation of Ruslan Geremeyev, addressed by the consequence of the FSB in Chechnya, remained unfulfilled. And the investigator of the UK who came to the house, as you already know, supposedly simply “no one opened the door”, and he was forced to leave with nothing. So the investigator himself explained his actions to the court.

Kadyrov sharply reacted to all the actions of the UK in the case of Nemtsov and openly defended the accused, including Killer Dadaev. The leadership of the UK eventually stepped aside. Although the investigators subordinates to Bastrykin twice tried to bring to Geremeyev at least in absentia to put on the wanted list. But the leadership of the UK did not support this initiative. Here you have the principle of "untouchable."

As a result, today Geremeyev, in whose apartments the executors of the murder of Nemtsov lived in Moscow, is not even a witness in the case. His reliable location is unknown. The killers are sitting. And the case on the customer allocated in separate production has been gathering dust on the shelf for the sixth year.

But at the same time, the UK stubbornly claims: the motion of the murder was household robbery, and the journalists are to blame for the poor organization of the trip and their own carelessness.

In his rare performances and interviews, Alexander Bastrykin does not speak about hanging. As well as about the “Magnitsky case or the brutal murder of Russian Ilon Mask, an entrepreneur-scientist Valery Pshenichniki in the St. Petersburg pre-trial detention center. Bastrykin, in principle, does not take the murders and terrible torture in prisons and colonies under personal control. Never.

Does not save his own

By January 2020, the SK was fully compromised. Initiated by security forces of landing and sentences against senior employees of the department went one after another. And that retaining, in spite of everything, Bastrykin, Bastrykin, never dared to protect any of his former generals. A series of arrests of officers and generals of the central apparatus of the UK began back in 2016. The corruption scandal in the department, as you know, was preceded by a shootout on Rochdelskaya Street in Moscow near the Elements restaurant, which ended with a double murder of people from the gang of criminal authority Shakro Molodoy (Zakharia Kalashova). Kalashov himself and his henchman, specializing in raider seizures, Andrei Kochuykov (better known as Italian), were arrested. Soon the FSB will suspect something was wrong: it seems strange to the security forces that the SK is retraining the Italian’s business from hooliganism to arbitrariness and free him from custody.

SK employees will be accused of receiving a large -scale bribe from representatives of the criminal community. The first deputy head of the State Pedagogical University of the IC Denis Nikandrov will be in the pre-trial detention center Denis Nikandrov (concluded a deal, gave denunciations and already went out at Udo), the head of the Safety Department of the RF IC, Mikhail Maksimenko (14 years of a maximum security colony), his deputy Alexander Lamonov (a deal with the investigation, has already been released at UDO), the ex-head of the SU CCR Alexei Kramarenko (10 years of strict regime), and later-the head of the head The Main Investigation Department (GSU) of the Investigative Committee of Russia (SK) in Moscow Alexander Drymanov (12 years of strict regime).

After the detention of his employees, Bastrykin immediately took a position that is strikingly different from the corporate solidarity of prosecutors in the Casino Case of Moscow.

Even before the verdict, Bastrykin publicly called “these so -called colleagues” “traitors and bribe takers”.

And so always. Alexander Ivanovich does not save his own close to generals yesterday. Either it is silent, or exposes on the pages of newspapers and standing behind the tribune in court before the jury. As, for example, in the case of his other general, the former head of the Main Investigative Department of the SCP Dmitry Dovgia, also at one time convicted in the case of a bribe.

Scandals

Alexander Ivanovich prefers to communicate with the media in a dosage. On TV and radio do not happen. If it gives an interview, then rarely and mainly “Russian newspaper”, “Izvestia”, sometimes “Kommersant”. The interviews are smooth and always the same: about the achievements of the UK and various initiatives of Alexander Ivanovich himself, who offers to create a forensic center at the UK, then return to the confiscation of property, or to remove from the constitution (already redesigned) the provision of international law over internal, then, as a large scientist, will propose a little -witted legal structure of “objective truth” ...

Of course, like any classic statesman, Bastrykin sometimes likes to speculate about patriotism and the fight against corruption. The scandals associated with his name do not comment.

For these 13 years, scandals were not so many, but they were all remembered due to its exceptional brightness and a high degree of temperament of Alexander Ivanovich. So,

In the history of the UK, an episode will forever remain when Bastrykin took out to the forest the chief editor of the “New” Sergei Sokolov and threatened him.

The head of the UK was outraged by the publication of roofing by law enforcement agencies of the Tsapkov from the village of Kushchevskaya, on the account of which there were 12 murders. Instead of going to court and demanding a refutation, Bastrykin went to the forest ... The story that caused the indignation of journalists and single pickets near the SK building in Moscow ended with the reconciliation of the parties and bringing apologies.

A month later, however, there was another scandal. At the United Collegium of the SK in St. Petersburg, Bastrykin, not embarrassed in expressions, reported the head of the IC of the Kirov region for the allegedly “unreasonable” termination of the “Kirovles” case against Alexei Navalny. The opposition just demanded to initiate a criminal case against Bastrykin on the fact of threats to the journalist of “Novy”.

Естественно, не обошел стороной Бастрыкина и стандартный набор каждого второго уважающего себя должностного лица в России:

был заподозрен в плагиате, наличии недвижимости за границей и двойном гражданстве.

Что касается первого пункта, то обвинения на главу СК посыпались еще в 2007 году. Украинский ученый, преподаватель Таврического национального университета Чисников, сообщил журналистам, что в работе Бастрыкина «Дактилоскопия. Знаки руки» якобы содержатся заимствования из книги «Век криминалистики» немецкого писателя Юргена Торвальда, без указания в списке использованной литературы в конце книги. Позднее эти подозрения усилило сообщество «Диссернет», обнаружившее в труде Бастрыкина также кое-что очень похожее на куски из книги Энтони Саммерса «Империя ФБР: мифы, тайны, интриги».

Что до бизнеса, то формально он был у Александра Ивановича до госслужбы. Как следует из расследования Навального, в начале 2000-х Бастрыкин учредил в Чехии вместе с женой Ольгой фирму LAW Bohemia, а через год после вступления в должность главы СК посредством незатейливых схем переуступил фирму своей бывшей жене Наталье. Недвижимость в Чехии и Испании, само собой, была зарегистрирована на его супругу. Двойное гражданство отрицает, лишь говорил, что когда-то, в пору академической жизни, планировал преподавать в Праге, потому и приобрел там квартиру.

Сегодня 66-летний Бастрыкин больше похож на старосветского помещика, тихо доживающего свой век в отдаленной усадьбе и получающего солидную пенсию за то, что свой. Иногда читает лекции студентам, периодически напоминает о себе, но уже давно потерял прежнюю самостоятельность. Она, эта самостоятельность, стала какой-то половинчатой: пока еще больше, чем у Генпрокуратуры, но гораздо меньше, чем у ФСБ — структуры, в любой момент способной посадить его генералов.

Включенный в американские и европейские санкционные списки, на родине Бастрыкин обладатель десятка орденов и наград, почетный член всевозможных патриотических обществ и национальных ассоциаций, о существовании которых простые смертные и не догадываются. Например, в организации «Выдающиеся полководцы-флотоводцы Отечества» глава СК значится вице-президентом, а в «Союзе ветеранов следствия» — почетным председателем. Имеет несколько чинов, среди них — казачий полковник и (специально придуманный под Бастрыкина чин) генерал юстиции Российской Федерации.

Что касается устремлений юности, то любовь Александра Ивановича к литературе и театру не остыла, а материализовалась в нечто большее. Сегодня он член Союза писателей России, хотя о его писательской деятельности широкому кругу читателей до сих пор пока ничего не известно, член попечительского совета Академического Малого театра, дружит со многими народными артистами и людьми прочих творческих профессий. Да — еще пишет стихотворные памфлеты на острополитические темы, с позиции патриота, конечно.

Не забывает и о службе. За эти 13 лет Бастрыкин ввел в повседневную практику ежемесячные личные приемы граждан. Весной прошлого года в соцсети попали фотографии с одного такого приема. На них Бастрыкин, окруженный подчиненными следователями, сосредоточенно рассматривал через лупу экран компьютера. Как позже объяснила пресс-служба СК, это были видеозаписи с камеры наблюдения из уголовного дела (сын потерпевшего утверждал, что его отец не утонул в бассейне, а его утопили, схватив за ногу), и глава ведомства с помощью лупы пытался понять, «откуда и почему на видео появляются странные тени и следы».

Про Бастрыкина в соцсетях начали сочинять мемы, отмечая, что вообще-то в ноутбуках есть цифровое увеличение и что лупа — это лишнее. В СК спорили, заявляя, что лупа гораздо лучше всяких цифровых разрешений и вообще «председатель СК России во время личных приемов всегда внимательно относится к деталям, которые могут иметь принципиальное значение для установления истины по уголовному делу». Установил ли он тогда истину, осталось неизвестным.

Ну а если серьезно — из Александра Ивановича, наверное, мог бы получиться ведущий следователь страны в истинном понимании этого слова. С его-то знаниями криминалистики и умением сплачивать вокруг себя профессионалов. Его эпоха могла бы ознаменоваться раскрытием висяков. Но выбор когда-то был сделан в пользу иного.

Стремление демонстрировать преданность и верность сыграли свою роль: подданный Бастрыкин не может допустить раскрытие висяков, если это неугодно начальству.

Этим и объясняется его долгожительство на посту председателя СК. Только вот к профессионализму это не имеет никакого отношения. Ты можешь сколько угодно читать будущим следователям и операм лекции о криминалистике, но если ты и все твое ведомство в состоянии, но намеренно не раскрывает заказные убийства, то это уже ложное понимание и службы, и своего предназначения. Такой мы эпоху Александра Бастрыкина и запомним.

НОУ-ХАУ

Истина в рифме

В качестве профессора и теоретика уголовного права Александр Иванович стал известен в основном как адепт большого творческого проекта, вызвавшего в 2012 году нешуточные споры в юридическом сообществе. Идея касалась «объективной истины в уголовном процессе», которую, по Бастрыкину, должны устанавливать следствие и сами суды.

Критики идеи сравнили тогда Бастрыкина со сталинским генпрокурором Вышинским, который как раз использовал понятие «объективная истина» на показательных процессах 1930–1940 гг.

Андрей Януарьевич утверждал, что суд и следствие должны стремиться найти истину, не особенно стесняясь в средствах ее установления.

Прагматики от адвокатуры указывали Бастрыкину на то, что возвращение «объективной истины» сделает процесс менее состязательным. Впрочем, суд у нас в стране и так представляет собой «состязание» в большинстве случаев с заранее известным результатом.

В общем, проект с возвращением в судебное следствие «объективной истины», который Бастрыкин активно лоббировал три года начиная с публикации в «Российской газеты» и сайта «Проза.ру», увы, провалился. Внесенный депутатом-единороссом Ремезковым в Госдуму, проект даже не прошел первого чтения и был отклонен правительством. Александру Ивановичу не хватило административного веса.
