Access to the service was blocked by court decision in April 2018. This happened after the developers refused to provide the FSB codes to decipher user correspondence.
However, the blocking was not actually performed. The messenger was openly used by state structures and officials. On June 4, the founder of Telegram Pavel Durov called on the country's authorities to abandon the messenger blocking, specifying that 30 million people use it in Russia.
Durov said that the messenger learned to detect and remove extremist propaganda, without violating the right of users to the secret of correspondence.
