Since the beginning of spring, the theme of “constitutional reform” and coronaccrisis have developed in parallel courses. The Kremlin argued with the virus about who is the main in the country: who makes decisions and puts the rest before the fact, and who adapts and takes under the visor. After two months, quarantine seemed that any political reforms are now completely irrelevant and the plans of the Russian authorities literally about the Napoleonic ones, the plans of the Russian authorities should be forgotten until the best epidemiological times. But the Kremlin headed to declare the pandemia insignificant and affirm their political will contrary to everything.

It seems that our terrible political secret is that there can be only one source of force majeure in the country.

And this monopolist of all force majeure from Crimea to the zeroed constitution has special powers to continue its extraordinary policy. Well, there are no place for viruses - they are already becoming political competitors of the regime.

Closed between the highest political necessity, understood by the Kremlin as an emergency confirmation of popular love for the president in “these difficult times”, and real epidemiological statistics, the regional authorities continue to give citizens conflicting recommendations.

On the one hand, all of Moscow is now walking on summer verandas, behaving like a decent European capital in the best years. And in fact - who spent two months at home for two months, he earned a sip of fresh air, or maybe more and more. Moreover, two days before voting under the constitution in the capital, fitness centers and all surviving restaurants open, and this definitely makes it clear to people that normal life has returned and we can not worry about anything. Muscovites understand this in the spirit that, for example, masks (no one remembers gloves at all, but so proudly the “mask-duct regime” sounded in public transport-now the personal choice of everyone. On the other hand, the mayor of Sobyanin, in parallel, again recommends employers not to return employees to offices and, if possible, maintain a remote mode of operation. Which, in general, means that the city authorities are preparing quite seriously to the second wave of the epidemic.

This is the first tragedy of June 2020: they betrayed doctors and their work.

During the peak of the epidemic, they worked for days and died at workplaces, and now their business is called into question the need to make a trite mood in front of July 1 - so as not to be sad before reversing.

In a matter of days, in Moscow, street posters with calls to stay at home changed to proposals to vote for the constitution. Instead of a balanced discussion about the pace of quarantine in the city with one of the largest population density in Europe, we have a window dressing and the need to please the authorities.
