From some areas, more voters disappeared to participate in electronic voting than in total registered on it. Spilkin pointed out that at once there are four such “abnormal” sites in the Trinity Administrative District. On these PECs, the number of people who recorded on an online voting exceeds the marginal normative number of voters on a site of three thousand people.
For example, on the site No. 3394, four thousand people submitted electronic voting statements - this is twice as many voters for 2019. At the same time, there are no such anomalies in most sections of the Trinity District - the share of those who gathered to vote online approximately coincides with the middle in Moscow. However, due to the “abnormal” sites, the total statistics in the district above: 39% of voters, or 36,895 people submitted electronic voting applications. Skilkin considered what was happening to the “scam”: “Electronic voting in the Trinity District seems to be canceled.”
According to Spilkin, one of the PEC in the Trinity Administrative District was also the most abnormal polling station in Moscow. At the site No. 3395, an electronic vote was submitted by 7296 voters - although 2361 voter was registered during the last elections in 2019. Another 1338 voters on this site submitted an application for reinforcement in connection with voting at the location - such an application is submitted, for example, people voting at the enterprise. Medusa checked these data on the website of the Moscow City Warrics - such numbers are really published there.
In the territorial election commission of the Trinity District "Medusa", such data explained the "technical failure". “In our district, there are no plots at all where more than three and a half thousand voters would be registered,” Tick Secretary Elena Aristova told Medusa.
Aristova explained that on January 1, 2020, there were 2358 voters at the PEC No. 3395. “Data renewal [occurs] once every six months, that is, the next will be July 1. But in this area there are no new buildings, nothing like that. This is ridiculous, this cannot be, it is some kind of technical failure, ”she assured.
Aristova says that under the “abnormal” site, the election room received no more than 400 statements from voters who want to participate in electronic voting. The register with the number of voters who have been rebuilt for voting at the location, according to Aristova, has not yet been received by the commission.
Elena Golubkova, Chairman of the PEC No. 3395, told Medusa, which also does not understand why this happened, and also explained the situation with a technical failure. Deputy Chairman of the Moscow City Warrix Dmitry Reut did not answer the calls of Medusa. The press service of the Moscow City Writing Committee also did not pick up the phone. The Department of Information Technology of Moscow did not respond to the request of "Medusa".
The Moscow City Duma deputy Valery Golovchenko in his telegram channel suggested that the cause of strange statistics really became technical problems. In order for the PEC to delete the voter who chose online voting, from traditional lists, the site must receive a notification from the Central Election Commission. And the reason for the anomalies, according to Golovchenko, is that “extra” notifications came to the Trinity PEC due to voters' mistakes in the address. It is the number of these notifications, and not the number of real statements that was mistakenly reflected in statistics, the deputy believes.
“30 thousand electronic voters in statements for E-voting made minor errors in the address,” he writes. - In this case, the CEC, in order to play it safe, sends notifications to several PECs, guided by a coincidence at the address, but not by name. Plots in Troitsk are sites serving addresses without streets . Therefore, it was this “car” that considered it a coincidence and sent to these PECs just in case notification of the exceptions of voters who are not even registered on these PECs. ”
In plots No. 3395, 3394, 3396 and 3382 Troitsk, addresses without streets are really included - only the microdistrict and the house number. But besides them, such addresses are included in most other PEC Troitsk, where such anomalies are not recorded.
Golovchenko also did not explain why the abnormal number of notifications in statistics was recorded precisely as the number of voter lists excluded from the lists.
