The European Union is going to open external borders for about 50 countries. There is China among them, but there is no Russia and the USA

Russia, the USA and Brazil are not among the states for which the European Union plans to open external borders from July 1. This was written by The New York Times with reference to preliminary lists of countries and four sources, as well as Euronews with reference to the source. According to The New York Times and Politico, two versions of the “White List” of countries have been developed in the European Union. One includes 47 states in which the incidence rate of the COVID-19 is lower than the average for the EU (16 new cases per 100 thousand people over the past two weeks). The second version of the list is 54 countries in which the incidence rate is slightly higher than the average in the EU (up to 20 new cases per 100 thousand people over the past two weeks).

Russia, the USA and Brazil does not have any of the preliminary versions of the “White List” (but they have, for example, China, Cuba and Uganda). It is very unlikely that they will fall into the final version: according to The New York Times, over the past two weeks, the number of new cases of coronavirus in Brazil was 190 per 100 thousand people, in the USA - 107, 80 in Russia.

At the same time, the European Center for Prevention and Control of Diseases warned officials from Brussels that in some countries the reliability of data on new cases is difficult to verify. Therefore, the embassies of the EU member states can be involved in the verification of numbers. In addition, other criteria can be taken into account, for example, the scale of testing and the number of patients in intensive care departments.

It is expected that the final version of the “White List” will be published at the beginning of next week, and then they will be updated every 14 days. Brussels cannot force all 27 countries participating in the European Union to accept the list, but European officials warn that if a joint decision is not made, this may lead to the restoration of borders within the EU, writes The New York Times.

The external boundaries of the European Union have been closed since mid -March. Only citizens and owners of the residence permit in it, as well as some other categories of persons, for example, diplomats, can enter the territory of the community. The internal boundaries of the European Union began to be opened in mid -May. The European Commission recommended that the European Commission recommended the control of them from June 15 (but not all countries follow this recommendation).
