
In the year of Pandemia, President Putin decided in a special way to note the work of doctors and established new state awards: the Order of Pirogov and the Luke Medal, which are presented for special merits in healthcare.
Among hundreds of Russian doctors awarded the Order, and nurses awarded medals, 138 people work in St. Petersburg. Seventeen doctors were awarded posthumously. Thirteen are the chief doctors of hospitals, re-profiled for the treatment of Covid-19.
In total, 24 hospitals were accepted in the city of coronavirus pneumonia, that is, not all leaders were worthy of awards. Lists for awarding were submitted to the Ministry of Health of the St. Petersburg Health Committee.
What criteria were the most worthy criteria? The officials did not want to answer this question “new”.
The most honored doctor in St. Petersburg was recognized by Marina Bakholdina, the head physician of the Intercession Hospital. She was awarded the Order of Pirogov, and received the title Hero of Labor of the Russian Federation. Dr. Bakholdin became even the most honored doctor in the country, because, for example, the head physician of the Moscow “communal services” Denis Protsenko, who personally participated in the jurisdiction of heavy patients and even infected at work, received only the title of the hero.

Marina Bakholdina is a neurologist with a specialty. It is called a good specialist. Since 2007, she has been working as an administrator, heading one of the oldest hospitals in St. Petersburg, Pokrovskaya.
The hospital is notable for the fact that for several years in a row he entered into agreements for the treatment of employees of the FSB department in St. Petersburg, and this year he signed the same contract with the North-West Customs Administration.
The title Hero of Labor of the Russian Federation is assigned, according to the Presidential Decree of 2013, “for special work merits to the state and people, related to the achievement of outstanding results in state, public and economic activities aimed at ensuring the well -being and prosperity of Russia.” From the very beginning of Pandemia, subordinates to Baholdina tried to tell that her merits were really special.
As the new one already wrote, infection with a coronavirus infection in the Pokrovskaya hospital began on March 31: a patient with a heart pathology came from a hospital, where Covid was already, and then an infection was revealed. The department was closed to quarantine, but after a week the symptoms of the disease were manifested in six people. Patients with a diagnosis of “community -acquired pneumonia” continued to act.
The hospital was not officially reproduced for the treatment of coronavirus pneumonia, it did not organize gateways and sanitary inspection, employees did not have enough personal protective equipment.

They tried to convince the head physician to refuse to take pneumonia until all this appeared. It is not known what Bakholdin thought about this, because she closed from communication with the press, did not give comments. Obviously, she did not dare to violate the instructions of the Health Committee. And from there it was indicated that pneumonia is an non -strut disease.
Doctors in Pokrovskaya recorded a video message and complained to the prosecutor's office.
In response, the Health Committee announced: in the Pokrovskoy hospital, as, indeed, in the rest, everything is in order.
It was not really all right everywhere. Perhaps Pokrovskaya was not even worse; data on dozens of infected doctors came from other hospitals. But it was around the chief physician of Pokrovskaya that the most loud scandal formed. The “new”, in particular, the hospital’s employees said: Baholdina offered Baholdina to bring the philanthropists, but she stubbornly kept saying that help was not required.
The subordinates were left without the right protection.
One of the organizations that helped St. Petersburg hospitals was the Cancer Prevention Fund “Not Valno!”. Its Director of Development Zoya Popov did not want to discuss with the “new” head physician Baholdin, explaining: the fund really ran into the Pokrovsk hospital with a problem, but this problem is systemic.
“We concluded an agreement with the Pokrovsky hospital in the same way as with others who shipped personal protective equipment,” says Popova. - The hospital received everything and signed all the acts. And the difficulties in communication with the head physician, who would recognize that he needs help, were everywhere, and they are associated with a systemic problem.
“Difficulties with communication,” as Zoya Popova called it, was that the fund learned about the lack of notorious PPEs from informal communication with ordinary doctors.
Further, the head physician had to officially contact the fund for help by writing special paper. That's just the most difficult thing to be given to the St. Petersburg head physicians.
“Everyone was afraid to identify the problem,” Popova explains. -Because they should formally have everything in stock, but you admit that something is missing, it seems like your flaw. Therefore, the leader is forced to think not about the quality of treatment, not about the protection of subordinates, but about corresponding to some instructions from above. Immediately did not agree to officially contact us not a single head physician. But in the end, everything was decided. It just took more time in Pokrovskaya on communication. As a result, we did not work with the head doctor, but with other hospital staff.
In other words, Dr. Bakholdin simply acted as a leader, very sensitive to the instructions of a higher leadership.
By mid -April, the hospital talked about thirty patients with a confirmed coronavirus infection, including five doctors.
Twice large had all the symptoms of the disease, but there were no test results. Doctors demanded that the head physician finally divide the hospital into “clean” and “dirty” zones, even began to put some partitions on their own. But the head physician suppressed amateur performances: formally the hospital was not yet declared “covid”. As a result, the contract with the company, which began to equip the locks and sanitary insurance, concluded the hospital only in mid -May, when it was already filled with coronavirus.
The scandals around the Pokrovsky hospital continued and then. Its name was more often than others in St. Petersburg, when it came to non -payment to doctors. Then it was found that in the hospital, contrary to the prohibitions of Rospotrebnadzor, religious services are held, people stand side by side on them and even without masks. A photo of the queues from the ambulance for the crowded Pokrovskaya and the stories of patients, who, due to lack of seats, were put on the trees in the corridor or seated on a chair, began to appear in the press.

Fold, we note that at this time there were all the "covid" hospitals in St. Petersburg. And non -payment of doctors happened not only in Pokrovskaya. But from other hospitals, information was seeping on how the head physicians are trying to solve the problem. Marina Bakholdina clearly followed the instructions of higher officials and categorically refused any comments.
Now it became known that all complaints about Baholdin did not go into the void: Rospotrebnadzor for two months conducted an audit in the Pokrovskaya hospital. The final materials entered the Vasileostrovsky District Court of St. Petersburg three days before the emergence of the Decree on the award of the head physician.
It became clear that the doctor really had not only “special merits”, but also “outstanding achievements”.
The auditors found out that in the first week of April, more precisely, from the 1st to the 9th number, 68 patients and 87 doctors fell ill with coronavirus pneumonia and SARS in Pokrovskaya.
The audit recognized as a violation of exactly what Baholdina's subordinates complained about: taking patients with pneumonia at a time when there were no gateways, no sanitary inspection, nor dividing the hospital into zones. Hospitalization in a crowded hospital.
It is not clear, however, what Baholdin could do in this situation personally, but she would have to give explanations in court. Under Article 6.3 of the Code of Administrative Offenses of the Russian Federation, she faces a fine of up to 150 thousand rubles, and the hospital - up to half a million.
However, while Dr. Bakholdina accepts congratulations as a gentleman of the Order of Pirogov and the hero of labor. This status suggests that in her homeland a bronze bust should be installed. Maybe even in the courtyard of the Pokrovsky hospital.
