David Frenkel arrived on the polling station located in the gymnasium No. 190 (Fontanka embankment) of the Central District of St. Petersburg, receiving a violation report: there was information about an attempt to remove a VIC member from a decisive voice.
“When I went to the site, it was not clear there who is who,” said Frenkel. - A woman came out without a badge, said she was the chairman of the commission. I showed her accreditation and announced the intention to shoot. The woman also demanded to dictate the home address. I refused. She called the police.
Everything that happened further hit the cameras of mobile phones: police officers and observers block the journalist road, voices are heard - “you interfere with the elections”. David Frenkel is trying to find out the name and patronymic of one of the law enforcement officers, shooting it on the video. Then the journalist flies to the floor, one of the policemen is wringing his hand. A loud crunch is heard. Frenkel screams in pain.

In the video from the sites, the number of the police officer was hit-009175. As the Open Media found out, this is 26-year-old Denis Dmitriev (immediately after the incident he deleted his VKontakte page).
Another participant in the conflict was the deputy head of the administration of the Palace “Palace District” Dmitry Abramov - in what status he was on the site for certain, but Abramov (judging by the video) was one of those who blocked David Frenkel the road.

Dmitry Abramov is a fairly famous figure among those who follow Petersburg politics. According to the interlocutors of the “new” from among independent observers, in 2019 he withdrew from the election of the head of the municipality due to the criminal record hidden by him under Article 116 of the Criminal Code of the Russian Federation “Beating”. Later, Abramov participated in organizing the recalculation of votes to the PEC No. 2180, after which the three candidates from the Communist Party defeated here were left without mandates - they moved to the united Russia losing on the site.
On the evening of June 30, the Chairman of the PEC No. 2191 Valentina Landyshko, answering questions from journalists who had gone to a site, said that David Frenkel was injured for being on the site without a mask and gloves and allegedly insulted police officers.
“He simply [obscene] words said and someone remembered someone,” said the chairman of the weekend.

In the Main Directorate of the Ministry of Internal Affairs of Russia in St. Petersburg and the Leningrad region, they first refuted a message about an attack by a policeman on a citizen on a polling station. “The police officers from the Chairman of the PEC received an official statement of assistance in the removal of a citizen who impeded the commission’s work,” the press service of the department said. “Police officers, in the manner prescribed by law, have taken measures to remove this citizen from the territory of the site.”

The Union of Journalists of St. Petersburg and the Leningrad region and the deputy of the city parliament Boris Vishnevsky sent their appeals to the prosecutor’s office with an appeal with an call to conduct an operational audit of the incident.
“I believe that in the actions of the police officer there are signs of a crime of Part 3 of Art. 286 of the Criminal Code is the excess of official powers using violence, ”the deputy writes.

An application to the Investigative Committee is prepared by the lawyer of the victim Olga Karacheva. The department itself has already responded to what happened. “Investigators find out the circumstances of injury to a local resident in one of the polling stations,” the SK official website reports.
