Tkachenko arrived at OP 1 to provide legal assistance to detained activist Olga Smirnova. When the defender left the department to buy Smirnova water and food, he was approached by police officers who reported a complaint against him to the KUSP (Incident Report Book).
The reason for the complaint was the participation of the human rights activist in the Strategy-18 picket in support of the Crimean Tatars on May 17. In order to draw up a protocol under the article on organizing an uncoordinated action (part 2 of article 20.2 of the Code of Administrative Offenses), Tkachenko was taken to OP 30. According to the activist himself, a protocol had already been drawn up against him for this action.
