On June 26, the judge of the Zarechensky District Court of Alla Babin recognized the warning of the city deputy prosecutor Dmitry Chebanov, the chairman of the unregistered regional public organization Narodnaya Council, and on the inadmissibility of extremist activities during public events. This was announced by the OVD-Info by Chebanov himself, the information is also confirmed on the court’s website.
According to Chebanov, the judge at the request of the representative of the prosecutor's office held a meeting in closed mode. However, she was not convinced of the powers of the representative of the department: she did not check the presence of his identity and power of attorney.
The prosecutor asked to hold a meeting in closed mode due to the fact that in the verification materials there is allegedly state or other secret protected by law. However, as Chebanov said, in the case file there were no not only documents containing a secret, but also documents with the chipboard “chipboard” (for official use).
Chebanov notes that the court did not study the verification materials and was not convinced that the prosecutor’s office really received information on the preparation of a public event by members of a public organization. However, the judge decided that the prosecutor's office issued a warning legally.
The warning on June 2 was sent to the chairman of the “People’s Council” due to information that the organization allegedly plans to hold shares aimed at “the formation of negative public opinion and discrediting the activities of the authorities of the Tula region in the fight against coronavirus infection”.

Chebanov, in a conversation with the OVD-Info, emphasized that the organization does not plan to hold any shares, and considers the warning in connection with the preparation of the claim against the governor of the Tula region, the chief sanitary doctor and the Minister of Health.
The People’s Council appeals the restrictive measures introduced in the region in connection with the Pandemia of Coronavirus. The organization believes that they are excessive and introduced in violation of the procedure.
Social activists, according to Chebanov, submitted several complaints: the regional governor, to the regional department of the FSB and the prosecutor's office. When the organization announced the intention to file a statement of claim, a warning from the prosecutor’s office about the inadmissibility of extremist activity came to the chairman of the “People’s Council”.
