Lyudmila Preiman wanted to go to the administration building of the Krasnoselsky district to make sure that the documents were stored properly. She was detained by an employee of private security and called the fighters of the National Guard, who brought Lyudmila Preiman to the 54th police department in handcuffs.

As Vishnevsky found out in a conversation with a security official, a security officer accused Preyman of petty hooliganism (Article 20.1 of the Code of Administrative Offenses) due to the fact that a member of the commission allegedly “waving her hands”. The deputy called the police department, where they confirmed to him that they were going to draw up a protocol against Lyudmila Preiman. “I ask: what violation? Did the guard write a statement? And if I write about someone, will they immediately take him to the police in handcuffs? [The policemen] say, "depending on the situation." And that Preiman “may appeal later,” Vishnevsky said .

As a result, Lyudmila Preiman was released without a protocol being drawn up.

On March 11, the State Duma approved the draft law on amendments to the Constitution, initiated by Vladimir Putin.
