Talking about the activities of the financial authorities of the USSR during the war years, the Semammers of the Central Bank of the Russian Federation only wanted to recall that Soviet people paid not only their blood, but also their money. “Paid” in the literal sense of the word - taxes collected from citizens covered two -thirds of the military expenses of the USSR. But something went wrong.

In a short note, published on the Face -Buccular Ribbon, there was absolutely nothing that would not be known to historians of the Soviet economy. Moreover, it is known a long time ago.

Yes, with the outbreak of war, existing taxes were sharply increased and new ones were introduced; Yes, deposits in savings banks were frozen; Yes, money was collected using state loan mechanisms and voluntary donations to the defense fund.

In total, the fees from the population increased so much that their amount amounted to a third of all state revenues during the war.

I repeat that two of every three rubles of military spending were paid directly by citizens.

I’ll add on my own that Comrade Stalin was pleased with his financiers: Nikolai Bulganin, who headed the State Bank in the war years, was promoted to Marshals after the victory and appointed Minister of the Armed Forces of the USSR.

In general, the post was quite trivial, in the spirit of "everything for the front, everything for victory ...". However, the reaction of subscribers showed that citizens have a very special opinion regarding this monetary history of history.

The tape exploded dozens of comments like: “Thank you for warning!”, “What should we prepare for?”, “I understood the hint. It is urgent in the bucks and for the hill, everything that is, ”“ Why are you pumping? ” Well, the most touching one: “Tell me about the past, but why in our troubled time ( italics my . - D.P. ) to fill the deposits of the population? After such words, I think I’ll take the remnants. ”

At first, the page administrators tried to convince the angry commentators that they simply wanted to tell the story to the anniversary of the Victory, but then they completely removed the post, expressing regret that “many interpreted it”, and even apologizing for the “unsuccessful text”.

In fact, of course, the point here is not in the post and not even in its text, from the point of view of history, unmistakable and absolutely correct.

The painful reaction of people to a well -known historical fact, which they accidentally reminded them, showed that people are not so happy with the military spirit that overwhelmers the authorities. And at the same time she demonstrated that people are ready to support the warlike initiatives of the authorities exactly until the moment they have to pay these initiatives from their pockets.

However, leaders also understand this, therefore they try to wrap their initiatives to withdraw money from people in beautiful packaging. You can increase taxes and direct the seized funds to support a semi -state industrial complex - and you can provoke an increase in unemployment and reducing income, and frightened impoverished people will agree to work for a minimum salary.

I already wrote that it is the policy of reducing income that is actually one of the main levers of the government plan to raise production.

So this policy is already working! On the first day of July, the PMI production index of Russia reached the annual maximum. And he did this against the backdrop of a decrease in salaries (from 10 to 30%) and a reduction in employment.

According to the Ministry of Labor and Hedhanter, in twelve weeks of quarantine the total number of dismissed in Russia already exceeded 3.5 million people.

As calculated in Headhanter, on average about 20% of staff in companies fell under the reduction. Moscow - 586 thousand people and St. Petersburg - 256 thousand became leaders in the number of dismissed.

In fact, it should not be so, production activity, as a rule, is growing along with an increase in employment and income ... But in Russia, the less people have money, the “domestic manufacturers” feel “more better”. Because manufacturers see the care of the authorities about their profits and know that the authorities will do everything to force people to work for minimal money, and even not spend it over the most necessary.

No wonder: back in 2006, the journal of the Russian Academy of Sciences “Problems of Forecasting” published an article by the Doctor of Economics Andrei Belousov “Scenarios of the Economic Development of Russia for a fifteen -year perspective”. Describing the “main trends of social structures”, the future deputy prime minister among the “main risks for Russia” identified the following:

• switching demand for high -quality imported goods, reducing the role of low prices as a competitive factor and narrowing of the niches of markets occupied by Russian goods;

• Strengthening social conflict and growth of claims to increase wages, exceeding the capabilities of companies to increase labor productivity.

Once again: a person who now leads the “restoration” of Russian industry has already called your desire to receive a decent salary and buy quality goods one and a half decades ago.

He is currently engaged in “reversing” of these risks. Only this can be done in different ways. You can simply “prohibit imports”, provoking prices, deficiency and causing a wave of discontent - or, under a plausible excuse, to close shopping centers in large cities. The result will be the same: there are no import purchases - there is no demand for foreign exchange revenue, made by exporters.

At the same time, it is possible to put the inhabitants of these cities in a position when there can be no “claims to increase wages”, but “performance” will grow, understood as a decrease in the share of expenses for the payment of workers.

So, you look, and the competitiveness of low prices (primarily for labor) will return and “niches for Russian goods” will expand.

For the safety of the remaining foreign exchange earnings, you can compete in other ways. You can prohibit the sale of currency to citizens, but here not only people, but also a financial regulator will probably be outraged. And, under the pretext of a merciless struggle for health, the actual ban on traveling abroad endlessly renew - so that citizens, God forbid, do not present a demand for twenty billion dollars - about the same Russians spent annually on outdoor tourism before the era of eternal quarantine.

In fact, citizens already feel the tenant’s tenacious hand in their pocket and therefore react so painfully to historical parallels.

Third centuries ago, the brilliant economist Robert Lucas proved that politicians constantly underestimate the ability of people to predict.

Do not pay attention to what people say, claimed by the Nobel laureate, is not very important and how they vote. It is necessary to watch how people dispose of earnings and savings, true preferences are hidden here. Each person individually can act impulsively, make mistakes, relying on emotions instead of calculation, Lucas explained, but society as a whole, especially when it comes to money, tries to avoid the same mistakes.

In Russia, people remember that the authorities never hesitate to climb into their wallet and, if desired, “can repeat”.

The leaders in the air in the air to strengthen control over the expenses, impose deposits with taxes, limit the issuance of cash and due to this to somehow “increase productivity” disturb people. Another thing is that this irritation so far spills out only in records on the pages of social networks.
