In connection with the changes made to the Constitution, deputies, led by Pavel Krasheninnikov, prepared amendments to the Criminal Code, Code of Criminal Procedure and Code of Administrative Offenses, which are tightened for actions aimed at alienating part of Russia and calls for such actions.

Amendments are made to the law "On Combating Extremist Activities". “The bill is aimed at clarifying one of the wording that determine the concept of extremist activity (extremism). The need for such clarification is due to the introduction of changes to the Constitution of the Russian Federation, provided for in Article 1 of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation dated 14.03.2020 N 1-FKZ “On the improvement of the regulation of individual issues of the organization and functioning of public power” and approved during the all-Russian voting.

The Constitution of the Russian Federation specified by law is supplemented by the provisions, according to which the Russian Federation provides protection for its sovereignty and territorial integrity. “Since the Constitution enshrines the direct ban on the alienation of part of the territory of the Russian Federation, or to carry out other actions aimed at violating territorial integrity, it is proposed to supplement the Criminal Code with the new article 280.2“ Violation of the territorial integrity of the Russian Federation, ”Krasheninnikov told reporters.

Krasheninnikov recalled that the responsibility for public calls to carry out actions aimed at violating the territorial integrity of Russia is already provided for in Art. 280.1 of the Criminal Code . In this case, a penalty may be a fine of 200 to 400 thousand rubles, or imprisonment for a term of up to four years with deprivation of the right to occupy certain positions or engage in certain activities. Cases of these administrative offenses will be initiated by prosecutors, with further consideration of cases in district courts.
