
The editors studied several dozen court decisions related to the abuse of authority by police officers of Buryatia, issued in 2018–2020 and talks about the most interesting of them.
The Zakamensky District Court of Buryatia found that the head of the criminal investigation department of the regional department of the Ministry of Internal Affairs Erdem Khazhitov, together with subordinates Vladimir Bazarsadaev and David Abramov, detained the suspect in the theft of cedar nut and decided to torture him so that he would quickly admit. First, Bazarsadaev “threw it to a height” of about two meters, “from which the latter fell and hit his body on the floor of the office.” Hazhitov hit him three times with a stamp in the chest. But the suspect refused to admit.
Then Abramov hit him with electric shock six more times in his chest and three in his neck. The detainee was handcuffed and put a package on his head to block oxygen access, and also began to beat the current under his knee. The suspect denied the guilt and broke the package.
After that, the police showed the man toilet ruffs, threatening to push him into his mouth, but limited themselves to leaving his face. After that, the man admitted and showed where the stolen nut was hidden. Police officers carried out similar procedures with the second suspect of theft.
In court, employees of the Ministry of Internal Affairs did not plead guilty, and the victim said that he really committed theft. The unsupported employee, according to him, spoke in the department to think about the health of his relatives.

The victims recorded numerous abrasions, bruises and chest injuries.
All defendants received conditional terms. The head of the threat Erdem Khazhitov - four years, his subordinates Vladimir Bazarsadaev and David Abramov - four and a half years and four years, four months, respectively. They were forbidden to work in bodies for up to 2.5 years.
In December 2016, the district police officer Zorik Dashiev and the operative Bato Dariev drank with the residents of Chita on the ice of Lake Borge. Earlier, a man disappeared in their area, and they decided to blame one of the drinking companions of this.
“In response to the suspicion of [the victim] spoke about the termination of further joint drinking of alcohol and demanded from the [drinking companion] and Dariev to leave the booth of his car, while [the victim], in order to bring the [drinking companion], touched the latter’s right hand. In response to the actions of [the victim], Dashiev shouted to Dariev that he allegedly tries to attack him, ”the court said.
After that, Dariev hit the man with Makarov’s service gun. Then he was thrown out of the car and handcuffed.
The police opened the victim’s car and put him there and two fishermen who were nearby. They were taken to the timber base.
“The car in which he was driving, not reaching 50 meters, stopped on the road. Bato told him: “Free,” the verdict says. - After which he got out of the car and went barefoot towards his UAZ. At the car, he met [another victim] he helped to get into the booth, where he was [another victim]. He flooded the stove in the booth, got behind the wheel, and they drove to Lake Borge on the road in the opposite direction. On the way, they ended gasoline. [One of the victims] moaned all the time in pain and held his hands on his right side, said that it was difficult for him to breathe after his beating. In the evening, two of those UAZs returned past them who passed in the morning in search of a missing person, one UAZ stopped, they poured 10 liters of gasoline from the tank. They drove towards Lake Borge. At the fork near Lake Borzhe, UAZ “Tadpoles” with a booth drove up to them, from there two young guys of about 30-35 were left, they gave them their things that remained on the lake. ”
The victim said that he and Rybakov were beaten right on the ice of the lake. “Blood got into the lungs, everything was repelled, the ribs are broken,” said the daughter of one of the victims of the School of Zab.ru.
The police did not admit guilt, saying that they were engaged in the search for the missing person. The court appointed them five years in a maximum security colony. They were found guilty according to paragraphs “a”, “b”, “c” of part 3 of Art. 286 (abuse of authority with the use of violence and serious consequences), paragraph “a” Part 3 111 (inflicting serious damage), paragraphs “A”, “B” Part 2 166 of the Criminal Code of the Russian Federation (illegal seizure of a vehicle by preliminary conspiracy using violence).
The district police officer Pavel Scheglikhin came to the store, which stood a man. The policeman accused him of drinking alcohol in a public place and demanded to go to the department with him. The man refused and asked to explain why he was detained.
After that, the policeman "forcibly raised the hands of the victim behind his back and fastened the handcuffs on his hands." The policeman also hit him in the lower abdomen. As it turned out later, the man had a rupture of the bladder. To the requests to call an ambulance to the district police officer hit the detainee again.
The Muhorshibirsk District Court sentenced the Polocyshchin police to the five years of the colony under paragraph “A”, “B”, “C” of part 3 of Art. 286 (abuse of authority with the use of violence with the causes of grave consequences).
The district shmakov from Ulan-Ude came to the apartment of a local resident who stated that the drunken cohabitant Ivanov broke the door and hit her. The man agreed to proceed to the department.
Already in the office, the policeman “inflicted [Ivanov] with sufficient force with fists in the chest area, from which the latter fell to the floor, after which he struck 10 strokes <...> to the lumbar on the left, and stepped on his jaw to the latter physical pain and bodily injuries in the form of a bruise of the chest and closed injury to the left in the form left kidney. "
The policeman did not plead guilty and stated that Ivanov stipulated him because of criminal cases in charge of him. The Soviet District Court gave Shmakov four years in colony and collected 150 thousand rubles from it as compensation for non -pecuniary damage.
Patrol Sokolets and Namsaraev saw in the courtyard the house of a drunken victim, who refused to present documents. They decided to detain him, which the man began to resist.
The drunken victim was hit several times with fists and a rubber stick, he was taken to the department. He received injuries, which were appreciated as easy harm to health. The victim also said that he was beaten by a stouter shker, but the court did not accept his arguments.
The prosecutor refused to charge under Part 3 of Art. 111 of the Criminal Code of the Russian Federation (causing serious bodily harm) due to the fact that the strokes with a stick that Namsaraev inflicted on the victim was recognized as legal. The Kyakhtinsky District Court of Buryatia gave four years conditionally only to Sokolz, who beat the detained by his fists.
The traffic police inspectors Yevgeny Penskiy and Budanimaev (his name is not indicated in the verdict) decided to draw up a protocol for driving in a state of intoxication for employees of the Gusinoozersky district department of the IC of the Russian Federation in Buryatia. Those investigated cases against colleagues of road police officers. “Fulfilling the orders of the head of the local department of the Ministry of Internal Affairs,” which did not become the defendant, Pen and Budanimaev found people who were supposed to provoke a fight with investigators for money.

After which they broke his hands, dragged him into the car and, as the court decided, "hit when placing there." The investigator was taken to a medical examination, which showed the lack of intoxication, but the protocol for an employee of the UK still drew up.

After the initiation of a criminal case against operational workers, they sharply deteriorated, became negative, ”the court quotes the story of the ex-head of the local department of the Ministry of Internal Affairs about the causes of provocations. - In the fall of 2014, criminal cases against operational workers were instituted. The former head of the Ministry of Internal Affairs admitted that he developed the plan “to provoke a quarrel with investigators of the UK”, but assured that he did not allow the traffic police to use force.
During the detention, the SK employee also broke a jacket. The Gusinoozersky District Court gave the traffic police for three years conditionally according to P “A” part 3 of Art. 286 of the Criminal Code (abuse of authority with the use of violence).
