
On July 7, heavy rain collapsed on Ruza near Moscow. A monthly rainfall fell during the night. The water in the Gorodyanka River, more like a stream, began to rise quickly and flooded the section of the Volokolamsk highway near the bakery. The stream rushed into the Ustinovsky pond, which fenced a sandy embankment. Locals call it a technical dam.
When the water level reached a critical mark, the authorities decided to “cut” a piece of the embankment with an excavator in order to smoothly lower the water and thus protect the central part of the city from flood. But the element behaved unpredictably. In the evening, the culverts could not stand the pressure, and the stream poured towards the Ruza River.

In the afternoon, employees of the district administration began to send to people living in the lowland near Gorodyanka, warning about evacuation. By the time of the breakthrough of the dam, 52 people were evacuated from there, among them - seven children. Some left for relatives, others settled in a sanatorium in the neighboring village of Babaevo.
The evacuated learned about what happened in the city from social networks. Eyewitnesses posted a video on which a powerful stream of dirty water with a root pulls out trees. “I work as a tractor driver, earn an average of 30-35 thousand. I have a wife and two children. Recently I took a loan for repairs. It remains to pay a million three hundred. To restore the house, it will take approximately 12-13 million. Nobody will give me such a loan. Yes, and there is no desire to be here. Some kind of grief in my soul, ”Ilya tells us. - Just recently, everything was fine. My daughter played ... And now there is nothing. ”

A lot of such onlookers on Gorodyanskaya Street on Friday in the afternoon. Everyone came to stare at the injured houses: from mothers with strollers and small children to pensioners.

According to official information, 29 sites were damaged from the flood. Two buildings were completely washed off, five more were damaged. Among them is the house of 80-year-old Tamara Ivanovna Semin. A sofa and a chair floated through the broken wall. The floor is covered with a thick layer of silt and swollen. The pensioner scrapes the dirt with an garden chip, she has no other application yet. In the place of greenhouses and beds is now an empty field.

- All plums were demolished, currant, four apple trees. Only one gooseberry bush survived. Imagine the state of the grandmother, who lived here for 20 years, the children came to her every summer, and then see all this, ”the pensioner complains, looking like her tears.

Tamara Ivanovna has no money to restore the house. She and her husband live on one pension. The head of the Moscow Region Andrei Vorobyov promised to provide "maximum assistance" to all the victims. But what will be the amount of material compensation, is not yet clear. Only the amount that the authorities will spend on the restoration of infrastructure is known-25-30 million rubles.

Local residents interviewed by the "New" are sure that the breakthrough of the dam could be avoided if the authorities of the Ruzsky district monitored its condition.
According to them, no one cleaned the culverts that are under the embankment for several years.

The Rujans say that there is a lot of dirt not only in the area of the dam, but also on the streets of the city. In their opinion, a garbage problem exists throughout the Ruzsky district. It worsened in the spring of 2018, when the inhabitants of the villages of Sychevo and Shchelkanovo opposed the creation of a landfill for solid household waste. Protesters were afraid that she would pollute the water of the Rules River, which flown into Lake and Ruzo and Moscow River. In addition, there are two artesian wells close to the main source of water supply to several districts near Moscow: Ruzsky, Volokolamsk and Mozhaisky.

Local officials called this decision temporary and forced in connection with the garbage collapse in Volokolamsk. Maxim Tarkhanov, who then headed the Ruzsky district, could not deal with the landfill for all the time of the service. In November 2018, he left his post, he was replaced by Tatyana Vitusheva. Then residents were promised to eliminate the landfill, but for the whole last year, they said, only a few waste with waste were taken out from there.

“The administration is constantly changing. Each says that it is necessary to take measures [to eliminate urban problems]. But while officials are trying to do this, the leadership is leaving, ”says Anna Urmanova, a resident of Ruza.

Last fall, Nikolai Parkhomenko came to the place of Vitusheva. Under him in March this year, a state of emergency was introduced at the landfill. Local is not only barking, but also the quality of the roads. “They are soil, in the best case, they are covered with rubble,” Anna notes. “I know people who return from work in civilian clothes, and then put on rubber boots and go home two km in puddles.”

Residents complain about the overgrown hogweed. However, with a laugh, they add that after the breakthrough of the dam it has become smaller.
