The Federation Council proposed banning transgender people from marrying and adopting children

A group of members of the Federation Council, headed by Elena Mizulina, submitted to the State Duma a package of bills developed "in order to strengthen the institution of the family." Interfax writes about this with reference to the press service of Mizulina. The bills have not yet been published in the electronic database of the State Duma.

The package of amendments "stops the practice of marriage between persons of the same sex, including those who have changed sex, respectively, the adoption of children by such couples," Mizulina's press service said.

The amendments also prohibit guardianship authorities from removing children from families without a court decision; enter the dwelling to check living conditions without the consent of the tenants; refuse to transfer the child to relatives because of their low income. In addition, they prohibit the return of a child to an orphanage three years after adoption and guarantee joint placement under the care of brothers and sisters.

The package of bills is united under the general title "On Amendments to the Family Code and Other Federal Laws in Order to Strengthen the Institution of the Family." Work on it was carried out for three years; it takes into account, among other things, the provisions of the updated Constitution. In addition to Mizulina, senators Elena Afanasyeva, Alexander Bashkin, Rimma Galushina, Maxim Kavdzharadze and Lyudmila Narusova took part in the development of the amendments.
