The Investigative Committee for the Ulyanovsk region opened a criminal case after the beating of prisoners in pre-trial detention center No. 1, which previously led to a mass protest of prisoners against torture and arbitrariness. On June 9, Osechkin said that prisoners in pre-trial detention center No. 1 started riots and shouted from the windows: “Help! Save! They're killing us! A combined detachment of employees of the Federal Penitentiary Service for the Ulyanovsk Region was brought into the institution, and mass searches were carried out using physical force and special means.
According to the regional Federal Penitentiary Service, after security measures were carried out in pre-trial detention center No. 1, one of the prisoners refused to return to his cell, which is why the staff were forced to wrap his hands behind his back. Hearing noise from the corridor, other prisoners began to scream and damage property.
According to Sergei Lyulkov, Commissioner for Human Rights in the Ulyanovsk Region, 16 prisoners complained to him about their conditions of detention, beatings and poor food. In particular, a prisoner who refused to go to his cell allegedly found a rat leg in a plate of food. As a sign of protest against the actions of the staff of pre-trial detention center No. 1, he cut himself several times.
