Human rights activists spoke about the violation of citizens' rights by quarantine measures of the authorities

The Republic of Karelia, the Murmansk Region and St. Petersburg fell into the TOP-20 Russian regions, whose authorities tested during the pandemic of coronavirus technology for monitoring citizens in the country. This is evidenced by the report of the Human Rights Center "Agora" on the violation of citizens' rights to private life during the epidemic.

Agora specialists have identified six separate technologies for collecting and checking information about the private life of citizens: collecting information about arrival in the country, individual regions or settlements; electronic gap system; video surveillance with a person recognition system; surveillance of people on geolocation; Expansion of surveillance "by delegating police functions to private entities and representatives of other departments."

In the Republic of Karelia, the authorities used five surveillance technologies, four in St. Petersburg. The Murmansk region also got into the top 20 regions.

The report notes that the violation of some rights of citizens by the authorities is allowed by Russian law only with the introduction of an emergency regime. However, the authorities did not use it, which means that in the future, experience and resources accumulated during quarantine can be deployed under any emergency circumstances - from a technogenic disaster to mass protests.
