Nikolai Kuzmin, a resident of Pskov, was fined 30 thousand rubles under the article on fake news (part 9 of article 13.15 of the Code of Administrative Offenses). The reason was the publication on VKontakte about the lack of ventilators. This is reported by the publication "7 × 7".

The protocol on an administrative offense states that Kuzmin in his post "gives an assessment of the healthcare of the Russian Federation and talks about the lack of ventilators in the Pskov infectious diseases hospital." According to the police, dozens of Pskov residents complained about Kuzmin, who, after reading his post, decided not to seek medical help.

Kuzmin is a voting member of the election commission. By law, police officers must obtain permission to bring a member of the PEC to administrative responsibility.

Earlier, the Department of the Ministry of Internal Affairs for Pskov opened an administrative case on fakes (part 9 of article 13.15 of the Code of Administrative Offenses) against employees of the administration of the Pskov region because of their statements about the number of ventilators. Kuzmin filed a complaint.
In 2019, the commission of the Pskov City Duma to consider the issues of concluding the execution of contracts and the provision of services with assistants to deputies decided not to conclude an agreement with Kuzmin in connection with "the presence of facts of violation of public order, violation of federal law." The court upheld this decision.
