In St. Petersburg, an administrative case was started in connection with a banner on Nevsky Prospekt. The authorities believe that this action has interfered with the movement of transport (part 6.1 of article 20.2 of the Code of Administrative Offenses). This was reported by "outpost" with reference to a source in law enforcement.

Banner with the inscription "Change power, not the Constitution!" For a few minutes he appeared on Nevsky Prospekt on July 16. During the action, no one was detained.

“Outpost” suggests that the night duty at the house of the activist of “unlimited protest” Evgeny Musin may be connected with this administrative case.

About three in the morning of the night of Musin and the civil activist Marina Ken was taken to the 28th police department in connection with the indicated administrative case, reports the Telegram channel "Agit Russia". Earlier, the employees of the E-E-POSI and patrol service center were on duty at their apartments.

18 July 09:00. Defender Evgenia Musin and Marina Ken Dinar Idrisov told the OVD-info about the events of the past day and night.

On July 17, from 8 in the morning, police officers from the PPP regiment (patrol service), CPE operatives and a criminal investigation department of the Central District of St. Petersburg were on duty at the Musin and Ken house. Also, the security forces were at the entrance to Musin’s room, guarded on the stairwell, pounded on the iron front door during the day, and in the evening they turned off the light through the shield - thus violating the right to private life and forcing them to leave the house to deliver to the police.

At midnight, the defenders Dinar Idrisov and Maria Malysheva arrived at Musin. They went to a forced measure - they agreed with the police that activists voluntarily come to the police department and at the same time their rights are respected: the humiliating conditions of delivery are not used, the delivery time is not violated - a forced measure in order to protect human rights.

Immediate registration in the 28th police department did not occur. Musin and Ken managed to write complaints about the unlawful actions of the police. And already on the street, employees of the ED Center and PPSP said that Musin and Ken were detained. It was at 04:50 in the morning.

Dinar Idrisov told the OVD-Info the position of activists: they do not deny their participation in the action, but deny its illegitimate nature. They held the action in accordance with the Federal Law, the Constitution and the Human Rights Convention: peacefully, openly, without committing illegal actions. Activists and their three defenders - Dinar Idrisov, Maria Malysheva and Ilya Tkachenko - do not see the qualifying attribute of the administrative article (part 6.1 of article 20.2 of the Code of Administrative Offenses) in the form of an obstacle to the passage of machines and intent to this.

The banner on Nevsky Prospekt was deployed as soon as the green light for pedestrians caught fire. The activists raised the stretch to the red signal of the pedestrian transition, while the banner was turned off, so that the cars under it drove. This is recorded on a video that is at the disposal of protection.

Idrisov believes that such an attitude to his client is provoked by the failure of the political investigation-when the political action took place, despite the surveillance and illegal, according to the human rights activist, the operational-search actions of the security forces.

Now the defender Ilya Tkachenko remains in the police department in order to be present when drawing up protocols on Musin and Ken. The detention today forces the security forces early in the morning either to release activists after drawing up the protocol, or call the judge on duty and deliver to the court session, Idrisov is sure.
