
Yesterday, in the State Duma, the head of government Mikhail Mishustin made a report on the work of the Cabinet. Almost all the performance of the prime minister was devoted to measures to prevent the consequences of the Pandemia of Coronavirus. According to Mishustin, at the beginning of the year, Russia had everything necessary for a jerk. But the pandemic prevented the case.
In his speech, he paid special attention to the support of small and medium -sized businesses. Among the most significant measures taken by the authorities, he allocated deferrals for mandatory payments, a decrease in salary insurance premiums to 15%, and write -off debts per quarter. Small and medium -sized businesses of the most affected industries, according to Mishustin, were supported by presidential grants, and some banks provided delay on loans.
Sounds beautiful. But there are at least three problems.
Firstly, only companies can count on the help of the state that are included in the list of the most affected industries in accordance with the main code of economic activity (OKVED). The activities of bus stations and bus stations, news agencies, transport trading, publishers were also attributed to such.
Not to mention the controversy of the fact of the reckoning of these spheres to the most affected areas, I also note that all these industries can hardly be attributed to the category “with employees of up to 100 people”.
Of course, dry cleaning, laundries, and beauty salons were included in the list, however, it should be recognized that the circle of potential recipients of the long -awaited state man is significantly reduced. Both experts and legislators themselves spoke of the need to revise this approach.

Secondly, small and medium-sized enterprises could receive subsidies from Gosquiting for free, for example, to pay salaries to employees. The idea itself looks fair, if it were not for a mandatory requirement, the employer was obliged to preserve 90% of his employees (from the March indicator).
That is, an enterprise that does not receive any income was obliged to somehow maintain almost the entire state.
To get help? Cheerfully, you must admit, if you do not have a sinking business, to demand from you to preserve jobs when the volume of work has been reduced, only for reporting.
In addition, if only a few people work in the company (imagine a mini-tank in some residential area of a small city), and two people will quit from there, then the state will be empty almost half-90% will decrease much more than 10%, and you can’t see help.
The amount of the subsidy at the same time amounted to 12,130 rubles for each employee - this is the amount of unemployment benefits paid to citizens, dismissed since March 2020. Entrepreneurs could submit an application until July 1.
Finally, the so -called credit holidays of small and medium -sized businesses are provided only if the loan is up to 300 thousand rubles. The revenue for the previous month should fall by 30 or more percent compared to last year.
That is, if the company took a loan for a large amount and it needs to pay only the balance, then it does not fall under the criteria again.
And this is only a small number of requirements put forward by small and medium -sized businesses - I remind you, the most vulnerable in a crisis period - so that the state extends to it the very “hand of a help”.
Dry statistics are indicated about the “effectiveness” of the measures: as of July 10, 2019 in Russia there are 6,051,612 SMEs (according to the Federal Tax Service), which is 2.58% lower than last year. The number of employees in such companies in annual terms decreased by 2.4%.

In addition, the data of Rosstat indicate that in 2019, 1.4 million people worked on micro and small companies included in the list of the most affected industries. Given the changes that have entered into force in April, this is 2.4 million. We turn on the average enterprises and individual entrepreneurs - the total of 3.3 million comes out. The figure is impressive, although, according to analysts, this is only 25% of the total number of employees in SME companies.
Here is the first report of the work of the Cabinet of Mishustin in the conditions of the fight against the pandemia Covid-19. Almost already made a breakthrough, and then again something prevented.
