Evgeny Zorya by the beginning of the 2000s was a successful entrepreneur in the Khabarovsk Territory. His business was the trade in food from stalls on wheels. On the evening of October 29, 2004, Zorya put the car on the parking lot and went to a high -rise building on Seryshev Street in Khabarovsk, where he had an apartment. In fact, Zorya had lived in Canada for several years, bought real estate there, transported his family, received a Canadian passport. But from time to time in Khabarovsk came. So now he only flew from Vancouver for three days. On the way to the house from the parking lot was killed.

“Of all the murders that were now being started in connection with a furgal, only that was loud,” says Khabarovsk journalist Irina Kharitonova. - Zorya was a well -known person in the city, a former military journalist, quit the army with the rank of major. On the path to the house, he met with a man, a conversation in raised tones began between them, Zory even pushed him. That is, he knew his killer. And then - shots (if I remember correctly - seven or eight) from the Makarov pistol. Later it became known that at home Zori found a statement to the police about threats.

According to the investigation today, in a statement, Zorya mentioned the conflict with the company MIF-KHABAROVSK, with which he sued because of the warehouse premises of the bankrupt factory of reinforced concrete structures.

The young businessman Sergey Furgal and his senior partner Nikolai Mistryukov owned that company. The investigation believes that Zorya came from Canada for the next hearing, and they killed him.

The trial between Zora and the company of Furgal really was. It lasted several years, Zorya lost in the first instance, in October 2003 he lost an appeal. But in April 2004, the appeal of the Federal Arbitration Court of the Far Eastern District canceled the previous decision, the warehouse was awarded to Zore, and he returned to Canada whole and unscathed. The court issued the last decision in his favor on August 24, 2004. The dispute was over. Why would Zore come to Khabarovsk in October, and Furgalus - remove him?

Five days later, on November 3, again in the center of Khabarovsk, only on Lenin Street, the entrepreneur Alexander Adamov is killed. He owned, among other things, by a bakery that supplied Zora for sale in stalls.

“Adamov also did not live in Khabarovsk,” continues Irina Kharitonova. - And he also arrived a few days before his death, only from Sochi. The killer lied to him in the morning near the house.

Both killings remained unsolved nearly 16 years old. In the case of Adamov, his younger brother was attracted, but he was justified by the jury. Now the Investigative Committee reports that he will check the van for involvement and for an order for Adamov.

But 16 years ago in Khabarovsk, Irina Kharitonova recalls, discussed a completely different version.

“Once in the city there was such an authority Yuri Maslennikov, nicknamed Crab,” says Irina. - He himself took the place of the “watchman” around the city when they killed the thief of the neighbor, although he was not crowned. And supposedly the crab, without asking thieves, gave Zore and Adamov money to develop a business from the common fund. Then the “graters” began between thieves in Komsomolsk-on-Amur and Crab. The crab hit the run, grabbing the common fund, and one of the thieves figured out Zora and Adamov. For something, they called them to Khabarovsk?

The second murder, which is charged with Furgal, is the death of entrepreneur Oleg Bulatov in February 2005.

“The former district police officer, he quit the police and worked as a manager in Mif-Khabarovsk with Furgal and Mistryukov,” says Khabarovsk journalist Sergey Mingazov. - A year later he left them and began his own business.

Bulatov was killed near his house on the street of Decembrists, in the private sector. This house is still, as then, stands out among neighboring wooden collapses, new residents only added a garage. Trading scrap metal clearly brought income.

“There were shots, then a grenade was thrown into the courtyard, but no one was injured,” the neighbor says. - And we do not know anything else about it.

Bulatov’s body was found on the street, the killer released seven bullets into it. Now the investigation believes that Furgal with Mistryukov removed a dangerous competitor. And if you look according to the SPARK, then in 2003, the former district police officer registered its own VES-Marketing LLC, the main activity is the wholesale trade in waste and scrap of metals. But already in 2004, Furgal with Mistryukov entered his business as co-founders, all three were full partners with shares of 33.3%. Soon after the death of Bulatov, the company ceased to exist. It is incomprehensible to kill the bargal to kill the partner.

The fourth episode that SK would like to impose a van is the murder of a resident of the village of Lermontovka 180 kilometers from Khabarovsk Roman Sandalov. For him, the driver of Furgal - Vladimir Zhuravlev was convicted. And the press had already managed to tell that in the fall of 2018, exactly after the governor’s elections, Zhuravlev allegedly brought the Sandalov family one and a half million rubles.

The parents of Roman Sandalov live in Lermontovka. Finding them is simple: the worker on the tire on the brick five -story building showed me, at the store, a woman with bags explained where the Sandalov apartment, and their neighbor called Mom Roman - Natalia Georgievna.

“So many times have already told all this,” the woman waves her hand, but still cries. - No, there were no threats. Everything happened within three days ...

Roman Sandalov worked as a Monter on the railway in Bikin, district center. He was a positive and nonsense young man. I bought a Japanese truck and earned a lot when there were orders. Often helped friends who asked to take the metal to the acceptance point.

Many were shaken with metal then, and the point was just in Lermontovka, near the cemetery. It was written on it, remembers Natalya Georgievna, “Mif-Khabarovsk”. And somehow the novel again took the metal for one of his friends, the receiver did not pay this, he decided to pick up his metal, he again brought his novel for this ... In general, after a couple of days the driver of the car that stole the scrap was found. Several people came to deal with him, one with a saiga carbine. Roman ran - and he, with a carbine, shot him in the back. The guy died in the hospital.

“How I experienced it, I endured it - I don’t know,” his mother shakes his head. - The only one who wanted to help us is the investigator of the prosecutor's office Valery Borisovich Ivanyushev. He told me: do not worry, everything is opened in your case, everyone is known, there will be a court soon.

The former investigator works in the prosecutor's office of Khabarovsk, but did not want to talk about that matter. He could not bring the case to court. The suspect disappeared and was wanted for four years. Then for some reason he himself came to give up. Vladimir Zhuravlev said that he did not want to kill Sandalov, he only wanted to scare, she fell into the air - and the sandals slipped, fell, and the bullet hit him. The new investigator re-qualified the charges of murder by negligence, Zhuravlev received a year and nine months of a colony-settlement. The court ordered him to pay compensation in favor of the family of the deceased - one and a half million rubles. But where did he get that kind of money?

“And in 2016 I wrote to Zhirinovsky,” says Natalya Georgievna. -After all, Furgal, who is the driver, in their party. Why can't I even get money for my son's death? And soon this Zhuravlev came. Brought a million rubles.

As Novye already wrote, Sergey Furgal was born in 1970 in the village of Poyarkov, the Amur Region, graduated from the Medical Institute and treated patients of the district hospital for seven years. In 1999, he abandoned the work of a neurologist and went to business. Yesterday's doctor took up buying and sales of scrap of metals.

In the first company, registered in 2001, the partner of Furgal was Nikolai Mistryukov-Siberian, graduated from the VTUZ factory in Vladivostok, came to business from the post of locksmith at the Primorsky Shipyard. The company was called "Myth-Khabarovsk", the myth is Mistryukov and Furgal.

Actually, this is all that they were by 2004. They could not have special authority, such as to build prosecutors and embezzlement. Rather, the dead Zorya possessed authority.

Mistryukov and Furgal joined the LDPR. There was a rumor that it was in this party that you could quickly get a passage place in the list in the elections. Indeed, in 2005, partners will be together in the regional parliament, Furgal - under the first number in the list, Mistryukov - under the second. And two years later, Furgal will move to Moscow, to the State Duma.

Meanwhile, in Komsomolsk-on-Amur, the city-forming enterprise-the Amurmetall plant, in the heroic past-Amurstal, was slowly dying of the second largest industrial city in the region.

Remember Korchagin Pavka, “how was steel tempered”? Komsomolsk-on-Amur is exactly such a socialist city-garden that Komsomol members of the 1920s dreamed of. “They won’t write about us here,” Dmitry sighs the Komsomol resident.

- Only one site wrote about our action, and even from the words of the prosecutor that people went out to celebrate the liberation from the van.

Komsomolsk is called the city of presidential attention. That is, Putin himself said that this is the city of his attention. Life there really begins on the factory beep, because four large plants form the city. Aviation ( produces SU fighters and fuselage for the “dry superjet” ), shipbuilding ( atomic submarines ), oil refining ( the largest in the Far East, belongs to Rosneft ). The fourth is Amurmetall, the only steel -smelter plant throughout the Far East. Until recently, the raw materials were supplied to him by Torex, owned it since 2007 by Nikolai Mistryukov and the wife of Furgal - Larisa Starodubova.

As a factory, which has at least the same Korean car factories or Chinese, have managed to bring to agony - a separate story. We will only say that before the bankruptcy of Amurmetall JSC changed several owners, the deputy from United Russia included, and then the speaker of the Legislative Duma of the Khabarovsk Territory Sergey Khokhlov, then the stake packet spread between different small firms and slowly spread through offshores. Before you finally go bankrupt, Amurmetall JSC appeared among the founders of the Continental Hockey League LLC. This can be considered the first bell:

And in June 2013, the main factory stood up in the City of Presidential attention. It turned out that in 4 months he accumulated losses of half a billion rubles. The former investor, Vnesheconombank, refused to give money. In August, Yuri Trutnev was appointed the presidential envoy to the Far East, and he had to somehow avoid a social explosion, namely, the appearance of three and a half thousand unemployed.

“Trutnev had the task of pulling out the plant,” says journalist Sergei Mingazov, “and he began to look for new investors.” As far as I know, he called the State Duma deputy Sergei Furgal.

At that moment, it turns out, the interests of the plenipotentiary and the van came together, for whom the plant, melting scrap, became almost relatives. It was then that Trutnev with his own hands, one might say, was auging a vang.

“He pulled him to the surface, he gave him status,” says Sergey Mingazov.

How Furgal was tempered

Amurmetall JSC died, but the property complex of the plant, which hung on the neck of the regional government, tried several times to sell from the auction. The price fell from nine billion to three, and there were no one to throw a couple of billions into these extinct stoves.

Meanwhile, the owners of Torex were so carried away by metallurgy that they wanted to not only trade in a crowbar, but also melt it at their own factory. They established LLC Khabarovsk Elektrostal -Plavilny Plant (HAPZ).

“We went through the state examination, received permits,” says the employee who helped Starodubova and Mistryukov with the design of the papers (the name is known to “New”).

But here, almost from the envoy of Trutnev himself, as our interlocutors say, a proposal was received: why build a new plant, if now - there is a beautiful, albeit old.

Starodubova and Mistryukov did not have money for ransom of the bulky “Amurmetall”. And then they, or maybe - at first the wife of Starodubova - they advised to call a person who can take the desired loan at the Vostochny bank. The bank, for its part, put forward the condition: the new partner - the name - must own at least 50% of the management company.

So on the basis of Torex and other companies Starodubova-Mistryukov, a group of companies Torex-Khabarovsk appeared. In all enterprises, as the bank demanded, an individual named Pavel Balsky or an unknown company Armada received a 50 percent share. The person to whom it is issued has registered more than a dozen companies, some are even being registered. But at the disposal of “New” there is an extract from the register of shareholders of “Armada”.

As of October 2019, the owner of 100% of the shares is the same Pavel Balsky.

Pavel Grigoryevich Balsky once lived in Germany, headed the German Association of compatriots. His business, according to rumors, was associated with sewing elite costumes, and among the customers were entrepreneurs from the Rotenberg family. In 2006, Balsky was elected president of the National Union of Judo veterans.

In 2010, he became part of the Board of Directors of the SMP Bank, controlled by Arkady Rotenberg.

In November 2012, he became the first vice president of the Dynamo hockey club, where the president is Arkady Rotenberg.

Vostochny Bank gave the owners "Torex-Khabarovsk" the desired loan. In 2016, at the auction, the company bought the Amurmetall property complex for 2.47 billion rubles.

The generosity of the bankers of the Vostochny, as well as the condition on the 50 percent share of Balsky, can be explained simply: the Board’s board of directors included a close acquaintance of Balsky-the owner of a beauty salons network in Moscow and a lover of ballroom dancing Oksana Misona. On Instagram, she uploaded not only a video with a rumba and sambo, but also touching photos with children and their dad, like two drops of water similar to Balsky. As a security for the part of the loan, Oksana Misona will even transfer their own property as a bail to the bank: 113 land plots in the suburbs ( there is a copy of the mortgage agreement at the disposal of “New” , the security value is 280 million rubles.

And the plant began to come to life. The historical name was returned to him - "Amurstal." The companies included in the Torex-Khabarovsk group began to work with it according to a tall scheme: they supplied raw materials and paid for processing, then they received a finished product and sold. Customers appeared in Russia, in South Korea, in China. And although the quarter of the plant was owned by Larisa Starodubov, everyone knew perfectly well who her husband is.

“Trutnev, who not only remained the envoy and deputy prime minister of the government, but was also the deputy head of the Development Commission for the Development of the Far East, with all his might promoted the projects of Amurstali,” says our interlocutor who worked with the Khabarovsk government. - For example, a ban on the removal of ferrous metal scrap abroad was broken.

All Primorye moaned, because many were fed from this. But the owners of the Amurstal were the winnings: the whole crowbar knocked down to them.

Trutnev also lobbied for preferential railway tariffs for its transportation.

Helping the plant, the envoy automatically advanced up and the van. It was from Komsomolsk-on-Amur in 2016 that Furgal went to the State Duma for the last time. Its popularity in the region was already such that United Russia simply did not put anyone in this district.

In 2017, the Amurstal plant, or rather, the company Torex-Khabarovsk, according to the SPARK, had no arrival-it was eaten by payments on loans. But she paid 392.3 million rubles of taxes. A year later, net profit amounted to 346.2 million rubles, taxes - 1.4 billion. By the end of 2019, net profits have grown up to 459.5 million rubles. But this, apparently, was the last obese year of Amurstal.

In 2018, as the New ”already wrote, Furgal in the role of“ Technical Candidate ”bypassed the“ United Russia ”of Shport in the election and refused to withdraw his candidacy before the second round. So he, unexpectedly for himself, and most importantly, unexpectedly for the envoy, Moscow, and in general everyone who was interested in the Khabarovsk region, became the governor. Power, that is.

In February 2020, the general director was replaced by the Amurstal plant. The Armada as the owner of the control package appointed the general meeting of the owners and decided to remove the former from the post of former - Sergey Kuznetsov.

In Komsomolsk-on-Amur Kuznetsov, he lured, according to our interlocutor, the Moscow owner, and at first it was believed that this was a “Balian man”.

“But for Sergey Alekseevich, the main thing is that the plant worked, all sorts of many ways are not for him,” continues the factory employee. - He did not care which of the founders to deal with. The plant works - it suits it.

Three days after the removal, March 3, Sergei Kuznetsov will write a statement addressed to the head of the Ministry of Internal Affairs of the Russian Federation in the Khabarovsk Territory: “Balsky Pavel Grigoryevich ... told me to testify to law enforcement agencies and speak before the media ... namely, to stipulate myself and previously dismissed deputies about the facts of illegal financial transactions at an enterprise, which in reality were not and could not be .” The last phrase is emphasized and highlighted by bold.

In the same statement, Kuznetsov tells how in 2019 the Balsky brought the delegation of the Chinese to Amurstal. Even then, a rumor passed along the edge that the new owners wanted to sell the plant. By the arrival of Chinese comrades, writes Kuznetsov, Balsky instructed to hang in the conference hall "his photos with the first persons of the country."

Kuznetsov in July 2020 will really be arrested on charges of “illegal financial transactions”, or rather, in preparation for fraud. Together with him, deputy for security will go under arrest.

Since February 28, 2020, the plant was headed by the new general director - Grigory Freudin.

Grigory Yakovlevich is 34 years old. His biography says that he graduated from the legal faculty of the Higher School of Economics, but he himself reports that he is also an economist and linguist. Apart from the Amurstali, Freudin managed to call or act as a co -owner in seven companies. Some have already been eliminated, other Spark determines the words “high risk”. In two Freudin was a partner or subordinate to Pavel Balsky.

Regularly, once a month, to fly to the Khabarovsk Territory and go to Komsomolsk-on-Amur for one or three days Freudin, according to the sources of Novaya, began at the end of 2016. In 2020, he flew to Khabarovsk three days before the general meeting of the owners who suspended Kuznetsov, and a week later returned to Moscow. For the sake of a 40-minute conversation with the new director of Amurstal, I drove 900 kilometers from Khabarovsk to Komsomolsk-on-Amur and back. He said that the plant received in a deplorable state: the production stood, the debts for paying for electricity and heating reached 150 million rubles, electricity and hot water were disconnected.

“There was no money to calculate the suppliers of energy resources,” Grigory Freidin told New, ”new. - The plant did not have money at all. There was neither raw materials nor finished products in the warehouse. There were only debts.

- And how did this happen to the enterprise, which worked successfully in the summer, had customers and suppliers?

-We took a large Moscow company, which is engaged in financial and economic examinations.

- So what is it called?

- Now I will not tell you immediately.

This began approximately in the summer of 2019, when most of the assets of the plant began to form in accounts receivable to the companies that Mrs. Starodubova and her daughter owned.

- Why did they suddenly start doing this? After all, everything worked perfectly.

“I can't tell you that.” In January, we contacted law enforcement agencies. Because the factory was scored by loans that were supposed to ensure its normal functioning, and instead he began to simply slide into bankruptcy. The total amount of loans is about two billion rubles.

The factory had neither finished products, nor raw materials, nor cash in settlement accounts.

The plant did not receive scrap metal and did not produce products, it could not pay for electricity, heating, gas, taxes.

- With your arrival, the plant immediately earned? Return, customers, raw materials immediately appeared?

- Customers did not go anywhere, waited for the plant to work. Pavel Balsky attracted the money, as promised. Management changed, working capital was attracted. In six months, we closed the debt worth about one and a half billion rubles. Called with power engineers completely, close debts to other suppliers.

- I studied your managerial experience. Almost all the companies that you owned or headed have ceased to exist.

“I can say that I don’t like your articles either.”

- I like it or not - a matter of taste, and if the company is liquidated, this is a fact. What is the basis of the hope that you will be able to revive Amurstal?

- If there was no hope, the founder would not have appointed me.

-Does the founder know your business story?

- The founder knows the story of my success. And what is written in the spark - it does not have ... it does not correspond to reality ...

In fact, there is some Susinchron with reality in the words of the current director. For example, at the disposal of “New” there is an explanatory note to the financial statements of the plant for 2019. The company paid 1.6 billion rubles of taxes; 64% of the products were exported - Daewoo corporations, the rest - to the domestic market. Revenue, compared with 2018, increased by 7 billion. Reserves of resources, residues of incomplete production, semi -finished products, finished products prepared for the shipment of goods as of December 31 accumulated 819 million rubles. 945 million rubles remained unpaid to the Bank of Vostochny, less than half. In other words, despite the cataclysms that shook the plant since October 2019, by January 2020 it was quite alive.

Then what did Grigory Freidin call “the withdrawal of working capital” and why were the former director, along with the deputy, were arrested?

How they die for "Amurmetall"

The amounts for which Vostochny in 2016 was credited with Torex-Khabarovsk was enough to buy property at the auction. But the plant urgently needed working money for work.

The problem was solved through video conferences with Moscow. From the capital, says a former employee of the plant in Komsomolsk, the process was led by the Balsky. He complained that banks refuse Amurstal in loans, because the management company has been created recently, and all the property and all the shares of the founders in the pledge of Vostochny. And Balsky found private creditors: individuals gave the plant a total of 700 million rubles. Basically, the factory’s employee notes, these were people close to Balsky himself or his business partners. One of the creditors was, for example, the already known Instagram star Oksana Misana.

In the summer of 2019 (just when, according to the general director of Freudin, someone began to actively withdraw working funds from the plant) It was these private creditors, according to the former factory employee, demanded that they return the money, the plant raked the entire turnover and all profit, but paid.

Then the Vostochny bank included ( in the Council of Directors, we remind, Misana ). The plant regularly paid on a loan, but the bank found formal violations in the documentation and rolled out two fines of 78 million rubles. One of them managed to challenge in court ( the decision is published ).

In October 2019, Nikolai Mistryukov, the owner of the 25 percent share of Amurstali, was arrested. He was charged with organizing murders of 2004-2005.

“With a search in the murder case, they came to a plant, whose co -owner Mistryukov became 11 years after those murders,” says a former factory employee.

-Moreover, the seizure of documents related to production, again-in the murder case, was carried out by the staff of the OPEP.

Губернатора арестуют и увезут в Лефортово 9 июля. Словно предвидя события, за два дня до этого компания «Армада» выкупит у банка «Восточный» весь оставшийся кредит завода (оформление, по данным ЕГРЮЛ, завершено 14-го числа). К «Армаде», таким образом, перейдет в залог все, что было заложено в банке, в том числе — 25-процентная доля Ларисы Стародубовой. Дальше Бальскому даже не надо ничего делать: завод, принадлежащий ему на три четверти, может просто один раз просрочить выплату долга компании, принадлежащей ему же на 100%. Залог, то есть доля Стародубовой, аккуратно перейдет в руки партнера семьи Ротенбергов.

Врио губернатора Хабаровского края и член правления Федерации хоккея вряд ли кривит душой, когда говорит, что он тут временно, выполнит поручение президента — и уедет. Дегтяреву и вправду необязательно засиживаться в Хабаровске надолго.
