

“The main problem of multi -day voting is a convenient technology for coercion of voters,” Grigory Melkonets explains in a conversation with the “new”.
- It is one thing when groups of voters are forced to vote on one day, and these groups are visible because they line up in line. And another - when it can be done less noticeably: people are distributed in three days.
What else is important, the “mobile voter” technology allows you to attach people to areas that are located near organizations and institutions in which they work.
“Mobile voter” is a mechanism that allows a person to vote on any polling station convenient for him. Melkonants notes that this site can also be “convenient” for the employer who gets the opportunity to put pressure on his employee in the elections:
- It is very convenient if this is a weekday. On Friday (September 11, one of the days of early voting, falls on Friday. - Ed. ) People come to work, and they lead to vote together. Or directly at the enterprise comes the commission consisting of two or three members of the commission, where everyone votes under the supervision of the leadership. This is a very convenient tool to increase the appearance and control of how people vote.
The second “dangerous zone” is a state -owned vote, which is quite popular in the days of the “dosrochka”. Remembering the experience of all -Russian voting, Melkonian notes the most common complaints that the Voice faced during the voting week of amendments to the Constitution:
- We recorded the following technology in the suburbs: the voter comes to vote, and a member of the commission sees in the magazine that they had already voted for this person - at home that a ballot was received for him. And a member of the commission says: Sorry, you are not on the voter list. Because he sees that this person is already worth the signature, and in order not to attract attention, he says "go to the additional list." Therefore, it turns out that a person votes as if a second time.
In addition, Melkonian notes:
When voters vote at home, they do not sign in a journal with surnames in which the voter puts a signature on a regular polling station.
If a citizen has chosen a homeland vote, he only needs to sign an application for a ballot.
“And such a technology is used: for example, 300 votes should be attributed additionally on the site - they [members of the commission] apply for this fictitious statements for the subdominal [voting],” says Melkonian, “applications for people who are in the voters lists. But since these people did not come to the site, and no one carries lists to their house, opposite the names of these voters should write that they voted at home.
One of the consequences of such a system is when the voter nevertheless decides to walk to the site to vote, but then he unexpectedly discovers that opposite his last name there is already a mark on receiving a ballot. “The voter sees this and raises a scandal - there were a lot of such cases,” says Melkonian.
One of these cases at the PEC No. 1403 in Lefortovo hit the video. Muscovites, husband and wife, came to the site to vote, but in the magazine they saw that opposite their names, as well as opposite the names of their children, there were already signatures and marks that they voted at home.
When the frightened members of the commission called the chairman Irina Osipov, she simply slammed the magazine, pressed him tightly and told the indignant voters: “Have you seen this? Prove! "
The deputy chairman of the Moscow City Warrix Dmitry Reut then stated regarding this incident: “Most likely, there simply mistakenly a note was put in the list of voters that a person voted outside the room. But people are people, especially - who have been working for the fifth day. Naturally, all tired, on the nerves, we cannot exclude the human factor. ” Then the ballots with the results of the depths in the house voting in this area were declared invalid.
As for the storage of ballots at night, as it was on the all -Russian vote, “the documents actually find themselves without control,” the expert of “vote” explains. -The experience of all-Russian voting shows that it is not enough to seal the slot in the box with some kind of paper. On this paper, the seal and signature of the chairman of the commission is placed, but if desired, it can be re -packed. Or safe packages, about which they talk a lot about the alternative of the sealing of the boxes (it was in the safe package that the ballots of allegedly voted at the house in Lefortovo were contained.- Ed. ). Each commission understands safe packages in its own way, TIC does not regulate in any way what a safe package is. That is, the commission may in some kind of “know-nim” packages, without identification marks, pack the ballots.
At night, the ballots voted remain on the site, and observers, of course, are not near these hours.
At all -Russian voting, the video broadcast of what was happening at night in the plots was also not conducted:
- We do not know what is happening at night, because there was no broadcasting of video surveillance on the Internet on an all -Russian vote. Therefore, we can only trust. At the same time, there were examples when a safe, packets appeared from nowhere in the next morning, which no one had seen before. The main problem is that it is impossible to control these procedures. And at night anything can happen. If the observer comes to the site in the morning and wants to check the integrity of the seal, they can say to him: and you are late, we have already discovered everything in the morning. This does not interfere, for example, on the third day of voting, a safe package with 200-300 statements will appear. Observers will ask: who voted? They will answer him: well, you were not, we had an exit group.
Melkonants notes that the “Voice” recorded such precedents on the amendments, but at what moment there were manipulations with ballots, to fix it hard: “Night is generally a gray zone. We cannot control anything. ”
Will photographs from all -Russian voting, where members of the commission, voted at the children's carousel, in the trunk of a car, on the bus, will be repeated in the September elections in the regions? Melkonian replies that it is not yet known how he will go out in practice, but in the CEC they say that they tightened the requirements for “street voting”.

In September, in 18 regions direct governor’s elections will be held, deputies of legislative assemblies will be elected in 11 regions, and in 22 capitals of the subjects there will be elections of the city design. Voting will be held from 11 to 13 September, that is, from Friday to Monday.
The co -chair of the Voice draws attention to the fact that after a similar multi -day vote, complaints of members of the commissions regarding wages were received:
- There are a lot of dissatisfied members of the commissions who actually received payment for work at the All -Russian voting week, comparable to payment in the presidential election. That is, they were on duty for a week or several days, and at the same time received payment at the rate, as if they had worked one day. Therefore, this time it will be necessary to look at how adequate payment the members of the commission will receive, who will work out all three days.
“A similar practice received positive reviews of voting participants,” said the head of the CEC Ella Pamfilova regarding many days. Only on July 23, in the official account of the Central Election Commission, a vote appeared on Twitter with the question: “Do you consider a convenient voting practice within a few days?” When more than 63 thousand people voted, the “no” option scored 93%.
Then something very strange began. The survey was first deleted, and then published again. In an interview with the Voise, the Chairman of the CEC said: “Just a poor girl, an inexperienced, who was sitting as an administrator, when obscene expressions went on Twitter, frightened and wanted to remove them, and as a result everything was removed. I did not know about this, we did not know at all that they hung these polls, all the more we did not know what we removed. Therefore, I said: it was stupid to hang out, but it was even more stupidity to clean up. I gave the team: let it hang. This is not scary for us, we know the price of these polls to the so -called. Let it hang on universal happiness. ”
