The defense claimed that Koval was just about to go out of town for the weekend. The court believed more and put the lieutenant colonel under arrest.

The investigation believes that in the period from 2018 to 2020, deputy Koval received at least 16 million rubles from a certain company. Part of the transaction was the car of Koval Audi Q7 worth 6 million 220 thousand rubles, which neither the deputy nor his wife declared.

As a source in the St. Petersburg FSB told the “new”, the scheme according to which the deputy received rollbacks is quite simple.

Since the time of Anatoly Sobchak in St. Petersburg, it is possible to make an amendment to the already approved budget for deputies of ZakS, redistributing at its discretion as a whole up to 2% of its amount (in total about 3-6 billion rubles).

According to the investigation, Roman Koval achieved the allocation of additional funds to objects of healthcare, and those, in turn, concluded contracts with certain firms, whose leaders paid the deputy 20% of the amount of the contract.

On bribes, according to the same scheme, another single deputy-Svetlana Nesterova had previously come across. In 2018, the Red Guard Court of St. Petersburg sentenced her to five years in prison. After the detention of Nesterova in June 2016, the speaker of the Legislative Assembly Vyacheslav Makarov publicly stated: either the deputy amendment will become completely open ( *at the moment in the government does not disclose information about which of the deputies and where specifically sent the money. - *Ed. ) Or it will be removed completely. Neither one nor the other happened.

Roman Koval came to the legislative power from the police. In 1999, he graduated from St. Petersburg University of the Ministry of Internal Affairs. He worked in the Central Ministry of Internal Affairs, then in the investigative department. In 2014, he was elected as a deputy of the municipal council of the intra -city municipality "Sosnovaya Polyana". In 2016, Lieutenant Colonel Koval was transferred to the post of deputy head of the educational and scientific complex of his native university.

In 2016, Koval is included in the list of United Russia in the elections in the Zachs of St. Petersburg. The press claimed that this was contributed by a relative of Koval Igor Divinsky, a deputy of the State Duma, a former vice-governor of St. Petersburg. However, Koval himself denies this kinship.
