Sortavala: residents were refused a referendum to unite with another village

The initiative group for holding a referendum on the unification of the settlements of Sortaval and Helul refused to register, said Royne Izumov, chairman of the Just Russia party.

As Izumov explained, the local election commission motivated the refusal that the documents had to be submitted to the Central Election Commission of Karelia. Elena Vansovskaya, a member of the Tick Sortavala with the right of a decisive vote, introduced a special opinion to the protocol of the commission and voted against. Zyumov specified that the initiative group did not agree with this decision and appeal it in court. He referred to a similar situation in Murmansk, where residents wanted to hold a referendum on the unification of the territories. They were also refused the registration of the group, but the Federal CEC decided that the documents were supposed to be submitted to the local commission, not the regional one.

In 2019, the Karelia authorities decided to unite the administrations of two neighboring settlements - Sortaval and the village of Helyul, and transfer the powers of the head to the district. The Council of Deputies of the Sortavali was divided in the opinion of this issue, a political crisis began in the council. In December, he was dissolved by the Karelia authorities on a formal basis - the deputies did not conduct sessions for three consecutive months. Some deputies declared pressure from the republican authorities.

In March 2020, the Sortaval held the election of a new council, which included exclusively representatives of United Russia, on July 2, 2020, the new composition fired the mayor Sergey Krupin, who opposed the association. Vladimir Golovchenko became the chairman of the new City Council of the Sortavali. On July 16, the City Court of Sortavala restored Krupin as a position. During the time that Krupin was removed, a document was signed on the unification of Sortavals with Helyles, and direct elections of the head of the city of Sortavala were also canceled.
