Environmental protest has become political

Oleg Mandrykin was removed from the election of the governor of the Arkhangelsk region. The day before, we talked with him about why the authorities are losing regardless of their outcome.

The election commander of the Arkhangelsk region refused to register as a candidate for governors Severodvinsky entrepreneur Oleg Mandrykin. Of the 198 of the municipal signatures he collected, the commission rejected more than half. Mandrykin has already stated that he would challenge this decision and compete for the governor's post. De Jure nominated the Yabloko Mandrykin, but it was supported by people of different views, from the Communists to the Libertarians: Oleg, the winner of the primaries conducted by the STOP Shies coalition.

Removing him from the elections does not alleviate the position of the authorities extremely unpopular among the Archangelsk. Firstly, the opposition has already started talking about the possibility of mass street protests, the experience of which in the region is very large. They cost a political career to the previous governor Igor Orlov.

Secondly, Mandrykin’s elimination from the election race does not cancel the protest agenda, which he broadcast as a candidate. Protest in the north does not have a leader. And the excretion of one of the leaders beyond the brackets of the political agenda does not weaken the movement itself, but only causes a new wave of irritation among its participants.

Our conversation with Mandrykin took place on the eve of his withdrawal from the elections. I don’t think that Oleg from the very beginning was counting on victory - an opposition candidate in the current realities even to hope for this, to put it mildly, recklessly. However, its nomination marked an important point: a spontaneous environmental protest became political.

People who have been defending the right to live on clean land for two years are ready to take control of the region.

In such a situation, the very nomination of the “candidate from Shies” became a political challenge. About the main theses of this call, our interview.

- How can an opposition candidate go through a municipal filter, if this is virtually impossible?

- This is impossible if you do not use real support. How did the Popular Governor project appear? At the congress of the coalition, everyone was offered to nominate any candidates. We received 25, agreed to participate 13, took from each receipt that they would not refuse in case of victory. Soft voting - everyone could vote for three names. Three winners received: Svetlana Babenko and Sergey Ilyukhina ( Babenko and Ilyukhina Mandrykin subsequently called me candidates for the Council in case of his victory . - T. B. ). And already their candidates were proposed to support all parties, in general, to everyone that they are. They said that we do not care, choose any of us. The LDPR immediately refused, SR pulled a month and also refused.

In our movement, there are a lot of left views - take a look at the number of red flags on Shies. If the Communist Party, which had 120 mandates in municipalities, united with our coalition, in which 28 social movements, this would be a victory for us, and for them - a historical chance. But they categorically said that they would not put anyone and support anyone in these elections at all. And a serious question arose: 80 percent were in order to go with the “apple”, but the communist guys asked for a few more days - they unsuccessfully convinced their leadership. As a result, on these wires, we lost up to 14 days to collect signatures in total.

Meanwhile, already in the first three days, meetings were held in all areas, at which the deputies gathered votes for Tsybulsky ( acting governor . - T. B. ). In addition, supporters of United Russia collected signatures for other announced candidates, some of whom did not have their headquarters - they were generally on vacation. Severodvinsk was closed to the entrance and departure from behind the coronavirus, and I did not leave the house for a month, hung on the phone-I talked with every deputy, whose contacts we were able to find.

There are a lot of decent people in the region. And in the end, our signatures are alive, people did not ask the power to put them - on the contrary, people signed in spite of, consciously. Crazy stories, of course, with almost every voice. 90 percent of our signatures are from settlements where there is no notary public, and there they are assured by the head. One deputy calls me: I would give you a voice, but went to certify the chapter, and he says that the tractor will not allow the tractor in winter and will not bring firewood to our settlement.

And how many cases when the chapters refused to certify the signature!

Three deputies came, and the head first sends them to the district center at the post office to pay the state fee 100 rubles. The settlement is on the right bank of the Dvina, the district center is on the left, to the bridge 650 km. The width of the river is 500 meters. You need to sail on a boat, then go on the way 20 km, then cross the river again - there is mail. And then then back. By law, I can pay from the electoral account, I call the chapter, please send the details - and we wait for them for three days.

Another deputy says that he had a vote for us, and the form handed over to the chapter. There is no form. I'm calling. They do not know where he is. They didn’t find it.

Forms were taken out by helicopter, a deputy was in a boat on a boat, with fellow travelers by rail were handed over at five in the morning. The latter was signed three hours before the end of the deadline. These are live voices, not that they printed, distributed, and ordered to sign on command. One generally arrived as crumpled: the deputy mistakenly threw it into a bucket, then took it out, smoothed it and sent it.

- If you are faced with such opposition to local authorities at the election stage, how are you going to work with them in case of victory?

- People understand everything. These district officials are teachers, doctors - state employees. They also see what is happening in the country and also do not approve of this. In recent years, we have left 400 thousand out of one and a half million population. There are villages where you can only get to rivers - timber trucks defeated the roads. Bread once a week is brought barely. In these villages of the next generation will no longer be born - everyone understands this. Large cities are pulled out of villages. Yes, and the cities ... Here is the closest to us the city of Onega, he is 600 years old. They close the hospital there. There are three hours to Severodvinsk in the ground. What are you doing?

There, women gave birth for 600 years, and never will be recorded in the documents again: he was born in Onega.

People in positions understand everything perfectly. They just ordered them. But many tell me: now we cannot otherwise, but in the elections we will vote for you. They also want change. By the way, out of 198 votes do you know who gave us the most? "United Russia" - 102 votes. They also got everything.

- Why did the authorities go against you with such a rink? Do they really believe that you can win?

- If Mandrykin is allowed to the election, they will at least receive competitive elections and the second round. And as practice shows, they lose the second round. Never social activists put forward a candidate - they could not agree. 28 of completely different organizations throughout the region with a completely different level of development - it can be difficult to agree on less. And yet they united. Everything will be done upstairs so that we do not go through the municipal filter.

- If you do not pass the municipal filter, will the second Khabarovsk be?

- For many, the fact of refusal will be outrageous. Whether there will be protests - the coalition will decide. Let's just say, we have a plan “B”. But so far we are in the mode of restrictions on mass events due to coronavirus. There will be no such as in Khabarovsk, I think.

In general, whoever choose, one governor cannot do anything. You have all the appointed chapters, you are tied hand and foot, you do not have a personnel reserve. It is not a fact that all officials will work with you.

“But then you will not have a team either.”

- There are a huge number of activists who showed themselves perfectly. And then everything has the opposite side. The appointment of chapters is bad. But you can shoot them. And by the way, people quickly adapt. Normal human attitude leads to changes; It is necessary to allow people to criticize power, to stop feeding the controlled media. There is something good-write, bad-write too.

I have a team, there is a backbone of people who should take key posts. And ahead of the elections to the State Duma, and we have six deputies from the region. And not a single mouth was opened about Shies, including the deputy chairman of the State Duma Olga Epifanov - also our deputy. You have a rebellion at your homeland, people beat, and you cannot even collect the press conference. They all need to be changed.

- You will have to negotiate not only with officials and the population, but also with the federal center. Have you been led to get to know the presidential administration?

- No.

“If you do not close Shies, your supporters will tear you.” Do you have a way to close it? Tsybulsky, there, also promises, but nothing is closed.

- I take off the phone and call Sobyanin. Sergey Semenovich, this is the case: give a team, so that at least a court decision is fulfilled. There is a court decision on the demolition of their buildings, but they are pulling time.

- And if Sobyanin does not pick up the phone?

- So, the best lawyers will work on this and simultaneously terminate the agreement with Moscow.

- Which in exchange for ShiES invested in your schools, hospitals and clinics?

-I asked Orlov ( ex-governor of the Arkhangelsk region. - T. B. ), is there such a point that it is in exchange for Shies. He said that it was just Moscow help. Without obligations.

- And if he lied?

- So, we will pay. The Finns, having lost the war, being an undeveloped agricultural country, paid reparations so that the USSR had no complaints about their sovereignty. We will not eat oil, but we will give the money. Find this money.

You can not trade in the homeland, you can not kill what should remain future generations.

I do not think that money is a determining structure in life, if you do everything morally correctly. Do everything right - and will be like in Finland. Yes, not in five years, but it will be.

No need to invent anything, this path has gone to us. Western countries are ready to share the experience of garbage reform with us and we are ready to buy garbage from us. The same tourism too. I traveled to the United States - everywhere the darkness of gas stations, where you can fill the water into the trailer and drain the drains from it. And we have not a single one in the region. You go to the chapter of any city where there is a sewage system, and you say: put a crane, 5 dollars per 100 liters you will sell water. People come here, they want to see Russian protected. But they cannot drain the trailer to the trailer to the Dvina - they are not accustomed. And so - an ideal region for tourism. There are little roads, gasoline and products are cheaper than in Europe, you can call in any forest, swim in any river.

Caravans of Kempors bring money to Northern Norway. And they would take us to us. But we have only 77 beds on the entire Kenozersky national park, booking on the foot since January. - You are talking about the Arkhangelsk region as an autonomous territory, never mentioning the dependence on the center.

- So the dependence on the center is the worst. So far, we will not learn how to survive and earn our own, and not only the resale of the forest abroad, we will not live normally. You need to look for investments, transfer the economy into a service channel.

Otherwise, we will cut down all the forests, dig all diamonds, sell all oil - and that’s it.

There is a good formula: you do not know what to do - do the law. If Moscow gives us everything due, is already not bad. But to hope that she will feed us is wrong.

- They will tell you how Tsybulsky: unite with the NAO, they have money, and Moscow will not give money.

- Nao pays a lot of money under the agreement of the Arkhangelsk region. In addition, our budget is 100 billion, and there are only 17 of them, and you cannot take everything. Suppose Tsybulsky will receive half of their budget when uniting, but this will not radically change the life of the region.

-In addition to Moscow and your own voters, you will have to take into account the interests of local business elites-or they will not take into account yours. Have you already tried to negotiate with you?

- No. On such conditions, we would not agree. This is corruption. This is a conspiracy: so Orlov gave the park zone in the center of Severodvinsk for the construction of a residential complex. The developer received the land for free - they say, an investment project. Although we, as a real estate agency, lost money on this.

- Do you sell apartments in this complex now?

- No longer, they terminated the contract with us.

- But the complex was built. In their value system, they are very effective. And you are not.

- Do we want to negotiate or build life? We need to start with a system of values: they are in the sewer hatch, and in the toilet, and in the distribution of forest suses.

- That is, your disagreement is not political, but ethical?

- Yes, what a policy we have! How can you resist EP with its huge resource? Only on ethical values. It will be scary, but you should, because no one will do this for you - neither Moscow, nor America, nor Europe.

- You come to power. But the coordinate system that you want to change, it is what it is. You need a hospital because there is nowhere to carry people with coronavirus, you need ambulance, because there is nothing to. You have values. But there is no money. What will you do?

- What happens in the family when there is no money? They are compressed. And we will. Only earlier they squeezed medicine and schools, and we sequent public administration. A quarter of the budget of the region is eaten by officials. Here we arrested the head of the regional tax for requisitions. But for a long time, entrepreneurs come to me and ask them to choose an apartment in Moscow so that they re -register their individual entrepreneurs - so that we do not deal with our officials. And these are taxes that leave the region.

- You are talking about moral purity, and your opponents remind you that Realt in Russia is a gray business. The videos are already being shot about you, they remember the deceived equity holders, who sold apartments through you.

- Since 1998, we are in the market, here is a small city. If we threw someone, everyone would know it, and we would not work. For 22 years, there was not a single court decision against us, because there was not a single claim from our customers. We are crystal pure. Yes, the developer of the LCD Park threw people, we sold apartments in this complex. And people would have received them for a long time, there is a shared construction insurance fund for this, they just decide for a year now, to complete the house or money to return money to people.

But the ticket office is never judged due to the fall of the aircraft. Although from prison and from Suma they are not raped, I understand that.

Of course, Mandrykin can be planted or even killed - Furgal did not think that he would be arrested. They often have no other ways of influencing the regions. But Mandrykin is not a protest leader, and the protest will not end. It will only rally the ranks.

- For a degree of protest in the Arkhangelsk region, “thank you” I must say to the authorities: nothing ransally ralves as fines and arrests. Why does the state so actively provoke protests?

- It seems to me that they have a negative selection there. People who are able to make decisions do not get there. After the Crimea, no matter how apparently his accession, Putin received an unprecedented credit of trust, he was redeemed in love, but the euphoria ends with sobering. And they believed that it was forever. Now look: there are 55 percent against changes to the Constitution, in our Lensky district - 51, in Urdom - 70, Severodvinsk - 38 ... These are people who voted against abruption. By the way, in Severodvinsk, out of eight mandates of the regional legislature "EP" two years ago, before Shiies, took only one.

- Have you financed a protest on Shies?

- Yes. We did not collect donations on the card, just threw ourselves to rallies and spent 11 of them, made a newspaper, sent money to ShiES, because the generator, the infection, is eating.

- If you lose at any stage, but the conditional Tsybulsky offers you to agree and cooperate, will you agree?

- This will not happen. But in any case, the coalition will decide - depending on what he will offer. Closing Shies is a fundamental point, otherwise let people decide.
