Rosfinmonitoring proposes to develop a system of analysis of cryptocurrency transactions using artificial intelligence (AI). As follows from the letter of the department sent by the deputy head of the Ministry of Communications Maxim Parshin, it is proposed to create a system as part of the Transparent blockchain project, including it in the federal project "Artificial Intelligence".

The letter also reports that rofinmonitoring together with the Physical Institute. Lebedeva has already developed a prototype of the system based on the data of the Bitcoin transactions system and tested it in the field of combating the drug business. According to RBC , they have already familiarized themselves with the prototype in the Ministry of Internal Affairs, showing interest in its use. Also, financial intelligence of several unnamed countries also showed interest in the system.

Rosfinmonitoring notes that the creation of a system is necessary for state control over the turnover of virtual assets. "Virtual assets, including different cryptocurrency systems, are used by criminals in many unlawful schemes: drug trafficking, tax evasion, cybercrime, custom murders, sale of information from closed databases, financing extremism," the letter says. Its authors call the project unique to Russia, noting that there are already a number of analogues in the world, including the development of the American company Chainalysis.

Among other things, the promising system will allow you to track and analyze the movement of digital financial assets (Tsf), conduct investigations of the illegal turnover of the Central Forest, partially remove the anonymity of participants in transaction transaction with cryptocurrencies in the Bitcoin, Ethereum, Omni, Dash and Monero systems by setting them to set the most common profiles for conducting cryptotarrances. In addition, the system will make it possible to scan a network to detect images with details of funding for funds for financing terrorist activities, as well as to identify messages related to money laundering and financing of terrorism.

If earlier the development of the project was conducted at the expense of extrabudgetary funds, then for the full launch of the system it will be necessary to allocate 760 million rubles from the budget until 2024, it is specified in the application to the letter. The Ministry of Communications confirmed the receipt of the letter, but refused to comment on its content.

As the member of the expert council of the State Duma, the founder of the Righthobots ANO Nikita Kulikov, explained the initiative of Rosfinmonitoring provides for the creation of AI, which will monitor the entire Internet in the search for illegal actions with crypto assets. The expert recalled that for cryptocurrency transactions, blockchain systems are used, in which transactions information are stored unchanged and available to all blockchain participants. At the same time, the parties to the transaction can only be identified if there are at least some initial information.

The proposed service can be effective in case of accumulation of data on a large volume of normal transactions, which will allow to train the algorithm to find abnormal transactions, said Viktor Smirnov, head of the “digital processes” of the IT company. "It is necessary to take into account the requirements for effective information exchange with the international circuit, so as not to limit themselves to the national segment in the investigation of cryptotrazazations," he added.
