The head of Bashkiria stopped the development of Shihan Kushtau after the clashes of activists with hooligans and a choke. For 34 people from among Shihan defenders, criminal cases have opened.

The age of the limestone mountains in Bashkiria, Shikhanov, according to scientists, is from 230 to 300 million years. They formed on the site of the long -retreating Perm Sea, and became not only the decoration of Bashkiria, but also the areas for dozens of red -blown animals and plants. Some of them are no longer anywhere on Earth.

Part 1. Confrontation

August 9, 2020. 22.00. The tent camp at the foot of Shihan Kustau.

The rain has not stopped for the third hour, and there is no salvation from it. Water clogs behind the collars, flows along the legs, oozes through the waterproof fabric of tents. The earth turned into slush.

Defenders of the mountain, checkers, are trying to find a dry place for spare clothing and products. The camp, two dozen tents, is illuminated by two small spotlights.

Suddenly a call. A report from the nearest village. “They are going to you. Two buses, four Mercedes.

Five minutes later again: “They go. Many".

Urgent gathering in the center of the camp.

- How many of us? Let's count, - Ramis, the young, tightly knocked down Bashkirs with a face cut with a face, takes over. - One, two, three ... nineteen. Sixteen men, three women. Women - hide.

Not everyone leaves to hide: Ruzina Mukhamedzhanova, the defender of Kushtau from the first days of the confrontation, firmly says that he will remain.

On an industrial road 200 meters from the camp, first appear two, then seven, then the sea of ​​lanterns.

The crowd stops 50 meters from us. We do not see faces - only lanterns. We do not even see the extreme tents of the camp. The darkness is pitch.

Twenty minutes nothing happens. People with flashlights are discussing something, and suddenly-they are abruptly removed from the place and go to us with a wide strip.

"U-oo-oo-oo!" - they howl, approaching.

The first to the light of spotlights are men in blue camouflage. 50 people. Their faces hide hoods and masks. On the sleeves - the stripping of the SCOP "Vershina", a security company hired "BSK". Each has a rubber club.

Behind them is a pack of sports -looking guys. 250, no less. White bandages on the hands. Faces are hidden: who has masks, who has balaclavs.

“Guys, take them into the ring,” the Chopovets commands in a black jacket.

Fighters surround us from all sides.

- For what purpose do you limit our movements? - He asks, instructing the camera on Chopovtsa, activist.

- Now the technique will go here. We do not want you to interfere.

Neither now, nor in an hour, nor in two, no equipment will go to the mountain. They will go on the offensive on us. The guards begin to squeeze the ring. "Rr-r-time, rr-z, r-time!"

They press to the tent. Athletes behind their backs are being saturated.

“I will call you a sloth.” You are fucked up! - shows a grinning gopnik to one of the activists. - ABOUT! And you are a gopher. Look, guys, we have a lazy and gopher here!

At some point, the guards pass the athletes forward. Provocations are becoming tougher. Gopniks begin to grab activists for clothes, shine with lanterns in the eyes. One pokes me under her ribs.

- Take your camera, moron.

- I have the right to shoot.

Six titles burst into a tent with activists. They take out a watermelon lying in a box, break it on the ground, begin to eat it, lifting the pieces scattered on the ground. Another group begins to trample tents.

- And most importantly, that you understand, morons, your mountain can no longer be saved. All documents have already been issued. You only freeze in vain in the rain. Go to your children, tell me that you have been licking all, - shouts Sorostrin in Balaclava.

Molodnikov’s ramps are interrupted by police officers who arrived by calling activists. Gopniks again retreat behind the guards. But the police (only three people) do not seek to detain them.

“But we also want to go out, but they don’t give us - they are kept in a chain,” one of the activists is indignant.

The policeman leaves. When he begins to take an explanation from the applicants, the crowd of gopniks decides to retreat as on the command, with a quick step he goes towards the road. The guards continue to hold us in the ring.

The lights of the athletes disappear from the horizon, and here in the distance - on the road where they go, a loud chant is heard: “Kushtau, live! KUSTAU, live! "

This came the help caused by activists, hundreds of people. Later it turns out: gopniks will attack them to break through, but get a rebuff. They will retreat in small groups, several will be filmed in the video.

One admits: for the attack on the camp, everyone promised 3,000 rubles.

But money is not their only prey. When the guard finally removes the cordon, we rush to inspect the tents. I do not find my backpack with a laptop, the defenders of Kushtau disappears a router and other things. We find a bag of one of the activists the next morning - thrown out in the forest.

A criminal case on the theft of things has already been instituted.

Mountain over the mountain

The attack of titles is not the first attack on Kustau defenders since the beginning of the confrontation. On August 6, all the same guards with the stripes of the Chop “Verina”, accompanied by police and fighters of the Russian Guard, came to the foot of the mountain. To launch equipment on Shihan, they first cordoned off the camp, and then they began to grab activists, throw them to the ground. The 83-year-old resident Ishimbay Valentina Musavarova broke his leg. Seven people were detained.

Violence, as it always happens, has given the opposite of the expected effect: people realized that they were not going to lead any dialogue with them, and decided to show their strength to the authorities and industrialists. On August 9, a gathering in defense of Shikhan was announced at the foot of Kuzhtau.

The road from Sterlitamak to the village of Shikhana is unlikely to once see such a dense traffic. Cars are drawn to the foot of the Kuzhtau snake. Soon already in the village itself there is nowhere to park them. People leave them in neighboring villages, go to the sacred grief on foot.

Thus, four sacred mountains grew off the coast of Agidel: Shihan Toratau - in the place where the horse of Ashak, Shihan Kustau stood - where his falcon flew, Shihan Shakhtau - where Ashak himself stood, and Shihan Yoracttau - where his stone heart fell.

The giant flag of Bashkortostan is stretched from the extreme rural house. In the Shihans themselves, the houses and fences are full of posters: “Kushtau, live!”, “We will save Kushtau for our children.”

I walk along the blue-white-green flag. He is being held, somewhere shoulder to the shoulder, somewhere, observing the distance, thousands of people.

Ilsur Irnazarov came to defend Kushtau from the Baymak district. Five hours on the road.

-Today, the pulse of the republic is not in the White House ( the building of the Government of the Republic of Belarus. - I. Zh. ), Not in Ufa, not somewhere, but here-to Kushtau. This is not just a development, this mountain is historically important for our people. And if we give Shihan, it will be a sign to officials and industrialists that anything can be done with us. But this will not happen. The Bashkir people will not work.

Pensioner Ravil Kharisov believes that a tourist cluster needs to be made on Shihan.

- Such mountains in the world are units. And their story is unique. In the future, the republic will earn much more on tourism than in the extraction of limestone for soda. And the limestone in Bashkortostan is full. Why not take another deposit? He asks. And refers to history. -In the 50s, the authorities of the USSR gave Sodoviki Shihan Shakhtau. The time was different then: it was not accepted to protest. Today, Shakhtau is destroyed, wrapped up to the foundation pit. And now they pull their hands to the new Shihan. “BSK” says: Guys, if we have been Kuzhtau, there will be money, there will be a garden city. No, sorry. There is no city city on the destroyed Shakhtau. There is only a poisonous White Sea. And they will leave the same on Kustau. And they will follow the next Shihan. And there will be two of them. The garden city will be here on the living Kuzhtau.

A living chain is bursting with the chanting: “Kustau, ESHE [live]! KUSTAU, ESHE! "

The flag stretches for one and a half to two kilometers. But then it does not end: people line up in the second row, climbing higher and higher along the mountain. How many are there? Three, four thousand? In the end, there are eight rows.

We, unlike the owners of BSK JSC, do not have housing abroad, where we could leave and take out our children, leaving a contaminated city and pits instead of mountains.

We know that the company can be modernized taking into account modern requirements for technologies, and refuse to develop Kustau for the sake of limiting limestone. We believe that due to the cutting of social expenses on the city, BSK JSC has enough profit to modernize production and preserve unique natural objects. ”

Part 2. Those who benefit

"Raiding, not eco -protection"

The plants of the Bashkir Soda Company occupy a third of the Sterlitamak Square. Red-white pipes constantly throw thick caustic smoke into the air. Logs creak on cables: raw materials are delivered to the enterprise directly from the bleed Shikhan Shakhtau, 6.5 kilometers to it on the cable. The head office carefully transferred to another area - closer to greenery.

Deputy General Director of BSK Rustem Basyrov meets me in his office. He immediately warns that he will not answer questions about attacks on activists: “This is the competence of law enforcement agencies.” But immediately speaks of the importance of the development of Kustau.

- The development of Shihan will solve the raw material problem of the “Bashkir soda company”, which is a city -forming for Sterlitamak. About 280,000 people live in the city. 9,000 work at the BSC. At the "raw material company", our subsidiary, another 1000 people. Plus, contractors are 3,000. Plus veterans who use our benefits are 6,000 people. Plus family members - 15,000. Total there are about 35,000–40,000 residents of Sterlitamak, whose fate depends on the work of the enterprise. There will be raw materials by the Bashkir Soda Company - the city will be provided with stable development for decades: there will be salaries, at home will be built, a normal life will be built. This is our most important argument in favor of the development of Kushtau.

Basyrov notes that although there are really a lot of limestone in Bashkortostan, not everyone is suitable for the chemical industry.

- For the production of soda, you need limestone of very high quality. In Shikhan, it is chemically clean. There were experiments with samples of Gumerovsky, Almukhametovsky, a number of Zauralsky deposits. And the stoves just failed. Because the percentage of impurities in these limestones is too high.

How many years there is enough reserves of Kustau, Rustem Basyrov is at a difficult time. The exploration has not yet been carried out.

“But then what is the next Shihan?” I ask.

- The current deposit of Shakhtau was provided to us in 1953. Now in the yard 2020. If we take the prospect by analogy only with Shakhtau, 50–70 years old, then yes - the next shikhan. Maybe. And perhaps some other decision. Perhaps there will be some new technologies.

According to Basyrov, the protests against the development of Kustau are connected not so much with the protection of nature as with the struggle for the market.

-All the 90s and all the “zero” years we worked on the solution of the raw material problem. And, of course, there were a lot of options. But whatever option was considered as a worker, a protest movement was immediately organized. Homerovo? Oh, there are surrounding villages, there is beauty, there are haymaking lands, there are bees. Quaran? The same thing: relict trees, grasshoppers, red -hot insects and plants. I am sure to take any deposit - and you will find a red -Book flora and fauna there. But for some reason, it is precisely the deposits of soda that are so concerned about ecologists. In the Trans -Urals, hundreds of licenses for development are issued to industrialists. But our wonderful ecologists do not go to these deposits, and do not study the flora and fauna there. Thousands of forest divisions are issued for cutting down, I have not seen a single report of respected ecologists about what kind of red -hot insects this entrepreneur can destroy. And this leads to certain thoughts ...

Rustem Basyrov admits that BSK has no competitors in Russia. But they are in the international arena.

- Maybe this is pressure on our company from enterprises - consumers of soda, who want to change our pricing policy. Maybe the pressure in order to force us to sell some assets. You will not deny that there are dirty technologies in the competitive market: raider seizures, and discrediting the opponent, and paid articles, and campaign, and picket.

Unfortunately, people who are engaged in environmental raiding do not hear us. And with the local population, I want to say, we have no problems.

The escape of the brave

Having left the BSC office, I am heading to the Verina Security Company. I want to talk about the titles in the camp.

Chop is located right at the southern passage soda plant. In the parking lot in front of the office there is a sign “Do not park. In addition to cars of the raw material company JSC.

I climb the porch, and a strong man with three rolls of wallpaper in his hands hides behind me.

- Where are we going?

Продолжительные звонки в приемную, канцелярию и в кабинет директора остаются безответными.

Куштау уезжает на Кипр

Замгендиректора «БСК» Рустем Басыров в разговоре со мной заявил о 9 000 работников содовой компании и 35 000–40 000 человек, зависящих от содового завода.

В «БСК» вообще любят говорить, что являются крупнейшими налогоплательщиками и кормильцами республики. Однако на поверку все выходит не совсем так.

В прошлом году министерство финансов Башкортостана опубликовало список крупнейших налогоплательщиков региона.

Главные налогоплательшики Башкортостана

• 27,9% бюджета республики формирует «Башнефть»,

• 3,2% — «Газпром»,

• 2,3% — «Уфимское моторостроительное объединение».

• 2,2% бюджета республики дает (внимание!) пивоварня «Эфес».

• И лишь 1,7% — «Башкирская содовая компания».

С численностью работников «БСК» ситуация тоже неоднозначная. В 2019 году оценку финансового положения компании по просьбе Совета по правам человека при главе Башкортостана готовили сотрудники лаборатории моделирования социально-экономических процессов Института стратегических исследований (структура РАН).

В исследовании говорилось: «Численность персонала АО «БСК» и АО «Сырьевая компания» на момент анализа составляет 998 и 626 человек». СПЧ, впрочем, по каким-то причинам не стал публиковать результаты этой оценки, и сегодня ее сведения носят статус неофициальных.

Но вопрос не может стоять так: потеряют ли работу 9000 человек или 1 624. И то, и другое неприемлемо. The question is that

в случае отказа «БСК» от разработки Куштау — терять работу не придется никому.

— «Содовая компания» говорит, что им нужен известняк с очень небольшим количеством примесей — не более 0,5%. Однако этот довод легко отбивается: их же завод в Березниках работает на известняке с допустимым содержанием песка и глины в 4%. Это написано на официальном сайте, — говорит завкафедрой геологии и полезных ископаемых БашГУ Исхак Фархутдинов. — Все остальные содовые заводы мира, работающие по той же технологии, что и «БСК», работают на известняке с объемом примесей до 2,5%. На альтернативных месторождениях, которые предлагались содовой компании, содержание примесей — до 1%. Причем на Худолазском месторождении в Сибае уже есть карьер, есть железная дорога к карьеру, и там разработке месторождения будут только рады: Сибай же моногород, карьер по добыче меди в нем сейчас затоплен, а людям нужна работа. Переработка при этом все равно останется в Стерлитамаке.

Фархутдинов отмечает, что в 2018 году «БСК» требовала отдать им под разработку шихан Торатау, настаивая, что известняк Куштау для производства соды не подходит. Однако сегодня он внезапно стал подходящим.

— И здесь возникает второй момент. «БСК» не хочет возить известняк издалека. В компании говорят, что в случае увеличения расстояния транспортировки, предприятие станет нерентабельным, и рынок займут турки или американцы. Я лично общался с [заместителем гендиректора содовой компании] Мариной Бортовой по этому вопросу, и она мне сказала: 60 километров и все — больше для нас не рентабельно. Но в тех же Березниках расстояние от месторождения до завода — 80 километров. Если взять Крым, то там расстояние транспортировки — 120 километров. Плюс, когда сюда приезжали члены федерального СПЧ, они делали свои выкладки. И по этим выкладкам получалось, что расходы на транспортировку составляют всего лишь 4% от всех расходов компании. Даже если они вырастут на 10% — это не погубит «БСК».

Чистая прибыль компании, подчеркивает Фархутдинов, 10 млрд рублей (по данным «Интерфакс-Спарк» — 12 млрд рублей за 2019 год). Доходность, по данным Института стратегических исследований, находится на уровне 60%. «С учетом расстояния месторождения в г. Сибай до завода АО «БСК» в 500 километров, даже если цена на известняк вырастет в три раза, себестоимость соды вырастет всего на 6%, — говорится в оценке Института. — С учетом существующей доходности это принципиально не отразится на структуре финансов компании».

Если прибыль упадет с 12 до 9 или даже 8 млрд рублей, закрытием предприятию это никак не грозит. Однако такие потери будут чувствительны для бенефициаров компании. А они у «БСК» интересные.

0,26% акций компании владеет ООО «Торговый дом «Башхим», 4,28% акций — миноритарии, 38,28% — государственное акционерное общество «Региональный фонд» (принадлежит министерству имущественных отношений Башкортостана). А вот б о льшая часть акций «БСК», 57,18%, принадлежит АО «Башхим», единственным учредителем которого является кипрский офшор Modisanna Limited.

То есть б о льшая часть прибыли от башкирской соды уходит на Кипр.

Имена бенефициаров Modissanna Limited кипрская юрисдикция заботливо не раскрывает. Зато их называет государственное информационное агентство «Башинформ»: Виктор Исламов, Альберт Харисов, Сергей Черников, Дмитрий Пяткин. Харисов и Пяткин входят в состав совета директоров «БСК».

Эти люди неизвестны большинству россиян, потому что жить предпочитают во Франции. Здесь у них, согласно июльской публикации Lenta.ru, два поместья на берегу реки Аржанс: Шато Ля Мартинет площадью 300 га и Приорэ Сент Мари Вьей площадью 100 га. В окрестных лесах водятся куропатки, зайцы, фазаны, кабаны. И главное: в округе есть горы и нет никакой угрожающей им тяжелой промышленности.

Кто свернет гору? Об акционерах «БСК»

Контрольный пакет «Башкирской содовой компании» в 57,18%, согласно отчетности компании на конец июня 2020 года, принадлежит АО «Башхим» Дмитрия Пяткина и бывшему члену Общественной палаты Сергею Черникову, еще 38,28% владеет Башкирия через АО «Региональный фонд» республиканского минземимущества и 0,26% акций принадлежат дочке «БСК» «Торговому дому «Башкирская Химия».

Оcновным акционером «БСК», согласно отчетности, которую компания в последний раз публиковала в 2015 году, владел кипрский офшор Modisanna Limited, которым номинально владела сервисная компания Imperium Nominees Limited, связанная с семьей президента Кипра Никоса Анастасиадиса. Modisanna Limited, по данным СПАРК, ликвидирована в конце 2017 года.

В совет директоров «Башкирской содовой компании» до сентября 2019 года входила Галина Изотова, после выхода из руководства компании получившая должность заместителя председателя Счетной палаты России.

В мае 2020 года «Башкирская содовая компания» попала в санкционный список Украины наряду с еще 235 российскими организациями. Ограничения предусматривают блокировку активов, ограничение торговых операций, вывода капитала за пределы Украины, приостановку исполнения экономических и финансовых обязательств, аннулирование или приостановление лицензий и другие ограничения.

Часть 3. Кто продал гору?

В истории с противостоянием вокруг шихана Куштау есть интересный момент: защитники шихана сомневаются, что разработка горы законна, а сама «Башкирская содовая компания» при этом — отказывается публиковать разрешительные документы. Хотя к этому ее призывают не только активисты, но и члены Совета по правам человека при главе республики.

— На мой взгляд, и вырубка леса на Куштау, необходимая для последующей разработки горы, и сама разработка в настоящий момент являются незаконными, — говорит руководитель программы по особо охраняемым территориям «Гринпис» Михаил Крейндлин. — Согласно лесохозяйственному регламенту Макаровского лесничества, лесные насаждения на горе Куштау относятся к защитным лесам категории «лесопарковые зоны». В соответствии со статьей 114 Лесного кодекса РФ, в лесопарковых зонах запрещается разведка и добыча полезных ископаемых. Промышленники говорят, что сейчас категория лесов изменена, однако соответствующее решение нигде не опубликовано. Без публикации, даже если решение в действительности было принято, оно не имеет юридической силы. Кроме того, учеными-биологами на горе Куштау выявлено более 40 краснокнижных видов животных, растений и грибов. Согласно статье 60 Федерального закона «Об охране окружающей среды» и статье 24 закона «О животном мире», запрещена любая деятельность, ведущая к сокращению численности краснокнижных видов, а также к разрушению среды их обитания. А разработка шихана и превращение его в котлован, разумеется, приведут к гибели местной флоры и фауны.

«Гринпис» подал обращение в связи с разработкой Куштау в Генеральную прокуратуру. Ведомство поручило провести проверку прокуратуре Башкортостана.

На мое пожелание ознакомиться с документами, разрешающими разработку Куштау, замгендиректора «БСК» Рустем Басыров ответил, что я сам почему-то не публикую в фейсбуке договор купли-продажи своей квартиры,

хотя кто-то из моих соседей может сомневаться, законно ли я в ней нахожусь. В то же время он согласился назвать ведомства, согласовывавшие проект. Их оказалось всего два.

Лицензию на геологическое изучение и промышленную разработку шихана содовой компании выдал департамент по недропользованию Приволжского федерального округа. Руководитель — Владимир Хамидулин.

Договор аренды лесных участков на Куштау для их вырубки, проект их освоения и лесную декларацию «БСК» одобрили в министерстве лесного хозяйства республики. Министр — Марат Шарафутдинов.

Однако нельзя не упомянуть о лоббировании проекта непосредственно главой республики Радием Хабировым. Вот цитата из его послания Государственному собранию Башкортостана от 10 декабря 2019 года.

«Сегодня скажу о ситуации вокруг Куштау. Куштау будет разрабатываться. Потому что я никогда не соглашусь оставить без работы тысячи людей. Бесполезно пытаться меня ломать, выкручивать руки, подкупать журналистов и националистов.

Это пытаются делать те, кто просто хотят выдавить одну компанию с рынка и запустить свою. Организованным попыткам давления будет дана соответствующая правовая оценка».

— Одним из условий назначения Радия Хабирова на пост главы республики было решение сырьевой проблемы «БСК», — говорит политический обозреватель республиканского портала «ПроУфу» Рамиль Рахматов. — Это же стало одной из причин отставки Рустэма Хамитова: он не хотел отдавать шиханы. Вопрос решался на комиссии вице-премьера Козака, о чем прямо упоминал куратор всей информационной политики в республике Ростислав Мурзагулов.

Хабирова поставили на пост с условием: проблема крупнейшего в мире производителя соды будет решена.

По словам Рахматова, за нападением на лагерь активистов на Куштау могут стоять и госструктуры.

— В отличие от Екатеринбурга, где все клубы единоборств завязаны на медные компании (история с разгоном спортсменами протестующих в сквере), в Башкирии подобные секции завязаны на государство. «БСК» могла бы нагнать на место работяг, но спортсменов и молодежь — нет.

Интересно, что гендиректор ЧОП «Вершина» Александр Анчин — член координационного совета республиканской Росгвардии. По фотографиям он очень напоминает мужчину, который командовал ЧОПовцами во время атаки титушек на лагерь экоактивистов.

Сам лагерь у подножия Куштау после нападения в ночь с 9 на 10 августа — вырос в разы. Сегодня в нем постоянно находятся около 300 человек. Башкирский народ на нужды защитников горы — еду, палатки, запасную одежду — собрал больше полумиллиона рублей. Не успевают тратить.

«Башкирская содовая компания» отозвала от Куштау свою технику и сотрудников ЧОП, но от планов разработки шихана не отказалась…
