"Risk lives - for free?" Doctors refuse "covid" payments

In Russian regions, doctors cannot receive payments promised by the president for working with coronavirus. At the same time, many go out on duty, because there is no one to "work", without special protection, in simple robes and masks. In St. Petersburg, 80% of doctors who have coronavirus did not receive insurance payments. A similar situation is in other regions of Russia. The correspondent of the North. "The nurse's husband infected the entire department"

Svetlana Zaporozhets , an endocrinologist of the Krasnoturinsky city hospital in the Sverdlovsk region, in July was ill with coronavirus. The focus of the infection was at the place of its work. However, in the insurance promised by the president, she was refused: the commission considered that the case was not an insurance.

- In July, the nurse from our department fell ill as a husband. She was immediately taken out as contact. Everyone with whom she contacted at work took tests. They were negative, including me, ”says Svetlana Zaporozhets. - The infection appeared later. About ten patients and the same number of employees were infected in the therapeutic department. I also got ill. And while I was in the hospital, the commission recognized our case with non -rakhov, because I thought that we all infected from the nurse. That is, the nurse’s husband infected the entire department?

But even if everything happened that way, it is still infection at the workplace, says Zaporozhets, which means that the case is suitable for the insurance.

- I could only become infected at work. I live alone, I rarely leave the house. My work lies in the fact that I take patients in the clinic, and once a week I am on duty in the hospital. At duty, I contacted the patient with temperature, later she confirmed Kovid and pneumonia. When the infection in the department began, I contacted these patients. I think I have an insured event. I am 66 years old, I work. They ask to be on duty, I am on duty. During the pandemic, I did not go for isolation, work is work.

Why they refused insurance, she has not yet been explained. The leadership of the medical institution recognized that doctors worked at risk with "covid" patients - doctors encouraged prizes. Zaporozhets received eight thousand rubles, someone about five thousand. Why such amounts are also a question - they are also not similar to stimulating payments of 80 thousand .

There are such stories in most regions, says Anastasia Vasilieva Alliance, the leader of the "Alliance of Doctors" Alliance,

- We just have an avalanche of appeals, they write from all over the country. They complain about the impossibility of receiving payments - stimulating and insurance. Relatives of the deceased doctors are addressing. For example, a woman called today: the husband-doctor died in a pandemic, and the employer did not confirm that the doctor was infected in the workplace. The investigation did not respond to a second application.

On May 6, President Vladimir Putin signed a decree , where he attributed infection with coronavirus to occupational diseases. Now, doctors who infected at work have the right to insurance payments: 68 thousand rubles in the case of temporary disability, from 688 to 2 million rubles - with disability. If the doctor has died, his relatives will receive a fever of 2.75 million rubles. Payments are made by the Social Insurance Fund.

All doubts should be interpreted in favor of health workers

In July, the Ministry of Health of the Russian Federation sent explanations to the regions where he indicated that during the investigation of the causes of infection, "transparency and objectivity should be ensured, and doubts when summing up his results should be interpreted in favor of a medical worker."

But in fact, to prove that the infection occurred at the workplace, not everyone succeeds, says Andrey Konoval, co -chair of the interregional medical workers' interregional medical workers:

- By decree, doctors have the right to payments if they were infected in the performance of official duties. And we believe that there should be a presumption that the health worker is infected at work. All doubts should be interpreted in favor of health workers. But often the commission, under the pretext of the fact that there is no documented fact of contact of the physician with the patient who had a laboratory confirmed Covid, refuses to recognize the disease of the employee with an insured event. Although far from always, as you know, due to the low quality of tests or the wrong algorithm for taking strokes and their storage, the real covid in the patient is confirmed laboratory. In addition, an employee can become infected in a medical institution not from his own, but from other patients or even from colleagues.

"At the autopsy, everything was visible"

In Kaliningrad, the family of a nurse, who died on May 15, had to prove that she died of coronavirus, and not from pneumonia, as the death certificate. 61-year-old Valentina Kolodyazhnaya worked for more than thirty years in the Kaliningrad Regional Clinical Hospital, in the functional diagnostics department.

She began to ask for vacation, but she was not allowed - they said there was no one to work

- The wife promised the deceased mother that she would achieve the truth, and I supported her in this. We decided to prove that she had a Covid, that the hospital leadership made the center of infection, that it was negligence, ”says Ashot , son -in -law of the deceased nurse. - To everyone who could not come to her office, she made an ECG on a portable apparatus, and therefore infected. Masks gave some funny amount, as a result, the mother-in-law herself did something from Marley. At the end of April, she felt bad, the temperature rose, the cough began. The tests showed a negative result at first. She began to ask for vacation, but she was not allowed - they said there was no one to work. Of course, the journal says that she worked with normal temperature.

At the same time, Valentina's husband fell ill, and a focus of coronavirus was revealed in the regional hospital, on April 29, the medical facility closed to quarantine. Valentine was treated at home, drank pills for cough on the advice of a local doctor. When it got worse, the patient was hospitalized in the CGB, in the intensive care of which she died a few days later.

- The hospital did not admit that the mother -in -law had coronavirus. On May 15, I called the hospital, and the resuscitator said that she died of Covid. And when they gave out the paper, they wrote that pneumonia, the pathogen is unknown, ”says Ashot. “But I have a younger friend.” And when we began to engage in the funeral, he said that he had talked with the pathologist, and he confirmed that she had one hundred percent of Covid, in the light “glass”. But he cannot write a conclusion, because in the hospital they write that she died of pneumonia. Although at the autopsy everything was visible.

The family held a closed funeral ceremony, calling a minimum of relatives, without older people. A funeral team in protective costumes dug the grave.

To find out the true cause of the death of her mother, her daughter Catherine and her husband turned to the Investigative Committee and Rospotrebnadzor. SK conducted his check and found out that the colony really died of coronavirus. After checking Rospotrebnadzor, 50 thousand rubles were fined the head physician of the hospital - for violations of security requirements and the occurrence of the focus of infection.

And the Valentina family, as it turned out, now has the right to insurance payments of 2.7 million rubles.

- We had no idea insurance. We have no problems with finances. It was just important for us to prove the truth. At the same time, we did not have a goal to expel the head physician or someone else. Well, they fined him, and in fact the hospital - the state from one pocket to another shifted money. This is a system that we will not change, ”Ashot believes.

"I could not refuse"

Another Kaliningrad, Ekaterina Solovyova, intends to seek insurance payments through the court after the death of the mother-resuscitator. 65-year-old Svetlana Solovyova died on May 12. It is officially confirmed that the doctor was infected at the workplace, in the Kaliningrad Regional Clinical Hospital. She worked for 32 years as an anesthetist-resuscitator in the regional hospital, where in April the mass outbreak of Covid-19 occurred. The doctor was the only breadwinner in the family, in addition, during the pandemic went under the pressure of the leadership, her daughter claims.

- At the end of April, the head of the department called her mother and said that she had to go to work for at least a week. Mom said that there are young doctors, by age she is at risk. But on the phone there was an indication that we must go. Of course, she could not refuse. On April 24, my mother came to work, and on April 29 the hospital was closed to quarantine. Someone managed to leave the hospital, including the head of the very manager, but then they set the guard and did not let anyone out, ”said Catherine.

The hospital revealed more than fifty cases of infection. It was forbidden to leave the observator, Solovyova extended the shift for another week. Later, the epidemiological investigation will show that the doctor was infected with the Covid-19 at the workplace: she provided medical care, including a patient who later confirmed the coronavirius.

On May 4, Solovieva rose the temperature. She was transferred to the CGB, where it was connected to the apparatus of artificial ventilation of the lungs. But on May 12 the doctor died.

- The fact that my mother died, I did not even learn from the CGB, but from her colleagues. I grew up in the regional hospital, everyone knows me there. And they called me earlier and said: “Sorry, Katya, my mother died,” says the daughter of the deceased.

According to the presidential decree, neither Catherine nor her 13-year-old son have the right to insurance, since they are not included in the approved list of persons. The insurance payments can receive spouses of a health worker, parents, or, for their absence, grandparents, as well as minor children, adult children with disabilities, children-students under 23 years old. Adult children who are not disabled, as well as grandchildren on this list.

- I believe that the list is incomplete, unreasonable and illegal, as it contradicts the federal law No. 125 "On compulsory social insurance from industrial accidents and occupational diseases" in this part. This law provides for the receipt of insurance payments, including dependents, ”says Ekaterina's lawyer Vladimir Sala . - And the Constitution of the Russian Federation guarantees everyone social security in case of loss of the breadwinner.

Catherine and her mother have been raising 13-year-old Daniel together for the past two years, and the family has actually lived on my grandmother’s salary. In 2018, Catherine at the insistence of her husband left a highly paid job, they soon divorced, and she was left without income in a rented apartment.

- It was a difficult year. Then my brother just died, my mother and I were seriously experiencing a loss. On the nervous ground, I started strong rashes on my skin, because of this I was not hired. The husband pays alimony only when the bailiffs run after him. And my mother said: move to me, it will be easier together, ”Ekaterina recalls. - She said that I need to do my health and devote time to my son, but while she will work for now. And I began to engage in households.

Now Catherine is on the labor exchange, and she does not have official work.

- When I came with an application for insurance payments to the Kaliningrad social insurance, they immediately told me that you would not receive any compensation. They said, write anywhere, at least the president, the documents will come to us from above, and we will unsubscribe to you, ”Solovyova recalls. - But I believe that I have every right to pays. Why can spouses receive them, who can be as much as they like, and the only daughter and grandson have no right to do so? After my mother, we have no one left.

Lawyer Vladimir Seredin is now preparing a lawsuit to establish the fact of being dependent on Svetlana Solovyova’s grandson and daughter. And the appeal to the Prosecutor General and the President - with a request to add to the list of persons of adults and minor grandchildren. According to him, this process is unlikely to be fast, moreover, judicial practice is often not on the side of relatives.

- But it is necessary to try, because not only the fate of Catherine with her son, but also other doctors throughout the country depends on the court decision. Who risk lives today. It turns out for free? - notes the middle.

"The leadership believes we do not risk anything"

The problem is not only in insurance. Many doctors have not yet fully seen incentive payments that the president promised in mid -April.

According to the Decree of the Government of the Russian Federation No. 484, payments for doctors working with covid patients are 80 thousand rubles a month, for nurses - 50 thousand rubles, drivers and paramedics of ambulance - 25 thousand rubles. Another resolution, No. 415, provides for the possibility of paying to doctors assisting patients from risk groups.

In May, when the first payments were supposed to come, the doctors reported that instead of the promised allowances they literally received a “penny”. After protests and scandals at the federal level, measures were taken, but for a number of positions the situation became even worse, says Konoval:

- Since May, the Ministry of Health of Russia has been imposing its own interpretation of government decrees in May since May. This is especially pronounced in relation to Decree No. 415, according to which the payments are due to the vast majority of health workers. The Ministry of Health also demanded that the regions pay only if there are cases of a laboratory confirmed Covid and mainly to employees of specialized units. That is, you can provide assistance to patients with Covid or with suspicion of Covid, but not get payments.

The local creativity continues in the field. Full chaos and confusion

According to him, the decisions themselves are firmly formulated, you can interpret them as you like. Therefore, in the regions and pay differently. For example, in Moscow, St. Petersburg, Penza-in full. Somewhere they introduce their own, albeit small, but payments, in order to somehow reduce the discontent of doctors, and somewhere they pay only to employees of specialized medical institutions and units.

- The local creativity continues. Full chaos and confusion. The situation is different from the region to the region, even from the institution to the institution, ”says Konoval. -In some regions, allowances are paid only for those days when the doctor worked with a patient with Covid-19, in others they pay for the whole month. Due to idiotic rules now, at the same level of risk and load, one health worker can receive additional 100 thousand per month, and the other-nothing. Those who are nothing are ten times more.

The head of the Kandalaksha Central District Hospital in the Murmansk region Yaroslav Chistyakov , like many doctors in the country, received payments in only one day of work.

- For July, I had a covid patient, which I revealed. And they paid me 1901 rubles - for the day of work. Although the president said that no one should count hours and minutes, ”says Chistyakova. - In our Central District Hospital, a local act was issued, where narrow specialists are generally absent in the list of recipients. Only the district therapist and a general practitioner - in the clinic, no more payment is laid for anyone. True, they are also paid by days. The leadership believes that we do not risk anything, working in the clinical department. But all the risk groups we have - people have nowhere to go. I don’t know who came to me with what. From sizes - masks and gloves, nothing more. Masks were issued under painting, such as save.

At the same time, in neighboring Murmansk, narrow specialists receive payments, says Chistyakova.

- In Penza last year, the Italian was arranged , so they now understand them, they have everything in chocolate. And we are not afraid of anything. They think how to save on doctors. At the same time, we had a flash in the hospital, although it was not covered on quarantine. It's a shame that we, doctors, are forced to prove that we risk. And our leadership at the same time receives very well, just sitting in the offices, ”the doctor claims.

As a bugrilia called employees, those who signed the letter, one at a time, and threatened

On June 24, employees organized a “action” trade union cell in the hospital to protect their rights. About 50 employees of the medical institution of the Central District Hospital wrote a collective appeal to the Investigative Committee and the Prosecutor's Office regarding non -payment. And, according to Chistyakova, they were faced with the pressure of the administration.

“The bugrilia called employees, those who signed the letter, one at a time, and threatened that the administration would not protect them in the courts, which would deprive of part -time jobs, which would apply disciplinary measures,” the doctor says.

Without allowances, employees of the National Medical Research Center for Traumatology and Orthopedics named after Darken, who was closed to quarantine remained in St. Petersburg. With a collective letter, they turned to the St. Petersburg branch of the ONF.

Some categories of health workers cannot count on payments at all, says Konoval from "action", for example, employees of orphanages. Например, скорая доставляет пациента в больницу, у него все признаки, но мазки не берутся в скорой, их делают в больнице, результаты приходят уже потом. И врачам скорой, по мнению руководства, выплаты не полагаются, – говорит Коновал. – Или же в обычных больницах, где лежат пациенты, у них все признаки инфекции. Их отправляют в ковидный госпиталь. А работники, которые ранее оказывали помощь, могут не попасть под выплаты, например, потому что тест не был проведен в их рабочую смену.

– Получение выплат должно быть очень простым, – уверена Анастасия Васильева из "Альянса врачей". – И когда к нам обращаются, мы сразу делаем запросы в Росздравнадзор и прокуратуру. Часто проблему удается решить. У врачей сейчас в целом повышается уровень юридической грамотности, и инстанции понимают, что имеют дело с людьми, которые знают законы. Это своего рода воспитание чиновников.
