NATO insists that Russia should disclose all the details of the program of production of the poisonous substances of the Novice group of the organization for the prohibition of chemical weapons (OPCHO). This was stated on Friday by NATO Secretary General Jens Stoltenberg at a press conference following an unscheduled meeting of the North Atlantic Council at the level of ambassadors dedicated to the situation around the poisoning of Alexei Navalny. Russia does not recognize the conclusions of Western experts that an attempt was committed on the opposition using super -secret chemical weapons.
“The Russian government must fully cooperate with the OPCU and an independent international investigation. Responsible for this attack should be held accountable. We also call Russia to complete the disclosure of the Novice Lake program,” Stoltenberg said. His words are given by TASS.
The doubts that the leader was committed against the leader of the opposition could not be, Stoltenberg emphasizes. "Germany informed the allies about the results of research by a special laboratory. They prove that, without a doubt, Mr. Navalny was poisoned using the nerve substance of the Novice family," he said.
The Secretary General noted that NATO countries are discussing possible measures for poisoning a politician, but it cannot yet be said what they will be. "The Allies (NATO countries - approx. TASS ) will consult in response to Navalny's poisoning. For now, to say what an international reaction can become," said the head of the military alliance.
NATO considers the incident with Navalny as the next attempt to fundamental rights and principles on which the alliance and the civilized world are based. “We see that the leaders of the opposition, critics of the Russian regime are attempted, and their lives are in danger. Some were even killed. This is not just an attack on one person, this is an attempt on the main democratic rights. This is a serious violation of international law requiring the reaction of the international community,” Stoltenberg, who is quoted by Rain , said.
The Secretary General noted that all countries - members of the North Atlantic Alliance agreed that Russia should answer serious questions regarding the reasons for the hospitalization of Navalny in extremely serious condition.
Stoltenberg emphasized that the incident with Navalny "is poisoning." The Secretary General demanded from Moscow "conducting an international investigation of the incident with Navalny in cooperation with the organization to prohibit chemical weapons."
The Russian media, constantly accredited by NATO, the press service of the Alliance did not allow to ask questions at this event, TASS notes.
The Russian Foreign Ministry has repeatedly emphasized that the development under the conditional name "Novice" was not conducted in Russia. According to Alexander Shulgin, a regular representative of the Russian Federation at OPCO, in the Russian Federation, the implementation of programs related to new types of neuro-paralytic substances was discontinued in 1992. At the same time, in the mid-1990s, a number of employees of the State Scientific Research Institute of Organic Chemistry and Technology went to the West, where these studies continued. According to Shulgin, the positive results of the creation of substances classified under the general name "Novice" were achieved in the UK, the Czech Republic, Sweden and the USA, "they are confirmed and reflected in more than 200 open sources of NATO countries."
It also follows from official statements that the latest chemical weapons reserves in Russia were destroyed in 2017 in accordance with international agreements. However, the events of recent years undermine all faith into the veracity of such statements.
For the first time, the general public after the poisoning of the ex-GRU officer Sergei Skripal and his daughter Julia became known about the nervous substances of the Novice family after the poisoning in Great Britain. They were found unconscious in the city of Salisbury on March 4, 2018.
Subsequently, the British investigators came to the conclusion that the creaks suffered from the neuro-paralytic poisoning substance A-234 (group "Novice"). The conclusions of the British were confirmed by the Commission of the Organization for the Prohibition of Chemical Weapons (OPCO).
The British authorities assigned the responsibility for the attempt on Skripals to Russia. In June 2020, four types of dangerous chemicals of the Novice family were officially included in the lists of the Convention on the Prohibition of Chemical Weapons (KNO). However, even this did not prevent the next incident using the "newcomer".
In August, the founder of the Corruption Fund Alexei Navalny went to Siberia, where he shot another investigation about corrupt officials from the United Russia party. On August 20, after departure by plane from Tomsk to Moscow, he suddenly felt bad and soon fell into a coma. The liner made a forced landing in Omsk, and two days later, against the backdrop of a powerful public and international resonance, the Russian authorities nevertheless allowed to transfer the victim to the Charite Berlin clinic for better treatment.
The doctors of the German clinic said that in the body they found traces of poisoning by substances of the group of cholinsterase inhibitors. A number of medicines are based on these substances, as well as a large group of dangerous neuro-paralytic poisons (including the substances of the Novice family). On September 2, the German government stated that the toxicologists of the Bundeswehr came to the conclusion about the poisoning of Navalny from the Novice group.
