In St. Petersburg, the court dismissed the administrative case against the Open Russia activist

The Primorsky District Court of St. Petersburg dismissed the case of Open Russia activist Pavel Chuprunov, who was detained on the day of voting on amendments to the Constitution due to the lack of a coronavirus test certificate. This is reported in his telegram channel "Apology of Protest".

The administrative case under the article on failure to comply with the lawful demand of a police officer (part 1 of article 19.3 of the Code of Administrative Offenses) was terminated due to the lack of corpus delicti. In court, Chuprunov's interests were represented by Varya Mikhailova, a lawyer for the Apology of Protest.

The protocol against Chuprunov was drawn up due to the fact that during the voting on amendments to the Constitution on July 1, he, being a member of the precinct election commission, allegedly refused, at the request of the police, to provide a certificate that he did not have coronavirus.

Because of this refusal, Chuprunov was expelled from the polling station without a court decision. On July 22, the court arrested the activist for 10 days.

The St. Petersburg City Court on appeal on July 27 returned the Chuprunov case for a new trial. Then the court specifically indicated that it was necessary to check the legality of the policemen's demands.

• On March 11, the State Duma approved the draft law on amendments to the Constitution, initiated by Vladimir Putin. Before that, the President supported the amendment of Deputy Valentina Tereshkova, who proposed to give the President the opportunity to run for two new terms after the adoption of amendments to the Constitution. Sobyanin called the ban on Putin being elected "a destabilizing factor." In order to approve the amendments, an all-Russian vote was organized, the main stage of which took place on July 1, 2020.
