Border guards make fishing it impossible in the Barents Sea, depriving the local population of the main means of existence

On September 20, the acceptance for quotas for coastal fishing in the Barents Sea will end. If, before that time, the Arctic border control of the FSB does not cease to be interested in fish insides, quotas may not go to anyone - which means that in the coming months Murmansk will be left without fresh fish. They can not distribute quotas because no one claims to be: under the current requirements of the FSB, it is pointless to go to sea to the sea - the usual work now threatens a fine of 300% of the cost of the catch.

The border guards put forward a new demand at the end of August, saying that any manipulations with caught fish on board, “including gutting and decapitation”, are illegal and violate Article 8.17 of the Code of Administrative Offenses. Because if a fish with the head and guts is just a fish, then a fish without these is a person with a gun - already “products ready for use”.

The ban on leaning fish in the sea - and this is precisely he - makes coastal fishing impossible. Coasters do not freeze the fish - they only cool, their flights are short, only 7-10 days, but what unfinished fish will turn into a week, it is easy to imagine.

How do the border guards see the further work of the fishermen, it is unclear: daily to shut up from the region of fishing to the shore?

Then the cod and flounder, which in the once -fish city of Murmansk is so more expensive than meat, will generally become gold for the buyer. Yes, and this is impossible: fishing in the north is not the same as in the Mediterranean, here from the districts of fishing to the port are tens and even hundreds of miles, plus storm.

Did the official who made the decision in his life only be in the resort towns, where they caught at night - in the morning they cheerfully sell on the fish market? Here the climate is different. The head of the inter-regional association of the coastal fish industry of the Northern basin Valentin Balashov writes on his blog that the Draconian decision of the FSB is absolutely not surprising: something like this was worth expecting after a previous absurd order-last year’s ban on the sea of ​​canned food from the liver liver. And branded banks with the inscription “Cooked at sea” can be found less and less in stores. In the Union of Fisheries of the North, annual damage from this measure was estimated at 1.2 billion rubles. Against those who have not risen to throw out their hand, dozens of affairs have been aroused.

Despite the porch of complaints and petitions, people continue to be fined - border guards literally read the norm of the Law on Fisheries adopted three years ago: the catch of the coasters should be shipped in a living, fresh or chilled form. Nothing is said about the liver there. And the chilled one cannot be taken.

Ilya Shestakov, the head of the Federal Agency for Rosrybolov, wrote to the Murmansk fishermen, wrote off the conflict to the “human factor” - they say, the border guards were guilty of everything to blame. The agency, even in an official letter, proposed the FSB to continue to take into account the position of Rosrybolovstvo. What the vigilant border guards answered is unknown, but nothing has changed in the fate of the fishermen.

And no one answered the main question: what is the case of border guards to fish giblets?

Meanwhile, it was this department that, it would seem, is responsible for protecting the borders, for many years he is the main scarecrow for fishermen. It will force the owners of the boats from Teriberka before each exit to the sea to go to the “test” to Murmansk - for 120 km of off -road, then, on duty on the inner (!) White Sea, will declare the poachers of Terek Pomors, then it will begin, delaying the fishing, in vain to look for oil products allegedly merged from the sides of the trailer. Coasters of fish after processing on the shore are sold abroad.

On the other hand, it is understandable: the border violators will not be set a lot, so why not to catch more fatty fish?

The Union of Fisheries of the North threatens a strike. “If a reasonable decision is not made until September 20, the applications for the coastal quota will not be submitted. The current situation can lead to the ruin of enterprises and the lack of supply of fish products to the region, ”the organization said in a press release. If the strike occurs, this will be the first case in the history of Murmansk, when the fishermen refuse to catch.
