
The deputy of the Legislative Duma of the Tomsk Region Igor Chernyshev ("United Russia") prepared a bill on the cancellation of the elections of the mayor of Tomsk. This was announced by the head of the Committee on the Legislation of the Regional Parliament Dmitry Laptev, reports RIA Tomsk.
“We have not yet studied the documents in detail, but as I understand it, the author of the bill motivates this (rejection of direct elections) with the need to bring to a single sample the system of appointing heads of municipalities in the Tomsk region,” Laptev said.
Recall that at the end of 2018, deputies of the Tomsk Regional Duma with the votes of United Russia supported the abolition of direct elections of the heads of municipal districts and all cities except Tomsk. Moreover, then Igor Chernyshev was against the adoption of the bill, because the rules of the regulations were violated.
Other United Russia stated that the inhabitants allegedly asked them to cancel direct elections.
The profile committee of the regional parliament will consider the bill on the cancellation of the election of the mayor of Tomsk on September 22. That is, after the elections of the new composition of the City Duma, which will be held on September 11-13.
Now the mayor of Tomsk is headed by United Russia Ivan Klein. In other cities where the elections are canceled most often the model with the competitive commission is used, half of which is formed by the Governor, half of the city deputies. This commission selects candidates for making city councils to the session, who formally “elect” from the proposed new mayor.
Tomsk remains one of the three centers of the Siberian regions, where direct elections of the mayor have been preserved. Citizens did not deprive such a right in Novosibirsk and Abakan. The elections are also preserved in all cities and areas of the Irkutsk region (except for Irkutsk), in all municipalities of Khakassia and the Novosibirsk science of Koltsovo.
