United Russia lost the most in the elections in Tomsk, the opposition came to the Duma, and the Smart Voting turned out to be successful

In Tomsk, the voting results were summed up for a long time. The final data was announced only on Monday after lunch, and the appointed press conference was completely canceled. It seems not by chance. For the authorities, urban and regional, the results of the elections are negligent.

The turnout for the City Duma of Tomsk amounted to 19.39 %. Five years ago, 17% of Tomsk citizens came to polling stations. However, if you take the results of the current preliminary vote - 6.89% - it turns out that on the final vote day, polling stations in Tomsk visited 12.5% ​​of the city’s residents.

At the same time, Tomsk authorities did not overdate with calls to come to polling stations. Voters noted that this time paper invitations were not sent to the apartments, where the address and voting time were indicated. Some of the visits of the polling stations did not find themselves in the lists, and people with temporary registration could not take part in the elections. Neither the mayor nor the governor urged to go to the polls. All this was striking, especially in contrast to the campaign for amendments to the Constitution, where voters were persuaded to vote on every corner.

Even before the announcement of the official results on the official website of the White House, the head of the region congratulated United Russia on the victory.

“The United Russia Party has become a leader in all 20 municipalities of the Tomsk region, including the regional center,” the press service of Sergey Zhvachkin quoted. - In the region, the party received more than 70% of deputy mandates. ... I am sure that the vast majority of the winners belong to our main party - the Party of Tomsk, which is focused not on ideology, but on real assistance to people and improving the quality of life. ”

“We were the first in all 20 municipalities of the region, including Tomsk. Voters voted for those who were not afraid to communicate with them, go to meetings. The team of "United Russia" reached the most remote villages. In the region, the party received more than 70% of deputy mandates. And we, of course, will try to justify the trust of people. It is very important for us that all our election programs are implemented, and voters feel the results of the work, ”commented the results of the regional department of the party, Alexander Kupriyanets.

It seems that the truth is “United Russia” in the elections to the City Duma according to party lists, she scored more in percentage than other parties. 24.46%voted for it. However, this is if you do not remember that five years ago, EP received more than 50% of the vote. The decline is almost double. Voting in the majority districts of the joy of the EP did not add - only 8 units out of 27 were passed here. Less than a third. Five years ago, EP won all single -mandate districts. Now, EP has eight winners in single -member districts, and after the distribution of places on party lists, the party will receive three more mandates. Yes, of course, in other municipalities of the region, Osra’s affairs are better. But Tomsk results give every reason to name these elections for the ruling party by failed. No matter what the governor declared about this.

"They have a complete commotion"

The main sensation of the past elections was the results that showed a “smart vote”. In 19 districts, out of 27, candidates proposed by this system won. Among them are members of the Communist Party, LDPR, Yabloko and, most importantly, the Tomsk headquarters of Navalny. According to the director of the FBK Ivan Zhdanov, this is the first major victory in the election of this kind.

Smart voting, obviously, worked perfectly, ”comments on the head of the regional headquarters of Navalny, winner of the deputy elections of Ksenia Fadeeva. - We just carried out United Russia, and now they do not have a majority in the Duma. Of course, not in all districts it was possible to win, but at 19 out of 27. We consider this a success. I think they have a complete commotion. They underestimated either us or a “smart vote”. And a year later - elections to the State Duma, and in Tomsk - to the regional Duma. So they have a panic, trouble. It is clear that now they will try to bribe someone, to intimidate someone, to somehow drive the wedges into the position of self-nominated and representatives of the system opposition. ”

A special topic is the background on which the vote took place. In August, Alexei Navalny made a trip to the Siberian cities. The politician arrived in Tomsk on August 17, shot another film and met with supporters. On August 20, he felt ill on an airplane that flew from Tomsk to Moscow. Later it turned out that the politician was poisoned by the drug from the Novice group.

On September 3, on the Utub-channel of Alexei Navalny, who was in a coma at that time, an investigation of the Tomsk Corruption Fund “Tomsk in captivity at the deputy mafia” was published. The heroes of the cinema are members of the United Russia, responsible in Tomsk for the sphere of housing and communal services. In less than a day, the film gained more than 13 million views. The defendants in the investigation complained that the film is a pre -election PR, in which a lot is exaggerated. Three of them nominated for deputies - Sergey Panasyuk, Kirill Novozhilov and Maxim Reznikov. Only Reznikov managed to go to the Duma with a margin from the pursuer in a hundred votes. Apparently, the movie turned out to be quite productive.

The head of TomskRTS Sergey Panasyuk lost to an employee of the regional headquarters Alexei Navalny, Andrei Fateeva almost doubled: 604 votes against 1315. "Consultant Tomskwodokanal" ( this is how he is indicated in the documents of the prostitute ) Kirill Novozhilov lost 25 vote candidate Vladimir Cholakhayan. At the same time, the day before, Chokhahian reported the distribution of packages with products allegedly organized in the district Novozhilov.

In search of new faces. And parties

The campaign was conducted differently. As for outdoor advertising, the banners of the New People and Party of Growth party were more noticeable on the streets of Tomsk.

The New People party was officially registered in June 2020. Already in early July, the co -founder of the New People party, Alexander Davankov, who visited Tomsk, said that the party expects to get 20% of places in the Tomsk City Duma. In September, according to the VTsIOM survey, the party went around the “fair Russia” and “Yabloko”. According to the results of the vote, the “new people” not only won one of the districts (where they were supported by “smart voting”), but also bypassed the LDPR in voting at party registration, gaining 15.02%.

“We are grateful to everyone who supported us in the elections. Tomsk once again proves that this is a city where educated, indifferent people live, who are open to the whole new one. For us, a young political force, this is a very serious indicator of trust ... For the first time in many years, a party appeared in Russia, which is not built "from above", from the capital, but in the regions. That is why our ideas found support in Tomsk, ”said Maxim Vdovin, leader of the party list.

According to the leader of the Tomsk branch of "new people", the party will form its faction in the city Duma.

“We are building not only a party, but also a community of caring Tomsk citizens. Many of our supporters have their own social and charitable projects. For many years they have been making life in Tomsk more comfortable - and will continue to do this after the election, ”Vdovin explained.

The “Growth Party” was not so successful. The whole city was literally covered with posters with a foggy slogan "If not we, then they." It was more or less clear who are the “we”, because the banners were the face of the former chief of the Tomsk GRK Elena Ulyanova and the party logo. But in the concept of “they”, the voter, according to the PR managers of “growth”, apparently, had to invest his own negative emotions.

However, it did not happen.

From the very beginning, everything went awry. Having nominated 30 people to the elections, the party incorrectly issued subscription sheets and could not nominate candidates in single -mandate districts. And 5.32% of Tomsk citizens voted in party lists for it. However, taking into account the fact that in the presidential election in Tomsk, the party Titov collected less than one percent, you can calculate the current five in some advancement forward. Unless, of course, it is not compared with the results of the “new people” or “smart voting” literally out of nowhere.

“The voting results were unexpected, but they could be even more optimistic if there were no such low turnout. 16% for Tomsk is very low, and such a turnout was created artificially. There was no informing of voters and Tomsk citizens. This was done absolutely specifically so that people did not have access to information: they did not know who is coming, which candidates are represented. In this regard, the election room completed his work on a deuce. It should not be so, ”comments the leader of the Tomsk branch of the party Elena Ulyanova.

“The fact that many young people have come who do not have experience and baggage of knowledge, on the one hand, is good. They will not have to be retrained. But on the other, in the coming year, when there will be a grinding of the team, it will be difficult for the Duma, ”says Elena Ulyanova. - It seems to me that most of these candidates do not understand what the City Duma is. Now the most important thing is that everyone who came to the Duma does not perceive it as a personal story, where he will satisfy ambitions. The confrontation inside is not necessary. It is necessary to sit down at the negotiating table, start constructively agreed. ”

Will they be able to agree?

When the Duma in an updated composition is accurately gathering, it is difficult to say. According to the law, the meeting should be held within a thirty -day period from the date of publication by the Oblazbirkom of the results. The meeting will be opened by the senior in age deputy. Then the chairman will be elected.

“I’ll say briefly: I will definitely not envy the chairman who should be chosen in the near future”

- says the leader of the Tomsk Socialist Revolutionaries Galina Nemtseva. She is satisfied with the results of the elections: the party improved the result of the elections by 11%.

After the election of the chairman, the main work that is ahead of the deputies, the budget. This will be especially not easy given the fact that due to coronavirus, according to the city hall, in 2021, Tomsk’s budget will not receive almost a billion income.

“I can say that I will engage in improvement and safety, but everything will depend on specific budget figures. It’s too early to speak, ”comments David Avetyan, head of the local branch of the City Projects Foundation. “City Projects” opened in Tomsk after the arrival of the Blogger-Urbanist Ilya Varlamov and more than once criticized the urban policy of the city hall and the regional administration.

Ksenia Fadeeva also speaks of working with the budget. Last year, as part of the public hearings, her colleague - Andrei Fateev - called not to accept the budget, as he saw a lot of inappropriate expenses. The current version of the budget is unlikely to radically differ from last year, Ksenia believes.

“We will advocate that incomprehensible representative expenses are cut in the budget, to cover the media activities. Our goal is that more money stands out for things that are significant for people, ”Ksenia notes.

Now some residents of the city are afraid that opposition candidates who received the majority of votes will not be able to agree among themselves. However, both self -nominated and party representatives say that they will definitely look for an approach to each other.

“I express hope for a sane majority in the Duma. Of course, we will sit down at the negotiating table and will develop a common position. The main goal is work for the benefit of the inhabitants of the city, the work of our faction will be based on the orders of voters that our deputies received, and all, and not just those who have passed, ”comments on the head of the local branch of the Communist Party Natalya Baryshnikova.

She is satisfied with the results of voting ( at the Communist Party - six victories in the districts and 17.54% in party registrations ), only the turnout is depressing.

“I hope that what happened will now make the voter think, that every voice in the elections is very important, that you need to go vote, that the situation can and should be changed in a parliamentary way. The elections just showed that every citizen affects the result, who will be in the Duma, what laws will be adopted, because we live under these laws. ”

Satisfied with the results and the leader of the "Yabloko" Vasily Eremin. If five years ago he was the only representative of the party in the Duma, now two victory in the districts won. Another mandate will have Vasily Eremin as the leader of the list.

“When the votes are counted or the examiner evaluates, you always worry. Suddenly where the puncture is. We found such small punctures. We worked poorly with the private sector, and there the results were, from our point of view, not quite good, ”says Eremin. - Today we find many supporters in the person of self -nominates - both the FBK and the deputies from environmentalists. In our group, which we denote “for Tomsk and Tomsk”, there will be a person 10. It is clear that there are ideological disagreements, but they must be thrown aside. We work for five years. Now I think that they will be considered with us when choosing a chairman, deputy chairman, and heads of committees. I think that the number of committees needs to be reduced. Since committees have been created that have not conducted almost no solution through the Duma.

I think that here we will come with everyone to a certain agreement. I hope that together we will make Tomsk beautiful and less thief. ”

State Duma deputy, leader of the Tomsk LDPR Alexei Didenko also evaluates the results optimistically. Now the party has gained 14.36%. Won in one of the districts.

“Positive impressions remained, we improved the result. Life makes its own adjustments, new players, new parties appear, have to fight with them for the voter. Maybe through new forms, as technologies are developing, the Internet. In general, they were satisfied with the campaign. We have grown by voters and interest. This is not a Babylonian tower, you won’t get anywhere, a common language will have to be found. The LDPR is not going to give his votes to anyone. We will work for the voter, we did not come for portfolios, ”said Didenko.

The fall of the ratings of United Russia Alexei Didenko explains the combination of many factors.

“A number of unpopular decisions were made. These are the first large elections after the adoption of pension reform. The slurred position of the city authorities in the situation with coronavirus also affected. Still, there were no consistent actions that cause a sense of calm in people. A test of the pandemic, as we see, not all cities have passed and not all governors. These were the first postpandemic elections. We did not know how this would affect the turnout. Reflected not for the better. Still, the turnout in Tomsk remains extremely low. I think that with a high turnout the results would be much more amazing. Of course, "United Russia" lost most in these elections.

What is the conclusion?

The results of the elections showed that the osushka of the turnout, intentionally or spontaneous, turned into great troubles for the party in power. According to TV2, United Russia in Tomsk intended to gain at least 40% of the party’s vote. Apparently, they relied on state employees, early voting, disciplined pensioners. It did not happen. Protestly configured voters came to the sites.

All the candidates that won, including from the "EP", were quite active in the districts and on social networks. Just spend a lot of money on outdoor advertising - the strategy is obviously ineffective. City elections today are won by legs and head. Those who talked with voters in the yards and on the network won. The party in power, which has long been unlearned with people, suffered a sensitive defeat.
