Two weeks before the elections, September 2, 2020, the acting governor of Sevastopol Mikhail Podvozhaev presented President Vladimir Putin a project designed to “solve” the problem of water supply of the hero city.
“There is a project that, in principle, is conceived in Soviet times. They returned to him several times in subsequent years, but he was never implemented. This is a transfer of part of the water from the Kokkozka River to the Chernorechensky reservoir. The hydrobiologist Grigory Prokopov, a teacher of the Crimean Federal University, in a conversation with the New Gazeta noted that in Soviet times, they refused projects to transfer water from coclonics due to inappropriateness.
“In fact, the volume of the water that the authorities declare is simply nowhere to take,” says the scientist.

"Neglect of the interests of the population"
