The current law prohibits tobacco smoking in catering establishments. Despite this, in St. Petersburg there are now about 1000 hookahs, 400 of which are specialized establishments. They formally call themselves clubs, or refer to what the “steam cocktails” offer visitors. In the summer of 2020, the State Duma adopted a law that equated any hookahs with tobacco products, at the same time gave the regions the right to establish additional restrictions on tobacco smoking and the use of hookahs in individual public places and premises.

According to the deputy Denis of the four -year -old, the bill on the bill will be difficult, since residents of apartment buildings unanimously against the hookah. And with this, representatives of the hookah industry, who honestly perform their work, create jobs, create jobs and expel taxes to the budget. The deputy also noted that lawmakers do not set the goal of "close everything puzzle." Regulation, according to him, will affect precisely clubs in residential buildings.
