Shumkov became governor of the Kurgan region in September 2019. He ran for election as a self-nominated candidate; Alexei Navalny's local headquarters wrote that his campaign was sponsored by United Russia.

The “Dulles Plan,” also known as the “Dulles Doctrine,” is a mythical plan of action for the United States against the USSR, drawn up during the Cold War era and consisting of the hidden moral corruption of the population of the USSR.

The authorship of the plan is attributed to the head of the CIA, Allen Dulles, who headed the agency from 1953 to 1961. It was believed that the goal of the plan was the destruction of the USSR through propaganda aimed at disunity of nationalities and social groups, loss of traditions, moral values, and moral decay of the country's population. In 2015, the Asbestovsky City Court of the Sverdlovsk Region recognized the text as extremist.
