Auditors said the waste recycling rate does not exceed 7%, and more than 90% is still sent to landfills, which often do not comply with environmental regulations and poison the air, water and soil. There are 8.3 thousand landfills in Russia, 916 of which are located in urban districts. The Accounts Chamber warned that Vladimir Putin's goal of eliminating all landfills within city boundaries will not be achieved, since the federal project involves the elimination and reclamation of only 191 landfills.
The Accounts Chamber also warned that the situation with landfills is “close to critical”: by 2024 in Russia, the capacity of landfills in 32 regions will be exhausted, in 17 of which by 2022. At the same time, most regions simply do not have the opportunity to create new testing sites,” the report says. The auditors said that the problem with landfills should be solved by the federal project “Integrated Municipal Solid Waste Management System”, which has been in force since 2019, but it is not yet coping with this task.
An analysis of 67 regional programs showed that only 39 regions included measures to introduce separate waste collection. Only in 33 regions is there a balance between the capacity of solid waste management facilities and the volume of their generation.
