The opposition could not return the direct elections of the mayor of Gorno-Altaysk. Only United Russia voted against, follows from documents on the website of the regional parliament.
The Communist Party deputy Maria Demina introduced a bill on the return of the elections of the mayor of Gorno-Altaysk. The State Assembly of the Republic (El Kurultay) was against the document of 21 deputies of 41. The bill supported 16 parliamentarians, one abstained, another did not vote.
From the published protocol it follows that only members of the United Russia faction opposed the return of the right to be elected to the residents of the right to elect the mayor, and not all, given that the association includes 24 people.
Against, in particular, there was the speaker of the State Assembly Vladimir Talentin. Moreover, Oleg Khorokhordin, Governor-Dinoross, prepared a negative review. He believes that after the cancellation of the elections of mayors “increased the significance of representative bodies” and “practical need for joint work”.
“The transition from the election of the head of the city district and municipal areas in the popular elections to the election of it by the representative body from among the candidates represented by the tender commission became effective and justified,” said Khorokhordin. Recall that half of the competitive commission is represented by the governor himself, who thus directly affects the appointed mayor.
At the same time, regarding Oleg Zhorokhordin, independent deputies and representatives of the parliamentary opposition launched the impeachment procedure. The State Assembly has already accepted the application, and within 10 days meetings of committees will be held, at which Khorokhordin and members of his government will have to personally answer all claims of deputies - the question of resignation can be submitted to the session in November. If the decision is made, it will be received by the President of the Russian Federation Vladimir Putin, who, theoretically, may refuse the people's deputies.
