Chelyabinsk saw rallies and larger-against the construction of the Tominsky mining and processing plant, the enterprise of the Russian Copper Company (RMK), 2000 and 5000 people came out here. But not the mass of individual shares is important, but their regularity: the main city of the Southern Urals has been fighting with GOK for the seventh year.

The reason for the Chelyabinsk residents to the copper enterprise is simple: the region occupies the penultimate place in the national ecological rating, the city regularly records the exceeding the maximum permissible concentrations of phenol, hydrogen sulfide, formaldehyde. Hence the leadership of oncology and cardiovascular diseases.

From all sides, Chelyabinsk was surrounded by factories, and RMK decided to open a mining and processing plant in the last free direction-the southwest, from where at least a little clean air enters the city.

The beneficiaries of the Russian Copper Company themselves do not live in Chelyabinsk.

This year, the active confrontation unfolded not only in city squares, but also in court. Chelyabinsk residents demand to stop the work of the enterprise, which has not yet been launched, but they have already begun to extract copper ore “in reserve” here.

Help "New"

The Russian Copper Company is an enterprise of the Ural billionaire Igor Altushkin (25th place in the Forbes rating, the fortune is estimated at $ 4.3 billion). According to Interfax-Park, the company was established by two Cypriot offshores: Tilia Holdings Limited and Piraante Holdings Limited.

The family of Igor Altushkin has a mansion in the UK worth 17 million pounds and an apartment worth 2 million pounds.

In 2019, fighters from the RMK martial arts Academy participated in the acceleration of protesters in the square of Yekaterinburg.

In the Urals, Altushkin acts not only as an industrialist, but also as a philanthropist: in 2020, RMK spent more than 700 million rubles to provide hospitals of the Chelyabinsk and Sverdlovsk regions with personal protective equipment.

The wife of Igor Altushkina Tatyana is the founder of the “Russian Classical School” in Yekaterinburg, which is, in fact, the Orthodox gymnasium. Tatyana Altushkina characterizes the modern school system as a “liberal bacchanal”.

It is planned to spend 77.8 billion rubles on the construction of Tominsky GOK. It should produce up to 110 thousand tons of copper per year.

Part 1. In the captured village

From the district center, the village of Tominsky, to the village of Tomino, next to which the plant was erected, five kilometers in the ground. Since April 2020, it was forbidden to ride on it: at the entrance to the village, checkpoints with the security of the Chop RMK-Security were put in the village and signs notifying that now it is not just a village, but a territory of the plant. Polite letters were sent to residents: “In connection with the increased intensity of work, travel will be carried out along the Tomino -Shumaki road.” So, unpretentiously, the locals were obliged to ride 32 instead of 5 kilometers.

In the ground past the house of the deputy of the Tominsky rural settlement of Igor Oleinik, KAMAZs are crawling with a roar. This, he says, does not yet matter. But when explosive work begins, it becomes dangerous: the furniture in the house walks with a shaking, and cracks appear in the walls.

The view from the window of the village house is inspired by fear: on the one hand, one -meter industrial dumps, on the other, is the gray thunder of the plant. But Oleinik is not going to move from the industrial site. At least until other residents leave Tomino.

- Here are people who voted for me. I can’t leave them, ”he says without any pathos: this status sounds loudly -“ deputy ”, but in general Igor works an electrician, was born and grew up in the village. “We are neighbors since childhood,” he adds.

Even 5 years ago, Tomino had 50 yards and 120 inhabitants. Today there are only seven of them.

- In 2015, the RMK began to redeem at home and plots. Well, how to redeem: they gave 500-700 thousand rubles, saying: "Your property costs nothing." People took, so as not to live under explosions. Someone was enough for a "odnushka" in Korkino. Now almost everyone is sparing: “Now, if we rested, there would have been nothing ...” says Oleinik.

Tomino rested for the time being. The villagers held rallies, went to shares in Chelyabinsk. And then - surrendered. Village pensioners did not believe that they can compete with an industrial giant.

And now the GOK remaining in the village is pulling as he wants.

“Four people arrived in June,” recalls a resident of the two -apartment building Eugene. - In the next section, empty, the windows were torn. The wall between the apartments is not capital-because of this, even now, in September, at home it is cold, I go in a jacket. What will happen in winter - and I do not want to think. I am most afraid that the water in the pipes will freeze, where to get it then?

For the apartment, says Eugene, he was offered a million rubles. He did not agree: what do you buy with this money?

Expelled windows - in all two -apartment rural houses in which people still continue to live.

- I asked the Gokovtsy: what are these windows for you? They answer: "This is our property." The conversation is short.

Tomino looks sad. Troubles are overgrown to abandoned houses. The huts themselves squinted and gradually collapse from explosions. The rural road was defeated by heavy trucks. Instead of fields - cabins.

“Igor! Igor! " - A gray “dozen” drives up to Oleinik’s house. The Armenian, local entrepreneur Marat Aloyan, comes out of it.

“Former entrepreneur,” he said. - I had everything here: Angar, cows, pastures. There is nothing now. I want to sue them. Only now I will consult with Igor, is it worth it?

“It stands in any case,” Igor concludes. - If you do not fight, you will lose for sure.

While we are talking, a man drives up on an ATV. Green vest, the rest of the clothes is black.

- Who are you? - He turns to Marat.

- A local resident.

- Show the documents.

- Why do I have to show you documents? You yourself-who is it?

- Protection of the RMK. We check that no one is an outsider to penetrate the territory.

Who put the protection with the right to check the documents is incomprehensible. And why outsiders cannot come to the village of Tomino - too. The conversation ends with nothing, the guard, calling out with someone, leaves.

- We once called the police to explain to these children: the territory of the village is a public place. Anyone can be here, ”says Oleinik. - There was probably enough conversation with the police for a day. The police left, and the guards began to ask again: “And who are you? And your documents? "

- The main thing: we do not mind getting to. Life here - you see for yourself. But offer normal compensation. In order for you to buy housing, get an economy in a new place, says Eugene. - And then they offer 500 thousand, a million rubles - what do you buy for it? When you say that you need more, well, three million, it begins: “We have no money. How much we can, we give so much. ” But they have billions ( PMC net profit in 2018 - 7 billion rubles. - I. g .) ... Is it easier to tear the windows?

Part 2. Who is on trial?

Copper experts

The main battle of Chelyabinsk residents with GOK is in the arbitration court. Activists demand to ban the operation of the plant. In the lawsuit, they indicate that federal laws allow such a ban if industrial enterprises pose a threat to the life and health of people, as well as prevailing ecosystems.

“The design documentation of Tominsky GOK JSC indicates the construction of facilities used to place hazardous waste on the water area of ​​the North-School of Self-Water, which is a strategic margin of drinking water for Chelyabinsk, Korkino and the adjacent territories,” the lawsuit said. Under the threat, according to ecologists, the Shershnevsky reservoir, Lake Sineglazovo, the Miass River will be.

-Waste from the work of the Tominsky GOK, the dumps of open rocks in the documentation of the enterprise for some reason are attributed to the V class of danger. Zinc, mercury, lead, arsenic, strontium are equal to straw, ”says chemist technologist Nadezhda Vertyakhovskaya. “I can even assume why.” A only 1 ruble must be paid per ton of waste of the V class of hazard. And for waste of class I and II - 2-4 thousand rubles per ton. But then superprofits will be lost.

Vertyakhovskaya also notes that the GOK project has not passed a public environmental examination, which, by law, can be appointed even before the state.

- Why was it not appointed - it is not clear to me. The Chelyabinsk residents demanded this, we wrote about this to officials.

The court itself is closed: RMK believes that part of the case file is a commercial secret. This argument of industrialists for judges turned out to be more important than Article 5 of the Federal Law “On Commercial Secret”, according to which, information on environmental pollution can not constitute any secret.

In August last year, the arbitration appointed an examination in the case, determining the performers - employees of the Russian State Geological Exploration University Alexander Lisenkov, Vladimir Exaryan, Anton Mazaev and Vladimir Yashin. The examination was taken for six months. The plaintiffs - ordinary citizens obliged to pay for it. And this is 800,000 rubles. But Chelyabinsk united: people paid 50, 100, 1000 rubles and collected the necessary amount in a week.

The conclusion presented by the results of the examination surprised everyone:

• Firstly, it contained only 30 pages, of which 15-the transfer of experts regalia and a list of used literature.

• Secondly, the reporters of the Chelyabinsk portal 74.ru found that some fragments were copied by experts (doctors and candidates of science!) From student work. So, in the section on seismic danger and risk of groundwater pollution, it says: “The underground waters of the Tominsky plot belong to territories with conditionally protected aquifers. The filtration and insulating barrier that protects the underground waters from the effects of pollutants are chemical cows of weathering, neogen clay and quarterly deluvial loam. Mesozoic chemical cows of weathering of clay composition are common throughout the Tominsky section, their power ranges from the first meters to 700 m ”.

This is an accurate reproduction of an excerpt from the thesis of the student SUSU Kristina Sukhova, which she defended in 2016.

• Thirdly, the experts simply did not go to the place: this has already been established in court. They evaluated the degree of danger of GOK according to the design documentation. And, of course, they came to the conclusion: the object is not dangerous.

Didn't you defend those?

On August 26, Chelyabinsk police detained the lawyer and head of the Public Organization “Ecological Consulting” by Vladimir Kazantsev. It was he who filed a lawsuit on the ban on the activities of the Tominsky GOK and, before the detention, personally represented the interests of eco -activists in court.

Kazantsev was accused of fraud. According to investigators, in January of this year, he took from the Chelyabinsk entrepreneur Maxim Shein 500,000 rubles to “solve” the dispute in arbitration in his favor. Simply - to transfer money to the court officers. But the police say, did not say. I assigned the amount to myself.

The statement against Kazantsev was filed by the companion of Shein Vorobyov.

“Now it’s difficult to judge the background of this case: we still have too little information about the texture that the investigation has,” says Andrey Lephin, lawyer Vladimir Kazantsev. - But it is strange that two entrepreneurs come to the police department and say: "We gave a bribe."

The person who reported the bribe emphasizes Lepukhin, is exempted from responsibility. But only if he appeals to the body authorized to investigate cases of a bribe. That is - to the Investigative Committee.

- And they turned to the police. Moreover, it is in the department where a criminal case is investigated against one of them. The second in this case also appears, ”says the lawyer.

Another strangeness is the time for submitting an application.

-Kazantsev received the money allegedly back in January-February, and businessmen turned to the police only in August. That is, for six months they continued to work, Vladimir represented their interests in other judicial disputes. Everything was fine. And then suddenly - a statement.

Lepikhin notes that the detention of Kazantsev occurred at the moment when the “hot phase” began in the court of GOK - the interrogations of experts who gave a controversial conclusion about his security. A lawyer who led the whole process was simply removed from the case.

Under Part 3 of Art. 159 of the Criminal Code of the Russian Federation Kazantsev threatens up to six years in prison.

Instigator

In October, the consideration of another criminal case may be completed. The leader of the Stopgok movement Vasily Moskovts is accused of “inciting to arson of wood” on the construction site of the plant.

The arson occurred on September 11, 2017. True, it was raining, and the wood did not take up. And Moskovts was not at all in the place of the “crime”. But, according to investigators, it was he who persuaded two detained men, Evgenia Medvedev and Hamil Asatullin, to pour stacks with combustible liquid and set fire.

“It was not immediately possible to institute criminal proceedings against me,” says Moskovets. - The police analyzed the records of my conversations with Asatullin and Medvedev, gave them to the examination and in July 2018 were forced to refuse to initiate the case. Gamil Asatullin said that the calls to the arson sounded from Medvedev, and not from me. Experts came to a similar conclusion.

The refusal to initiate a criminal case was signed by an investigator for particularly important cases of the Ministry of Internal Affairs of Chepratov on July 12, 2018. But on December 10, 2018, Moskovets announced his intention to run for the mayor of Chelyabinsk. And he had a chance: everything related to the struggle against the GOK receives wide support in Chelyabinsk. A week after the application for participation in the elections, the criminal case against Moskovts was opened.

- Now I understand that Evgeny Medvedev was a provocateur. He recorded all our conversations and transferred them to the police. He warned Sobr that he would go with Asatullin to burn stacks. And Sobr organized an ambush. Asatullin was detained, and Medvedev was given to escape. But all this does not cancel one fact - I have not incited anyone to anything. The only thing the accusation against me is being built is Medvedev’s testimony.

Vasily Moskovets transferred the materials of the criminal case at the disposal of the “new”. From the decoding of audio recordings it follows that he offered another tactics of the fight against the GOK - he wanted to “go” into the territory of the enterprise with a crowd of several hundred people and put a tent camp there. Like in Shies or Kuzhtau. But judging by the decoding, he really did not start talking about arson.

Under Part 4 of Art. 33, part 2 of Art. 213 of the Criminal Code ("incitement to commit hooligan actions by a group of persons by prior conspiracy") and under Part 4 of Art. 33, part 2 of Art. 167 of the Criminal Code of the Russian Federation (“incitement to intentionally destroying property from hooligan motives”) Vasily Moskovtsa threatens up to 7 years in prison.

“It is interesting that this unsuccessful arson did not inflict any real damage to the“ Russian Copper Company ”or this unsuccessful arson,” says lawyer Andrei Lepikhin. - But Moskovtsu and Asatullin are trying to impose possible damage. Including they say that if everything caught fire, the enterprise would have to stop the work for a day, and RMK would “miss the benefit” on the exchange - 124 million rubles.

Part 3. Copper servants

The Chelyabinsk residents, of course, tried to fight the GOK not on the streets and not in the courts. They tried to walk around officials. Several times they wrote to the current governor Alexei Texler. To no avail. And in this the young head of the region is not different from its predecessors.

For the first time, the Tominsky GOK project was presented in November 2013 at the Russian-Kazakh forum, the ex-governor of the Chelyabinsk region, Mikhail Yurevich, who is now on the run: “Such large projects give impetus to the development of the economy as a whole. A closed cycle of production and processing of copper will form in the region. GOK will give taxes and jobs. "

Under Yurevich, the Tominsky Mining and Processing Plant was included in the "Strategy for the development of non-ferrous metallurgy of Russia for 2014–2020 and for the prospect until 2030." Immediately after this, the “right hand” of the governor Oleg Grachev moved to work in the RMK, vice president for regional development in the Chelyabinsk region.

In 2014, the governor’s post was taken by Boris Dubrovsky. And he doubted the safety of the plant. The regional Ministry of Ecology ordered an audit of the GOK project at the Ural Mining University. The audit showed: the project is environmentally friendly. And now - attention: at that time the Minister of Ecology of the Chelyabinsk Region was Irina Gladkova, who had previously worked in the RMK as the head of the environmental management department. The Ural Mountain University two years before the examination was reconstructed for the money of the Russian Copper Company.

For some reason, Boris Dubrovsky did not trace this connection. And subsequently changed his opinion about the project. After the resignation of the governor, his spokeswoman Dmitry Fedechkin switched to work in the RMK. Среди бывших и нынешних парламентариев поддержкой РМК отметились:

• депутат Госдумы от ЛДПР Виталий Пашин;

• лидер челябинской «Справедливой России» и депутат Госдумы Валерий Гартунг;

• руководитель фракции КПРФ в Законодательном собрании Челябинской области Игорь Егоров;

• депутат Законодательного собрания от «Справедливой России» Анатолий Еремин и вовсе официально является советником президента РМК.

Часть 4. Медный взгляд

«Новая газета» направила запрос в «Русскую медную компанию». Мы спрашивали, почему до сих пор не завершено расселение деревни Томино и зачем было демонтировать окна в пустующих секциях двухквартирных домов? Спрашивали, на каком основании охрана РМК проверяет у людей документы? Также нас интересовало, почему проект не прошел общественную экологическую экспертизу и какие отходы планирует вырабатывать Томинский ГОК? И, наконец, — сколько на предприятии работает человек и сколько оно уже заплатило налогов в бюджет Челябинской области?

Расселение деревни Томино

На сегодня расселено в общей сложности 56 домов. Еще три дома находятся на стадии расселения — по одному из них сделка уже совершена, по двум домам сделки состоятся в середине октября текущего года. Таким образом, к концу месяца деревня Томино будет полностью расселена.

Экологическая экспертиза

На проектную документацию Томинского ГОКа получено более 30 положительных заключений экспертиз и разрешительных документов, выданных независимыми аккредитованными организациями и государственными надзорными ведомствами, в том числе положительные заключения государственной экологической и градостроительной экспертиз. Это говорит о безопасности Томинского ГОКа и полном соответствии его проекта законодательству Российской Федерации.

Социально-экономический эффект

Реализация проекта Томинского ГОКа будет способствовать экономическому и социальному развитию Челябинской области. Комбинат обеспечит порядка 120 млрд рублей налоговых отчислений в бюджеты разных уровней и даст работу 2500 жителей Челябинской области. Приоритет в трудоустройстве будет отдаваться жителям Сосновского и Коркинского районов Челябинской области, а также Челябинска.

Одним словом, у челябинской земли заботливый хозяин. С народом, правда, не повезло.

Деревня Томино входит в границы санитарно-защитной зоны ТГОК, а в частности, в зону проведения горных работ АО «Томинского ГОКа», поэтому охраняется предприятием по закону. Согласно ФЗ от 30 марта 1999 года № 52-ФЗ «О санитарно-эпидемиологическом благополучии населения», и в соответствии с проектом границ предприятия
деревня Томино подлежит расселению и охране на время проведения данной работы.

Для соблюдения правил промышленной безопасности и с целью предупреждения и недопущения несчастных случаев на въезде в деревню размещен блокпост с охраной. При этом Проезд и проход беспрепятственно осуществляется по дороге д.Томино – д.Шумаки со стороны автодороги г.Коркино – п.Первомайский.

Порядок проведения мероприятий по переселению регламентируются распорядительными документами Сосновского муниципального района, Томинского сельского поселения и АО «Томинский ГОК».

Деревня Томино входит в границы санитарно-защитной зоны ТГОК, в частности, в зону проведения горных работ АО «Томинского ГОКа». Именно поэтому и проведено расселение деревни.

В деревне проживали лишь 6 человек. Дата выхода материала – 07.10.

6.10.20 – прошли сделки по выкупу жилья у всех оставшихся жителей.

Для реализации мероприятий по переселению АО «Томинский ГОК» была заказана независимая оценка стоимости объектов недвижимости, подлежащих выкупу. На основании материалов оценки через риэлтерские компании заключались договоры купли-продажи земельных участков, жилых помещений и хозяйственных построек.

Жилье выкупалось по цене выше рыночной.
