Initially, the authorities said that new tough measures were not expected, then soft restrictions began, and now rumors have already spread about tough restrictions, as in the spring of this year. The demand for masks and antiseptics rises again. Now, against the backdrop of a possible exacerbation of the epidemic between people, disputes about safety measures and their effectiveness begin to flare up. Someone believes that the masks in public places are already not necessary to wear, and they are generally contraindicated for schoolchildren, and someone, on the contrary, beats the alarm and tries to minimize their home, having bought with masks and gloves, carefully pulling them before any exit from the house.
Disputes are already poured into assault. In the Moscow metro, the man attacked a woman without a mask who began to cough. Each of the camps has their own arguments, for example, someone read an article by the World Health Organization that there is no need to wear masks in a public place, someone is a refutation. As a result, some accuse others of "covidy", while others accuse them of excessive paranoia.

Alexei, how do you explain that now the numbers are record - the daily official amount of infection approaches 12 thousand, and wearing masks and social distance by magnitude less? Is this, people who returned from the war, are people already tired?
Alexey Raksha: Not surprising. And people are tired, and state propaganda has worked all the spring and all summer for this. But not even that is interesting. Although in many European countries there are much more sick than the first wave, the number of dead there is much less. And we have the number of dead are very well followed by the official number of new infected people. I think the reason is partly that people practically do not wear masks. And this, perhaps, is one of the explanations of why in East Asia the pandemic has so far passed so easily: there are masks - this is a habit.
Sergey Medvedev: Indeed, the eastern culture is more calm about depersonalization, and the Russian person needs a certain means of expression: "We will not wear gags and burns"?
Oksana Frost: There are many parameters. One parameter is simply the presence of some kind of sanitary medical culture, which is very largely tied to wearing a mask, not even in connection with epidemics, but due to the increase in the risk of seasonal diseases. For example, in Japan, this is backed up by the presence of a fashionable industry that makes different objects from masks, still functional, but which can be somehow entered in a wardrobe and, thus, not look free. Although it is clear that with total wearing masks by frick you don’t look, but without a mask you look as if naked.
The second story that seems important to me here is some inclusion of people in other relations with the state. If we understand that to a certain extent we either trust the state or we do not have the opportunity not to trust it, then we join in interaction, including with digital control tools that have demonstrated themselves well in some of the Asian region, and for the Eurocentric person, it may have looked like a non -freedom and total control, but for many representatives of those regions they served as confirmation if not One hundred percent, then a high degree of security. Therefore, it seems to me that here we are dealing not only with some cultural, but also with socio-political features.
Sergey Medvedev: Yes, this is a matter of trust in the state. The fundamental problem of distrust, which, as Fukuyama says, can measure social capital, is also projected on masks.
Alexey Raksha: Well, who now believes the statistics of Stopkoronavirus and Rospotrebnadzor? People do not understand what to focus on where to look. They are told first, then another. Pay attention to how recently the rhetoric of the federal media has changed about the pandemic. I recently read in the Rossiya newspaper or at RIA Novosti about the comparison of the lethality of the new virus and the Spaniard, and the Western study showed that if they had not taken any measures, then the mortality of the new virus would be about the same as the Spanish, that is, many tens of millions of people would have died, especially taking into account the growth of the population over a hundred years. It was inconceivable to read on a resource of this level and the damage literally a month and a half ago. Something has changed.
Sergey Medvedev: Nevertheless, until we see any strict restrictive measures, new Locksuns. There are separate outbreaks, they say that the endorses of masks and gloves in stores are some kind of point.
Alexei Raksha: In my opinion, if you are announcing the Lockdown, then you have to pay money. Our state really does not want to part with money. And if you announce the Lockdown and pay very little, as in the spring, this will cause discontent, the fall of ratings, and no one needs it.
Sergey Medvedev: If neither global quarantine nor Lokdown are waiting for us, then maybe the output is an enrolling mask regimen?
Oksana Frost: In addition to a total locaun, there are different pushing strategies. This does not have to be hard enrolling. With the help of soft power technology, other practices can be invented: they include education, an honest conversation about what is happening, exposing statistics that would be more related to reality. This conversation involves, for example, the possible honest delegation to citizens of some defense strategies with an understanding of the responsibility that you bear for this strategy. Citizens and the state must agree on what stress points they pay attention to. It’s like a story with Sweden or Britain, where at some point, assuming that there would be a fall in the ratings, people went out and said: listen, guys, this is, of course, scary, but the economy ... and some logic of protection was marked. If there is no accurate agreement on what we are focusing on: to protect the economy, to protect people of the third age, to protect people with chronic diseases, then the dialogue between the state and citizens is impossible, because everyone emphasizes some different interests.
Sergey Medvedev: In Russia, we have such a micromel of relations between the state and society in which the strategies of the authorities are not explained to people, and then people then project this on a total distrust of each other.
Oksana Frost: And it turns out that we have people who “maybe, I suppose, somehow” (this is one strategy), and then you can not wear masks, and completely use public transport, and go to bars. And there are people who are closer to the strategy of survivors, or who have the opportunity and privileges to simply leave, for example, the city as the space of infection, or which avoid spaces where there are super -guards, go to remote work, transfer children to remote training. And there is a completely radical form, when people are absolutely capsulated, but it is very difficult to achieve without financial, economic, status and other losses.

Alexei Raksha: Despite all the actions of our authorities, the perceived value of human life in society is constantly growing. Over the past 15-20 years, mortality has decreased very much. Of course, in the perception of the value of human life, we are on average behind the United States, but Moscow, perhaps, is at the level of some kind of Central Country of Eastern Europe. This is also very clearly visible in mortality from all kinds of external causes, poisoning, murders, suicides, accident. This total mortality has decreased by us in 20 years by 3 times, and this is a very large decrease. We finally beat the records of the 1986–87 anti-alcohol campaign, with us it became even lower than then. But we still decline many times to Europe.
Sergey Medvedev: This, as it were, increases the total capitalization of the country, if people begin to appreciate their own life, their own human capital.
Alexei Raksha: Yes, and this is a mutual and self -supporting process: people value their lives, die less, which means they perceive life as more valuable. In addition, we look at those countries whose population is partly perceived as exemplary, strive for them.
Sergey Medvedev: And all this pandemic, when it ends, maybe it will become the next step in increasing the value of human life.
Oksana Moroz: My experience of living a pandemic in the outskirts of Moscow showed that the value of human life has not increased, but the value of following some norms is determined exclusively by the level of convenience that people want to support. In the spring it was only a few days, when the streets were empty, and then only for one reason-due to bad weather. In general, people have a familiar way of life. Moreover, being closed in their apartments, for the most part, obviously, without working in creative work, which allow you to relatively simply switch to the remotes, they have somewhat crazy. In the first weeks, the presence of elements of domestic violence around. People exhaled when the summer began, and it was announced to us that we all won. This exhalation was accompanied by some double, tripled power of activity: people poured into the yards, began to spend even more time at a very small distance from each other. And it seems to me that for the most part those conclusions that people can draw are not conclusions about the horrors of the pandemic or about how the bivovery is arranged, or how the coronavirus launches the necropolitan policy in Russia, and these are conclusions that you are actually for yourself, no one will help you, and the media must be lying, and it doesn’t matter whether you agree with, or not, they still do not speak. Do not count on doctors, because they are overloaded. And then you survive as you can. Here you can recall the experience of the 90s: a goat on the balcony, and you will survive.
Sergey Medvedev: As I understand it, the problem of helping the state with coronavirus is still more or less resolved in Moscow, but all this ends outside the Big Moscow and the Moscow Region. Even in St. Petersburg, the situation is very difficult, and in the regions people sometimes simply did not hear what CT is.
Alexei Raksha: Yes, in St. Petersburg we have a new “effective manager”, and in the regions problems with medical help, and it reached the people longer that everything was serious. As a result, a rather unusual situation has developed in our country - we have the biggest mortality not in the capital, as in other European countries. In Russia, the greatest excess mortality in Chechnya, Ingushetia, Dagestan, and Tatarstan.
Sergey Medvedev: These are patriarchal regions.
Alexei Raksha: And by the way, these same regions are most strongly lying in statistics: in covid, in the demographic one.
Sergey Medvedev: What is the electoral. In principle, this also turns out in the global world: such traditional patriarchal, clan societies are under the most powerful impact of the virus.
Alexey Raksha: They simply do not perceive him seriously.

In almost all major capitals of Europe, in many cities of America, protests against restrictive measures are held weekly, and people who participate in these protests are not the same who wears foil caps and denies the existence of the virus. No, these are those people who are forced to go to work every day, whose work depends on how the economy moves. Covid dissidents are people who say: a respected state, you will decide: either close and pay compensation, or then do not touch our life, depicting violent activity.
The epidemic does not interfere with neither protests nor wars; So why, people ask, the epidemic should make us poorer?
So yesterday I came across the news that Rospotrebnadzor offers in Moscow cinemas at ten minutes to turn on the light, stop the film and check if everyone was sitting in masks. After listening to news about such measures, anyone will become a Covid dissident. The state seeks to save on support measures, and on the other hand, to show that it takes care of the health of citizens, about epidemic safety. These two diverging trends form the face of today's situation around the world. I believe that the pressure on state bodies about the prevention of the escalation of anti-epidemic measures will increase, the ratings of the authorities will inevitably fall as the escalation of these measures, and any civilized state will strive to find some kind of compromise. We see in Belarus and the United States that the epidemic does not interfere with protests, we see that the epidemic does not interfere with the untying and waging wars; So why, people ask, the epidemic should make us poorer?
Sergey Medvedev: And yet, why such a powerful movement of covid-dissidents, anti-Masoers? We saw a hundred thousandth processions in Berlin, in Vancouver, all this is regularly repeated.
Oksana Frost: People do not like it when they limit their freedom, it is obvious that the mask here is a symbol, because this limitation is simply visually very visible. For example, when in Russia people oppose wearing masks, like muzzles, it is often more likely to release a couple against imposed pressure than a continuation of some more strategy for resistance or liberation. In general, there is such a fork. Some people continue to persistently assume that Covid is if not some idea and myth, then something very exaggerated for the purposes of some economic and political intrigues. There is another category of people who believe that there is really a disease that, however, is not much worse than other chronic or acute diseases, and what the state offers is an imposed service for care, and we do not want such a service, moreover, all these imposed services, as the world community shows, does not save anything from anything. That is, it turns out that you produce some violent activity, but you cannot guarantee its effectiveness, climb with dirty boots into everyday personal life, control how a person breathes from these masks, how his hands look because of wearing gloves, control with whom, where and how much he communicates, and this, of course, is an absolute claim to the depravatization of life in general.
Sergey Medvedev: Yes, quite often you have to deal with such a libertarian protest against the mask. People expose themselves as advocates of freedom, repose texts in which "gags wear only slaves" and so on.
Alexei Raksha: But why they obliged the gloves to wear in Moscow - this is generally incomprehensible. This is a unique measure.

Алексей Ракша: Боже мой, сколько у нас в последние годы было того, что подрывает легитимность действий властей! Это лишь один эпизод. Маски понятно почему – есть исследования, есть опыт, есть статистика. А перчатки? Весь мир обошли фотографии в интернете: какой-то человек стоит на кассе и стягивает перчатку зубами, чтобы что-то там посмотреть в телефоне, потому что у него через перчатку не нажимается сенсорный экран. Люди не умеют обращаться с перчатками, выворачивать их после снятия, и у нас этому не обучают. Почему это нельзя отменить? Это же совершенно бесполезная мера!

Оксана Мороз: Пандемия – это еще очень хорошая лакмусовая бумажка относительно того, в какой степени люди производят повседневную санитарную грамотность. Есть же прекрасные ролики, где показывают, как мыть руки. Нужно определенным образом обрабатывать поверхности, не обязательно впадая в фанатизм, вообще нужно понимать, что ты живешь в некоторой биосреде, которая может быть довольно агрессивной в твой адрес, и надо уметь защищаться. Вот это знание не априорное, в том числе у людей, которые живут в регионах с высокой степенью интеллектуальной нагрузки, с высоким образовательным цензом. И меня, например, как в довольно большой степени ипохондрика, это пугает. Я понимаю, что не только не могу быть защищена ни от чего, потому что рядом со мной подавляющее большинство людей без масок, но и потому, что, даже когда они в масках, я не могу быть уверена, что в целом по другим параметрам это люди, которые следят за своим биологическим существом, более или менее контролируют существование своего организма.
Сергей Медведев: Наиболее частый аргумент: это мой выбор. Но ведь таким образом ты принудительно делаешь выбор за людей, тебя окружающих. Если ты живешь где-нибудь в капсуле, в лесу, тогда, пожалуйста, делай выбор не носить маску. Вот это непонимание в России очень четко показывает отсутствие социального клея: это атомизация, социальная аномия, о которой пишут все социологи последние 30 лет.
Алексей Ракша: Да, это такая постсоветская проблема. Причем государство, как я понимаю, делает все для того, чтобы поддерживать эту атомизацию, потому что ему это выгодно: так проще управлять. Это еще и результат нашей огромной территории, очень разнородного общества. И тут мы похожи на Америку.
Сергей Медведев: Там, правда, президент всюду ходит и заболел, а тут президент две недели маринует людей, прежде чем с ним встретиться.
Алексей Ракша: Причем в Америке легче быть ковид-диссидентом, это никому не приносит вреда: вышел из своего дома, сел в свою машину, поехал на природу. В России меньший процент людей живет в таких условиях.
Сергей Медведев: Оксана, вы много писали о том, что ситуация пандемии, в частности, проблема масок продуцирует очень много хейтспича, ненависти в соцсетях, которая затем уже переходит в институализированную ненависть на улицах, в столкновения. Это всегда такая ситуация с эпидемиями?
Оксана Мороз: При любом кризисе, который ставит под сомнение безопасность каждого конкретного человека и каких-то социальных групп, и который в очень большой степени ставит вопрос о том, у кого будет доступ к ресурсам, позволяющий спастись, всегда возникает поляризация. И она обязательно выражается в языке, тем более что в данном случае мы имеем дело с большими тенденциями по производству неологизмов, у нас появляются слова, которые можно использовать для того, чтобы назвать другого врагом, неравным, ненормальным, обозначить, что все происходящее – это бесовство.
Сергей Медведев: Да, появилось слово "коронабесие".
Оксана Мороз: С точки зрения красоты языка это, безусловно, большой и классный эксперимент. Когда мы видим разрастание этого языка вражды, языка ненависти, это очень хороший сигнал того, в какой степени поляризовано общество, в какой степени нужна небольшая вспышка, для того чтобы разгорелось пламя. Человек увидел другого человека на улице в маске, и это может послужить началом такого негодования: ты носишь маску, и ты меня этим терроризируешь, пугаешь, заставляешь развиваться панику, а паника – это плохо для иммунитета!
Сергей Медведев: То есть виноватым оказывается человек в маске!
Алексей Ракша: Часто говорят: избыточную смертность вызывает паника по поводу вируса. Я пытаюсь натянуть эту сову на глобус реальности, демографии, медицины, и не могу. Паника убивает – какой бред!
Сергей Медведев: Очень много совершенно фантастических историй. Недавно была петиция Лиги защиты пациентов, и там они приводят случаи, когда люди умирали от масок: скажем, человек пешком поднялся в маске на пятый этаж и наверху упал, сраженный инсультом. Или самый частый аргумент: больше людей гибнет в ДТП, чем от ковида. Идут какие-то попытки рационализации своей абсолютно иррациональной неспособности взять на себя ответственность за жизнь в обществе.
Оксана Мороз: Да, это, с одной стороны, попытка быть таким либертарианцем без этого ярлыка, то есть быть абсолютно атомарным. А с другой стороны, это удивительный феномен: в постсоветском обществе не осталось ничего от солидарности! Ведь солидарность как механизм позволяет пожертвовать моими свободами, возможностями, преференциями, если я понимаю, что цена не отказа от этих свобод – это большая опасность для окружающих меня людей. И вот именно в постсоветском пространстве, где вдалбливалась эта коммунитарность, этого нет.
Алексей Ракша: Навязанная сверху визуальная, парадная, образцовая солидарность развалилась.
Сергей Медведев: Рассуждает Николай Кавказский , политик, правозащитник, активист Левого социалистического движения.
Николай Кавказский: Масочный, перчаточный режим – все это носит имитационный характер. И хотя они пытаются ввести штрафы, маски почти никто не носит. Эти меры даже больше провоцировали инфекцию. И потом, даже если вводить какие-то меры, то их надо делать рекомендательными и убеждать людей им следовать, потому что всех все равно не проконтролируешь. И это фактически тренировка построения тоталитарного общества, когда говорят: "За вами будут следить, и если вы оплатите карточкой в другом районе, вам выпишут штраф через камеру". Это запугивание, и власть может это использовать для введения полноценной системы слежки и устроить такой же тоталитаризм, какой сейчас есть в Китае. Это запугивание, этот стресс, когда людей заставляли сидеть в узком пространстве квартир, возможно, наносили не меньший вред, чем коронавирус: это провоцировало различные ментальные заболевания, обострения, суицидальные мысли. Закрылось огромное количество предприятий, торговых точек, кафе, и это повлияло как на мелкий и средний бизнес, так и на людей, которые там работали и остались без работы. Сейчас уже отменили почти все меры безопасности, но массовые акции не разрешают, вообще не согласовывают, и большинство из них разгоняют, даже одиночные пикеты. Путинский режим использует эти меры, чтобы бороться с оппозицией.
Маска – не символ страха, а символ уважения к обществу и к другим людям
Сергей Медведев: Действительно, политические последствия режима социальной изоляции в России совершенно очевидны – запрет на массовые мероприятия, на любую оппозиционную деятельность. Хотя мы видим, во-первых, Хабаровск, где это совершенно не работает, во-вторых, Беларусь, и в-третьих, Кыргызстан. В Кыргызстане вообще народная революция, там не до масок. В самом деле, эпидемия и ее социальные последствия 2020 как-то переформатировали политическое пространство и вообще саму повестку.
Алексей Ракша: Да, мир стал другой.
Сергей Медведев: Маска – не символ страха, а символ уважения к обществу и к другим людям.
Алексей Ракша: Безусловно, ведь ношение маски вовсе не защищает того, кто ее носит, оно защищает тех, кто находится вокруг этого человека, особенно в закрытых помещениях.
Сергей Медведев: За последние семь-восемь месяцев произошла какая-то притирка общества и маски.
Оксана Мороз: Маска хорошо села на лицо.
Сергей Медведев: Многие виды деятельности возобновляются в новом формате, с соблюдением мер социальной дистанции и ношением масок.
Оксана Мороз: Да, но здесь есть одна проблема. Я уже несколько месяцев пребываю в шоке от того, что образовательная система не использовала лето, для того чтобы продумать вхождение в новый учебный год для разных ступеней образования, для всех участников этого процесса. Сейчас мы оказываемся в ситуации, очень напоминающей середину марта, когда у нас нет готовых решений, когда каждый остается сам за себя даже в тех институциях, в которых есть ресурсы для того, чтобы продумать и простроить логику взаимодействия. Те граждане, которые решают, что они сами за себя, что они атомарны, что они будут как-то спасаться самостоятельно, на самом деле, воспроизводят то, что происходит в большом обществе, где у тебя действительно нет никакого механизма, никакой стратегии, никакого сценария относительно того, как действовать в лучших или в худших условиях. К сожалению, спасение утопающих – дело рук самих утопающих.
Алексей Ракша: Я бы тут приводил Россию как антипример. У нас в стране стратегии как таковой в принципе нет, и эпизод с образованием – просто кирпичик в эту будку. Стратегии нет в демографии, в экономике. Как в Испании организовывался карантин? Там были заранее объявлены какие-то цифровые, числовые показатели: как только заражение упадет ниже этого – эта стадия, ниже этого – эта стадия. Это заранее планируемая жизнь. Европа – образец реагирования на пандемию, по крайней мере Западная.
Сергей Медведев: Да, Россия – страна антистратегическая, страна реагирования, спонтанных и волюнтаристских решений власти, которые транслируются населению. Маски и карантины очень четко, фактурно подали эту проблему принципиальной нестратегичности российской жизни и невозможности планировать будущее хотя бы на месяц вперед.
Оксана Мороз: А зачем, если мы страна – подвига?
Алексей Ракша: Да, завалить все трупами, как в войну. "Можем повторить"…
Сергей Медведев: Вот вакцина – интересная история, которая тоже подается в героическом, эпическом ключе: первыми прививаются командиры, еще в апреле привились руководители крупнейших корпораций, дочь Путина…
Алексей Ракша: А это связано с ценностью человеческой жизни. Героизм и ценность человеческой жизни у нашего руководства остались на уровне 70-х годов.
Сергей Медведев: Каков ваш прогноз на эпидемию? Это действительно волнообразный процесс, который будет затухать к 2022-23 годам?
Алексей Ракша: Нет, рано или поздно вирус станет сезонным, но я надеюсь, что нормальная вакцина появится к следующему лету. Летом всегда будет полегче, чем зимой. А эта волна, которая сейчас поднимается, точно будет выше, чем весенняя, и все будет плохо. Я очень надеюсь, что мир сможет позволить себе забыть о вирусе к следующему лету или к осени.
Оксана Мороз: 2020 год, и не только из-за коронавируса, а из-за множества событий – это время, когда очень многое закончилось. Именно сейчас мы можем отсчитать ХХ век: от 1914-го до 2020 года. Мы видим, как интенсивно проворачиваются и воспроизводятся политические и военные конфликты, повторяющие неразрешимые агрессивные акты прошлого. И мы обнаруживаем, что люди раз за разом упираются в одни и те же принципы размежевания. Если мы позитивно выйдем из коронакризиса со всеми его экономическими, финансовыми, политическими, социальными, антропологическими и прочими дополнениями, тогда, может быть, мы увидим возможность перспективы для строительства чего-то другого, если угодно, человеческого.
Сергей Медведев: Действительно, ХХ век развернулся фактически от пандемии до пандемии, от испанки до коронавируса. И сейчас из-за вируса размораживаются вещи, которые были заморожены последние 25-30 лет. Разморозился застывший, нерешенный карабахский конфликт. Разморозилась Беларусь, которая с 1995-96 годов застыла под Лукашенко в квазисоветском существовании. Разморозился расовый конфликт в США. Да, 2020 год в этом отношении имеет очень этапное, рубежное значение.
Еще один вопрос: коллективный иммунитет – это фикция? Европейский университет в Санкт-Петербурге говорит: сейчас не более 10%.
Алексей Ракша: Я думаю, да. Но проблема в том, что чем легче переболел человек, тем на меньшее число месяцев ему хватает иммунитета. И вакцина, даже если она будет хорошей, не будет давать пожизненный иммунитет, а будет давать иммунитет минимум на полгода-год, максимум на несколько лет. Но это уже лучше, чем то, что сейчас.
Сергей Медведев: Видимо, как с гриппом: нужна будет сезонная прививка.
Алексей Ракша: Да, только летальность гриппа раз в 40 меньше, чем коронавируса. Сейчас есть оценка ВОЗ – 0,65%, но я все равно считаю, что летальность чуть больше. Мы упираемся в возрастную структуру населения: все-таки Россия более "старая" страна, чем в среднем мир, и у нас можно спокойно говорить об 1%, тем более, что здравоохранение у нас сейчас не на самом лучшем уровне.
Сергей Медведев: Насколько может быть искажена нынешняя статистика?
Алексей Ракша: По умершим на сайте "Стоп коронавирус" она занижена, я думаю, раза в три, а по заболевшим – вообще темный лес. Надо смотреть на Росстат, раз в месяц он дает информацию об избыточной смертности, о смертности от ковида, и эту смертность можно сразу умножать как минимум процентов на 20. Я думаю, на сегодняшний момент у нас жертвами ковида стали где-то 75 тысяч человек.
